PV:Dear Major General,As an officer with many years of experience in the police force, how do you evaluate the change?change the organizational model of the Ministry of Public Security?

Major General Le Van Cuong:After the Politburo issued a resolution on "streamlining the Ministry of Public Security apparatus to operate effectively and efficiently", according to which the Ministry of Public Security will radically reduce the intermediate levels in the force, with the highest level being the elimination of the general department level, causing public opinion and people nationwide to have many concerns.

In more than 40 years of working in the industry, through 6 Ministers, I have witnessed the Ministry of Public Security go through many organizational adjustments. Through each organizational adjustment of the Ministry of Public Security, the intermediate apparatus has been enlarged. From 1980 to now, from 4 general departments to 8 general department-level units, more than 50 department-level units to 120 department-level units...

However, this time it is completely the opposite when the Ministry of Public Security is the first unit to streamline the apparatus with the plan to eliminate the general department level and reduce it to 60 department levels. This project was studied and considered very carefully and seriously by the Politburo to reach the final decision and agree with the new model of the Ministry of Public Security. Therefore, I highly appreciate and believe that this is an organizational revolution in which the Central Party Committee of the Public Security and the Ministry of Public Security have courageously taken the lead in this field.

PV:The Ministry of Public Security is one of the leading units in implementing the Central Resolution 6 most resolutely. Public opinion believes that this model is different from previous models. Can the Major General tell us the reason why the Ministry of Public Security is doing this?

Major General Le Van Cuong:I think this is an organizational revolution. To do this, the Ministry of Public Security, the Central Public Security Party Committee and especially the leader, Senior Lieutenant General To Lam, have demonstrated high political determination and the seriousness of Party members in implementing the Party's Resolution.

This is the most essential condition for organizational change, but it is not enough. To implement the resolution, another sufficient condition is needed: "clean hands and a bright mind". Because "touching" the organizational apparatus means "touching" people and interests when hundreds of high-ranking officials and generals have no place to work. Therefore, decision-makers like Comrade To Lam and the Central Public Security Party Committee, if they do not have clean hands and a bright mind, cannot do it.

PV:According to you, what are the advantages and difficulties in implementing this new model of the Ministry of Public Security?

Major General Le Van Cuong:In the process of forming and implementing this new model, the Ministry of Public Security and the police force received direct support from the Central Executive Committee and the Politburo. In particular, the role of the General Secretary is extremely important in this matter. The revolutionary model change of the Ministry of Public Security has been discussed many times, very carefully and thoughtfully. Because the police force is related to the life of the Party and the security of the country.

With this innovation, the Ministry of Public Security has received the attention, support and close monitoring of the people. Because this innovation not only helps the Public Security sector streamline its apparatus, helping the force serve its work better, but also helps save the state budget. People increasingly see more clearly the mark of Senior Lieutenant General To Lam, in his position as Minister of Public Security, in every decision and strategic action to ensure national security, international security cooperation, and fight crime both outside and inside the force.

Through that, we can clearly see that the biggest advantage of implementing this new model of the Ministry of Public Security is the support of the Party and the people.

However, if the merger and the elimination of the intermediate level will directly impact dozens of general officers in the industry, who hold the positions of general director, deputy general director, director, as well as colonel-level officers of departments and divisions. The streamlining and thorough organization of the Ministry of Public Security also leads to the requirement to rearrange many units of the provincial and even district-level police... Although this is not an easy task to carry out comprehensively, I believe that they will overcome it.

PV:According to the Major General, what should the Ministry of Public Security and police officers do to overcome this difficulty?

Major General Le Van Cuong:In my opinion, the Ministry of Public Security and the Central Party Committee of the Public Security need to do ideological work for cadres, especially officers related to their rights and interests in the new model. Therefore, ideological work is extremely important and must be convincing. At the same time, the leaders of the Ministry of Public Security, especially the Minister, must develop new working regulations, each organizational model must have its own operating regulations, clearly defining the specific rights and responsibilities of each cadre from the Minister, Deputy Minister, Director... I think this is the backbone of the problem that Comrade To Lam must solve.

Therefore, senior and mid-level police officers and those whose interests are affected need to be more responsible than ever. Because these are the people who are trained and tempered in the police force, which is the condition for them to fulfill their oath of honor before joining the Party.

The project will be implemented with the transfer of cadres, many police officers in the ministry will be transferred to provinces and cities. Provincial and city police will be transferred to districts. District and county police will be transferred to communes and wards, strengthening remote areas... Making the central apparatus in the ministry more compact, strengthening the grassroots, and firmly grasping the situation.
