Based on the question raised by comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice ChairmanPeople's Councilprovince, chaired the discussion session in the hall, regarding the contents that the Provincial People's Council delegates were concerned about at the group discussion session on the afternoon of December 7, Mr. Tran Quoc Chung - Deputy Director of the Department of Home Affairs explained the arrangement of positions of non-professional people at the commune level and the regime and policies forbranch presidentorganizations in blocks, hamlets, and villages.
Regarding the proposal to add a titleveterinaryand plant protection - agricultural extension - forestry extension, but did not adjust the number and total allowance for non-professional workers at the commune level, the Deputy Director of the Department of Home Affairs said that in Resolution No. 22/2019/NQ-HDND, 11 positions are stipulated, including 2 positions: Head of the People's Protection Committee, Deputy Head of the People's Protection Committee (for wards).

Thus, currently in localities there are only 9 positions, while the number of non-professional workers in communes according to regulations is arranged to 12 people (type I communes), 11 people (type II communes) and 10 people (type III communes).
Therefore, adding 2 more veterinary and plant protection positions does not greatly affect the arrangement at the grassroots level. Except for communes of type III that only arrange 10 people, there will be 1 position assigned concurrently or depending on the practical needs of the locality to choose a suitable arrangement.

Responding to this issue, the Deputy Director of the Department of Home Affairs said that, according to Conclusion 34 of the Provincial Party Committee, the task of managing cultural houses and radio stations is assigned to part-time cultural civil servants, so the Department of Home Affairs has no basis to advise the Provincial People's Committee to submit to the Provincial People's Council for consideration and addition of this position.
Regarding the proposal of the Provincial People's Council delegates to include blocks in the group of hamlets and villages with 350 households or more; hamlets and villages in key communes with complicated security and order according to the decision of competent authorities; hamlets and villages in border communes (also known as group 1) to increase the allowance regime for block leaders, the Deputy Director of the Department of Home Affairs said that the block type should not be included in group 1 according to Decree No. 34/2019/ND-CP.

Mr. Tran Quoc Chung also discussed and clarified the concerns of the Provincial People's Council delegates at the discussion session on the afternoon of December 7 regarding the allowance regime for the heads of the Women's, Farmers', Veterans', and Elderly Associations and the Youth Union branch secretaries. The proposed level of 350,000 - 400,000 VND/person/month (depending on the type of hamlet) is too low compared to the amount of work this group undertakes, especially it does not motivate this group, affecting the movement, especially in the current complicated situation of the Covid-19 epidemic.
Sharing the difficulties, hardships and proposed compensation levels to support those working in low-lying blocks, hamlets and villages, the Deputy Director of the Department of Home Affairs also affirmed that the policy mechanisms are built on the basis of consideration, ensuring similarity and fairness with the positions of Party cell secretary, hamlet chief, head of the front work committee in hamlets... according to the regulations of the Central Government, the province cannot "overstep the line".
The Deputy Director of the Department of Home Affairs also said that the merger of hamlets and communes was carried out in accordance with the policy of arranging, perfecting and streamlining the Central apparatus to reduce staffing and improve operational efficiency. Therefore, he hoped that localities would encourage this team to complete their tasks.
