Nghe An province directs Ban Ve hydropower plant to operate to reduce flooding downstream
Nghe An Provincial People's Committee has just issued Official Dispatch No. 203/BCH-PCTT dated September 17, 2024 on flood reduction operation order for downstream areas of Ban Ve Hydropower Plant.
Pursuant to Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister on promulgating the Inter-reservoir Operation Procedure in the Ca River Basin.
Based on the heavy rain warning bulletin in Nghe An province of the North Central Hydrometeorological Station (Document No. MLDR 02/15h30/NGAN);
Pursuant to Document No. 309/DBTB-DB dated September 17, 2024 of the North Central Region Hydrometeorological Station on consulting on the operation of Ban Ve Hydropower Reservoir;
+ Water level at Con Cuong Hydrological Station at 1:00 p.m., September 17, 2024 was 25.13m, below alarm level I (AL): 2.87m;
+ Water level at Cho Trang Hydrological Station at 1:00 p.m., September 17, 2024 was 1.12m, below alarm level I (AL): 1.88m;
+ Water flow to Ban Ve Lake at 5:00 p.m., September 17, 2024 is 543 m3/S;
+ Water level of Ban Ve Lake at 5:00 p.m., September 17, 2024 is 197m;
+ The discharge flow through the generator and overflow at 5:00 p.m. on September 17, 2024 is 541 m3/S;
+ Forecast: In the next 24 hours, the maximum flow to the lake is likely to be: 600 m3/s to 700 m3/S.
At the request of the Chief of Office of the Steering Committee for Disaster Prevention - Search and Rescue and Civil Defense (PCTT-TKCN and PTDS) of Nghe An province.

Head of the Steering Committee for PCTT-TKCN and Disaster Prevention of Nghe An province ordered:
The Director of Ban Ve Hydropower Company operates Ban Ve Hydropower Reservoir to discharge water downstream with a flow greater than the flood flow to the reservoir to gradually lower the reservoir water level, but not lower than the value specified in Table 2 (according to the provisions of Point a, Clause 1, Article 8, Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister).
Order execution start time:07:00, September 18, 2024;
Discharge flow through the project:From 800 m3/s to below 1000 m3/S.
During the process of lowering the lake water level, if the water level at Con Cuong Hydrological Station exceeds alarm level I but is still below alarm level II or the flow to the lake is from 1,000 m3/s to 1,200 m3/s then operate the water discharge through the project with the same flow rate as the flow to the lake to maintain the lake water level.
During the process of lowering the lake water level, if a flood occurs causing the flow to the lake to increase to over 1,200 m3/s or the water level at Con Cuong Hydrological Station or Cho Trang exceeds the alarm level II, the Director of Ban Ve Hydropower Company shall carry out flood reduction and cutting operations for the downstream (according to the provisions of Point c, Clause 1, Article 8, Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister). During the flood reduction and cutting operations for the downstream, if the reservoir water level is likely to reach an elevation of 200m, the Director of Ban Ve Hydropower Company shall gradually adjust the discharge flow through the project so that when the reservoir water level reaches an elevation of 200m, the discharge flow through the project is equal to the flood flow to the reservoir and switches to the mode of ensuring the safety of the project.
After implementing flood reduction and reduction operations for downstream areas, if the reservoir water level is higher than the value in Table 1 (of the Inter-reservoir Operation Procedure on the Ca River Basin), then carry out operations to gradually lower the reservoir water level to the highest pre-flood level specified in Table 1 if the following situations occur: The water level at Con Cuong Hydrological Station has dropped below alert level I; The water level at Con Cuong Hydrological Station is still above alert level I but below alert level II and a new rainstorm is forecasted.
When the flow to the lake gradually decreases below 1,000 m3/s and the General Department of Hydrometeorology forecast that in the next 10 days, there will be no weather conditions that can cause heavy rain and floods in the basin in localities in the Ca River basin. The Director of Ban Ve Hydropower Company is operating under normal conditions.
The Departments of Agriculture and Rural Development, Industry and Trade, and the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control, according to their assigned functions and tasks, inspect and supervise the implementation of operational orders in accordance with regulations, minimizing damage to downstream areas.

On the same day, the Provincial Steering Committee for Disaster Prevention and Control and Civil Defense issued Official Dispatch No. 204/VP-PCTT on ensuring safety when operating flood reduction for the downstream of Ban Ve Lake.
To proactively respond and limit damage during flood reduction operations downstream, the Standing Office of the Provincial Steering Committee for Flood and Storm Prevention and Control recommends:
People's Committees of districts: Tuong Duong, Con Cuong, Anh Son, Do Luong, Thanh Chuong, Nam Dan, Hung Nguyen, Nghi Loc and Vinh city; Heads of provincial departments, branches, and sectors, Directors of Irrigation LLCs and related units: Notify authorities at all levels, people, organizations operating on rivers and along rivers; Aquaculture facilities on rivers, water transport vehicles; Ferry terminals; Production, business, and sand and gravel exploitation activities to know information about the discharge of water from hydroelectric reservoirs to proactively take preventive measures to ensure safety for people and property;
Review flood prevention and control plans to ensure safety for downstream areas, especially the dike system and residential areas on riverbanks to be ready to respond;
Direct information and communication agencies to increase the time and frequency of reporting on the media, especially the radio system in wards, communes and towns about the release of water from reservoirs; at the same time, coordinate with specialized agencies to provide flood prevention skills to people and relevant agencies and units to deploy response and minimize damage caused by the release of water from reservoirs.
Provincial Radio and Television Station, Nghe An Newspaper and other news agencies and newspapers increase broadcasting time to report on the operation of Ban Ve Hydropower Reservoir to reduce floods downstream, the management work of the Provincial Steering Committee for Disaster Prevention and Control, provincial departments, branches and sectors so that local authorities and people can proactively prevent.
