Seminar to celebrate the 78th anniversary of the first general election to elect the Vietnamese National Assembly

(Baonghean.vn) - On the morning of January 5, in Dien Chau district, the National Assembly Delegation of Nghe An province coordinated with Nguyen Van To High School to organize a seminar to celebrate the 78th anniversary of the first General Election to elect the National Assembly of Vietnam (January 6, 1946 - January 6, 2024).

Attending the seminar were members of the Provincial Party Executive Committee: Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; Prof. Dr. Thai Van Thanh - Director of the Department of Education and Training, member of the 15th National Assembly. Also attending were National Assembly members, leaders of the Provincial People's Council's committees; leaders of Dien Chau district.

Glorious history

At the seminar, delegates reviewed the 78-year journey of the first General Election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2024).

Exactly 78 years ago today, January 5, 1946, President Ho Chi Minh called on voters nationwide to vote for National Assembly deputies. In response to his call, all Vietnamese people from the lowlands to the highlands, from the North to the South, from rural to urban areas; regardless of gender, old or young, spent the entire historic day - January 6, 1946 - to vote for the National Assembly.

The victory of the General Election marked the maturity of the Vietnamese revolutionary state, opening a new era for our country - a period with a National Assembly, a unified government, a progressive Constitution and a fully legal government system to represent the Vietnamese people in the international arena, both domestically and internationally.

The election is the basis to affirm the legitimacy and democracy of the Democratic Republic of Vietnam - a state of the people, by the people and for the people, entrusted by the people with the responsibility of governing the country, organizing the entire people to fight for national resistance and construction, and resolving all of Vietnam's relations in the international arena.

That victory affirmed the correctness of our Party's guidelines and policies, demonstrating the Vietnamese people's aspiration for independence and freedom and the strength of the great national unity bloc. The General Election on January 6, 1946 went down in the country's history as a brilliant milestone. The victory of the General Election affirmed the ingenious and wise leadership of the Party and President Ho Chi Minh in the face of a "thousand pounds hanging by a thread" national situation.

Along with the 78-year history of building and consolidating the socialist rule of law state, the Vietnamese National Assembly has gone through 15 terms. Due to the country's historical conditions, of the past 15 terms of the National Assembly, the first term of the National Assembly was the longest, more than 14 years (from 1946 to 1960) and the fifth term of the National Assembly was the shortest (1975-1976).

Regardless of historical circumstances, the Vietnamese National Assembly has continued to grow. Together with the Party and the Government, the National Assembly has led our people through two long resistance wars against French colonialism and American imperialism to achieve final victory; restored and developed the country after the war and is promoting the cause of industrialization and modernization of the country. It has better performed its function as the highest representative body of the people, representing the people in exercising the constitutional, legislative, supreme supervisory rights and deciding on important issues of the country.

Traditional education

Along with the growth of the Vietnamese National Assembly, over the past 78 years, the National Assembly Delegation of Nghe An province has continuously innovated its organization and methods of operation, improving the quality of National Assembly deputies, meeting the requirements of the country's increasingly high development. Along with Hanoi, Ho Chi Minh City and Thanh Hoa, Nghe An is one of the four delegations with the largest number of National Assembly deputies in the country.

The National Assembly Delegation of Nghe An province always strengthens working relationships with relevant agencies, closely cooperates and proactively coordinates with the Standing Committee of the People's Council, the People's Committee, the Fatherland Front and socio-political organizations; at the same time, promotes the responsibility of these agencies in coordinating with the National Assembly Delegation.

On the other hand, in order for the activities of the National Assembly Delegation to reflect the will and aspirations of the entire people and to be closely linked to real life, the National Assembly deputies of the National Assembly Delegation of Nghe An province throughout their terms have always upheld the responsibility of elected representatives, strengthened and maintained close relations with the people through contact with voters, listened to opinions and reflected the thoughts and aspirations of voters on National Assembly forums.

In particular, at the seminar, delegates reviewed the glorious 78-year journey of the Vietnamese National Assembly under the name of Nguyen Van To - the first National Assembly Chairman of the Democratic Republic of Vietnam. Mr. Nguyen Van To was born into a patriotic Confucian family. With the prestige of a scholar, Mr. Nguyen Van To was elected as a delegate to the first National Assembly elected in Nam Dinh province.

At the first session, he was introduced by President Ho Chi Minh himself to be elected to the position of Head of the National Assembly Standing Committee (current National Assembly Chairman). Although his tenure as Head of the National Assembly Standing Committee was only 8 months (from March 2 to November 9, 1946), it was the most intense period of the revolution, with internal and external enemies trying to find every way to fiercely sabotage him.

As the Head of the Committee, Mr. Nguyen Van To and other members of the National Assembly Standing Committee quickly set about consolidating the state, building democracy, unifying the nation, being ready to fight the resistance war, and giving many opinions to the Government to implement many appropriate policies to care for national interests and preserve people's lives. When the national resistance war broke out, Mr. Nguyen Van To and other members of the Government left the capital for the Viet Bac resistance base to continue leading the people's resistance war and on October 7, 1947, he heroically sacrificed himself, leaving behind endless sorrow for his comrades and compatriots.
