The Central Party Secretariat has just issued a Conclusion on continuing to rectify personnel work to well prepare personnel for Party congresses at all levels and the 13th National Party Congress.

On August 15, 2019, Comrade Tran Quoc Vuong, Politburo member, Standing member of the Secretariat, on behalf of the Secretariat, signed Conclusion No. 55-KL/TW of the Secretariat on the main content of the meeting on August 13, in Hanoi, chaired by Comrade General Secretary, President Nguyen Phu Trong to give opinions on continuing to rectify personnel work to well prepare personnel for party congresses at all levels and the 13th National Party Congress.

Full text of Conclusion 55-KL/TW is as follows:

Since the 12th National Party Congress, the Central Executive Committee, the Politburo, and the Secretariat have paid special attention to and attached importance to personnel work; focused on leading, directing, and issuing many resolutions, regulations, and rules to rectify and strongly innovate personnel work in the direction of: Standardizing, tightening discipline and order; protecting those who dare to think, dare to do, dare to take responsibility, for the common good; Ensuring strictness, democracy, openness, objectivity, transparency, timeliness, and effectiveness to overcome limitations, weaknesses, shortcomings, and loopholes in personnel work; Promoting assignment and decentralization on the basis of clearly defining the authority and responsibility of Party committees, Party organizations, agencies, units, heads, and related individuals; strengthening inspection, supervision, and resolutely and strictly handling organizations and individuals who violate.

Party committees and organizations at all levels have seriously implemented the regulations of the Central Committee, thanks to which, the work of cadres and the management of cadres have had positive changes, become more systematic and strict; prevented and overcome many loopholes, weaknesses and negativities in the work of cadres. The appointment, promotion, transfer, rotation, consideration of promotion of ranks, implementation of policies for cadres... have closely followed the standards, conditions and procedures according to regulations; the quality of cadres has been raised one step, contributing significantly to the effective leadership in implementing the political tasks of localities, agencies and units; consolidating and enhancing the Party's trust and prestige among cadres, party members and people.

However, through grasping the situation, the opinions reflected by a number of Party committees and organizations and the practice of personnel work in recent terms show that: Every time the time comes to prepare for the end of the term of the Party Congress at all levels, the personnel work shows signs of "term thinking", "localism", "familiarity", "group interests", lack of democracy, lack of exemplary behavior, "respectfulness, leniency", "running around, lobbying, and taking advantage of each other" in planning, promoting, appointing, promoting ranks, and implementing policies for cadres...

In addition, in some places, Party committee members, standing committee members, especially Party committee leaders who are still eligible for re-election, tend to keep to themselves, avoid conflicts, and do not pay attention to building a team of successor officials; they are not proactive in implementing all aspects of work, especially difficult, sensitive, and complicated tasks, for fear of "losing votes", affecting themselves, causing stagnation in handling and resolving common work. In some places, leaders reach retirement age, but do not proactively prepare replacements; there are officials with poor organizational and discipline awareness, who do not comply with the assignments and transfers of competent authorities...

The above limitations and weaknesses have caused difficulties and wasted a lot of effort of competent authorities and functional agencies in personnel work, creating negative public opinion.

To proactively prevent, stop, and overcome shortcomings, limitations, and weaknesses, contributing to the good preparation of personnel work for Party congresses at all levels and the 13th National Party Congress, the Secretariat requests Party committees, Party organizations, and collective leadership of agencies and units to effectively carry out the following key tasks:

1. Continue to tighten discipline, strictly implement the Party and State's regulations and rules on personnel work; prepare well for Party congresses at all levels towards the 13th National Party Congress in the spirit of Directive No. 35-CT/TW, dated May 30, 2019 of the Politburo and the article by General Secretary and President Nguyen Phu Trong.

The planning, promotion, appointment, rank promotion, designation, introduction, transfer, rotation and implementation of policies for cadres must be based on standards, conditions (structure, quantity, age, credit...), procedures, regimes and policies in accordance with current regulations.

Resolutely do not propose or decide on personnel who do not meet the standards of age, prestige, etc.; violate the principles of democratic centralism, lack of solidarity, "localism", "group interests"; lack of exemplary behavior, unwillingness to comply with the assignment and mobilization of competent authorities; corruption, waste, negativity, causing loss of money and assets of the State; limited qualities and capacity, showing signs of "running around, lobbying, and taking advantage of each other"; lack of initiative in work, fear of responsibility, "peace is precious"... and other manifestations mentioned in Directive No. 35 of the Politburo.

2. Must comply with the Party's principles; ensure the centralized and unified leadership of Party committees, Party organizations, and competent leadership collectives; promote the role and exemplary responsibility of the leadership collective, especially the heads of Party committees, Party organizations, and cadres doing organizational and personnel advisory work; ensure democracy, publicity, objectivity, and transparency; promote individual responsibility in discussions and decisions by majority.

For difficult, complicated, sensitive matters or where there are signs of internal disunity, it is even more necessary to uphold principles, strengthen discipline, and strictly implement rules and regulations.

3. Assign the Central Internal Political Protection Subcommittee and internal political protection agencies at all levels to review, examine, appraise, and clearly conclude political standards for cadres under their authority; propose specific levels of use and arrangement for competent authorities to consider and decide in accordance with Regulation No. 126-QD/TW, dated February 28, 2018 of the Politburo "Some issues on internal political protection of the Party".

4. Assign the Central Organizing Committee, the Central Inspection Committee, the Central Party Office, the Central Party Committees and relevant agencies, according to their functions, tasks and authority, to inspect and supervise personnel work according to current regulations and this Conclusion; promptly report to the Politburo and the Secretariat on the implementation results and take measures to rectify and strictly handle organizations and individuals who violate the regulations.

This conclusion was disseminated to the Party cell.
