Full text of the closing speech of the 3rd Central Conference by General Secretary Nguyen Phu Trong

Dear conference attendees,

After 4 days of urgent, serious and responsible work, the 3rd Conference of our Central Executive Committee has completed all the contents of the proposed program, ending 1 day earlier than expected. The Central Committee members and the comrades attending the conference demonstrated a high sense of responsibility, discussed democratically and frankly, and contributed many intellectual and accurate opinions to the reports and projects. The Politburo fully absorbed and explained the issues with different opinions. The Central Executive Committee unanimously approved the Resolution of the conference.

Next, to close the conference, on behalf of the Politburo and the Secretariat, I would like to summarize the main results achieved and emphasize some issues to unify leadership and direction in implementing the Central Resolution.

1. On the 5-year Socio-Economic Development Plan (2021 - 2025)

With the spirit of looking straight at the truth, examining issues objectively and scientifically, the Conference agreed to evaluate the results of the implementation of the 5-year Socio-Economic Development Plan, National Finance, and Medium-Term Public Investment (2016-2020), and the implementation of socio-economic development tasks in the first 6 months of 2021. At the same time, it gave opinions and directions on completing the draft Socio-Economic Development Plan, National Finance, and Medium-Term Public Investment (2021-2025) to submit to the 15th National Assembly for consideration and decision at the first session scheduled to be held at the end of July.

The Central Executive Committee respectfully acknowledges and warmly welcomes and commends the efforts of the entire Party, people and army in thoroughly grasping and implementing the Resolution of the 13th National Party Congress, successfully organizing the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, especially in preventing and combating the Covid-19 pandemic - the fourth outbreak, which is currently developing very complicatedly and dangerously in our country. Thanks to that, the actual results achieved in the 12th term are higher than the figures submitted to the 13th National Party Congress and reported to the 14th National Assembly.

In the first 6 months of the year, we have continued to persevere in implementing the goal of both drastically preventing and fighting the epidemic and promoting socio-economic development, achieving many positive results: The economy grew by 5.64%, higher than the same period last year; the macro economy, the money and foreign exchange markets were stable, inflation was controlled; the state budget revenue reached over 58.2% of the estimate, up 15.5% over the same period in 2020; investment, production, business, import and export activities continued to develop. The lives of the people, especially those of workers in epidemic areas and disadvantaged areas, continued to be taken care of. The good nature of our regime and the spirit of patriotism, solidarity, and "loving others as you love yourself" of our people continued to be promoted. National defense, political security, social order and safety continued to be maintained. Foreign affairs activities continue to be promoted in accordance with the epidemic situation in the world, contributing to enhancing Vietnam's role, position and international prestige...

However, the Central Committee also frankly noted and pointed out: In the first 6 months of the year, the socio-economic situation has not yet achieved the set goals. Besides opportunities and advantages, our country is still facing many new and great difficulties and challenges, even more severe. The epidemic situation is still evolving very complicatedly, more dangerous than before, and may continue to spread, prolong, and strongly impact all aspects of social life. The financial and monetary markets, especially the stock market and real estate market, are fraught with many risks. Production, business activities and people's lives, especially in regions, localities and industries and fields directly affected by the epidemic, are facing many difficulties. Therefore, the entire Party, the entire people and the entire army need to continue to strive even harder, fully and deeply grasp the Resolution of the 13th National Party Congress to build and organize the implementation of new plans that can successfully complete the general goals set for the entire term: Ensuring fast and sustainable economic growth on the basis of macroeconomic stability, controlling inflation, developing science, technology and innovation; striving to achieve an economic growth rate higher than the average of the 5 years (2016 - 2020), so that by 2025 Vietnam will be a developing country with modern industry, surpassing the low middle income level. Improving productivity, quality, efficiency and competitiveness of the economy; effectively implementing solutions to overcome the impact of the Covid-19 pandemic, quickly restoring economic growth. Strongly promoting the cultural values ​​and strength of the Vietnamese people. Step by step build an orderly, disciplined, safe, healthy, democratic, fair and civilized society; ensure a peaceful and happy life for the people. Ensure social security and welfare; improve the material and spiritual life of the people. Focus on protecting resources, the environment and responding to climate change. Strengthen national defense and security; resolutely and persistently fight to firmly protect national independence, sovereignty, unity and territorial integrity and maintain a peaceful and stable environment for national development. Proactively and actively integrate into the international community, improve the effectiveness of foreign affairs and Vietnam's position and prestige in the international arena.

The Central Executive Committee requests: Immediately after this conference, the Government Party Committee needs to direct the relevant agencies to urgently and seriously absorb the Central Committee's instructions to further perfect the draft plans to submit to the National Assembly for consideration and decision. During this process, it is necessary to continue to closely follow the viewpoints, guiding ideas, directions, goals, tasks and policies, measures set forth by the 13th National Party Congress to carefully review and standardize the content of the Submission and Draft Plans, ensuring the synchronization and unity between the Socio-Economic Development Plan and the National Financial Plan and the Medium-Term Public Investment Plan; have breakthrough solutions, highly feasible and in line with the actual situation: It is necessary to continue to promote socio-economic development while proactively and actively preventing and fighting the epidemic that may continue to last longer, even become more dangerous and spread more quickly.

Overview of the 3rd Central Conference.

The development of the national financial plan needs to see all the advantages, opportunities as well as difficulties and challenges to correctly, scientifically and practically determine the general goals and specific goals of the State finance and budget for the 2021 - 2025 period in the context of the Covid-19 pandemic having a very negative impact on socio-economic development; pay attention to ensuring a reasonable ratio of expenditures for development investment and regular expenditures associated with streamlining the apparatus, payroll, salary reform, ensuring social security... In directing, managing and operating, it is necessary to attach importance to the participation of the entire political system; closely follow reality, take reality as a measure; closely link the State finance and budget plan with the socio-economic development plan and public investment plan; respect the principles of the socialist-oriented market economy; maintain discipline and order in the State finance and budget; Spend the state budget within the economy's capacity and borrow within the ability to repay debts, ensuring national financial security and safety; attach importance to inspection, examination, prevention and combat of corruption, waste and negativity.

The development of a medium-term public investment plan requires looking directly at the truth to find the causes of long-standing limitations and weaknesses in order to propose breakthrough and highly feasible policies and measures, creating positive and clear changes in overcoming the situation of scattered and ineffective investment; slow disbursement, many projects and works behind schedule, losses, waste, etc. Place public investment plans in the overall investment plan of the whole society; link public investment with social investment; public investment must have a real focus, key points, leading and activating investment of all economic sectors. Focus on reviewing and eliminating projects that are not really necessary or urgent to prioritize capital for key and urgent projects and works of the country and sectors, fields, and localities, especially projects developing economic and social infrastructure of strategic and inter-regional significance, creating momentum for rapid and sustainable development. Resolutely tighten discipline, eliminate the "ask - give" mechanism; fight corruption, negativity, "group interests" in public investment. Promote decentralization, delegation of authority, assignment of tasks, and assignment of tasks along with strengthening coordination, supervision, inspection, and evaluation of implementation; flexibly and promptly remove difficulties and obstacles, especially in terms of institutions, administrative procedures, and site clearance to promote disbursement to implement projects on schedule and ensure construction quality...

2. On the regulations and rules of the Central Executive Committee

The conference gave opinions to complete and decided to promulgate the Working Regulations of the Central Executive Committee, the Politburo, and the Secretariat; the Working Regulations of the Central Inspection Commission, 13th tenure; Regulations on the implementation of the Party Charter and Regulations on the inspection, supervision, and discipline work of the Party in the 13th tenure. The Central Executive Committee highly appreciated the serious, elaborate, and high-quality preparation of the drafts and basically agreed with the contents submitted by the Politburo; at the same time, gave opinions to directly amend the specific provisions of each document. The Politburo fully accepted the valid opinions and thoroughly explained other opinions.

Accordingly, the new regulations and rules have closely followed the Party Charter, inherited the core contents of the regulations and rules of the previous terms; at the same time, supplemented and amended a number of contents to suit the actual situation of the XIII term. Although the supplemented and amended contents are not much, the Working Regulations of the XIII Central Executive Committee, Politburo, and Secretariat have had important supplements and amendments related to the responsibilities and powers of the Central Executive Committee, of Central Executive Committee members (including Politburo members and Secretariat members), of the Politburo, and the Secretariat; the responsibilities and powers of the General Secretary, the Standing Secretariat, of Politburo members and Secretariat members, and of the working regime and working methods.

The working regulations of the 13th Central Inspection Commission have more clearly defined issues related to the responsibilities and powers of the Central Inspection Commission; the responsibilities and powers of members of the Central Inspection Commission; the responsibilities and powers of the Standing Committee of the Commission, the Chairman and Vice Chairmen of the Commission; and the working relationship with the Party committees, Party executive committees, Party delegations, and Central Steering Committees...

The new contents of the Regulations on the implementation of the Party Charter this time mainly focus on a number of issues to improve the work of Party members such as: Introducing and admitting people to the Party; recognizing official Party members; issuing and managing Party member cards, managing Party member records and procedures for transferring Party activities; a number of regulations on implementing the principle of democratic centralism; electing delegates to attend the congresses of higher-level Party Committees; establishing specialized agencies to advise, assist, and public service units of Party Committees; regular activities of Party Committees and grassroots Party cells; grassroots Party Committees authorized to decide on the admission and expulsion of Party members; organizing inspection agencies; rewarding Party organizations and Party members; Party delegations and Party executive committees...

The revised and supplemented contents of the Regulations on the Party's inspection, supervision and discipline work in Chapter VII and Chapter VIII of the Party Charter, 11th tenure, institutionalized and specified the contents concluded by the 11th Conference of the 12th Central Executive Committee in Resolution No. 53-NQ/TW; specified the Resolution of the 13th National Party Congress on the Party's inspection, supervision and discipline work; and supplemented many other specific regulations related to issues arising in practice, of a fundamental, common or lacking nature,... in order to promote more fully and correctly the Party's inspection and supervision function.

The Central Executive Committee acknowledged and highly appreciated the efforts of the Politburo, the Secretariat, the Central Organizing Committee, and relevant agencies in innovating and improving the quality of personnel work, seriously implementing the Central Resolution 2 on gradually perfecting the Party and State leadership staff in the past time; the methodical, strict, and cautious preparation, in accordance with the principles of centralization and democracy, created high consensus and unity. At the same time, the Central Executive Committee also highly agreed with the plan submitted by the Politburo on continuing to perfect the personnel of leadership positions of State agencies during the 15th National Assembly term. The Central Executive Committee agreed to propose and introduce 23 additional personnel to hold a number of State leadership positions for the 2021-2026 term.

Also at this conference, after reviewing the Politburo's submissions, the Central Executive Committee elected two additional members of the Central Inspection Commission; at the same time decided to discipline comrade Tran Van Nam, member of the Party Central Executive Committee, Secretary of the Binh Duong Provincial Party Committee by removing him from all positions in the Party; and to discipline comrade Vu Huy Hoang, former member of the Party Central Committee, by expelling him from the Party.

The 3rd Conference of the 13th Party Central Committee was a great success. The contents considered and decided by the Central Committee at this Conference are of great significance, and are of great interest to cadres, Party members and the people, considering this an early and timely step to concretize the Resolution of the 13th National Party Congress. The effective implementation of the Resolution of this Central Conference will actively contribute to the successful completion of the Resolution of the 13th National Party Congress on socio-economic development, building a clean and strong Party and political system in all aspects, and building a streamlined socialist rule-of-law State that operates effectively and efficiently.

Each Central Committee member needs to further promote the sense of responsibility, take the lead in implementing and leading the organization to effectively implement the Resolution of the 13th National Party Congress, the Central Committee's resolutions, and especially the Resolution of this Central Conference.
