Full text of Comrade Nguyen Phu Trong's speech opening the 15th Central Conference

Dear Central Committee,

Dear comrades,

First of all, on behalf of the Politburo and the Secretariat, I would like to warmly welcome and congratulate the comrades of the Central Executive Committee who have attended the 15th Central Conference - the last Conference of the 12th term, which is extremely important. I would like to send you my best wishes.

1.On continuing to perfect the personnel work of the Central Executive Committee, the Politburo, the Secretariat and preparing key leadership personnel for the 13th term.

As you know, at the 13th Central Conference (October 2020) and the 14th Central Conference (December 2020) of the 12th tenure, the Central Executive Committee decided on important contents of the personnel work of the 13th Central Executive Committee, including: Voting to introduce personnel to join the official members of the 13th Central Executive Committee, alternate members of the 13th Central Executive Committee, members of the 13th Central Inspection Committee; voting to introduce personnel to join the 13th Politburo and Secretariat.

After the 14th Central Conference, based on the results of the Central Executive Committee's recommendations and the recommendations of the Politburo members and the Secretariat of the 12th tenure, the Personnel Subcommittee and the Politburo discussed, carefully considered and agreed to introduce key leadership personnel for the 13th tenure, including Politburo members in "special" cases for re-election for the 13th tenure and Politburo members of the 12th tenure who meet the standards, conditions and are of age for re-election.

In response to the opinions of the 14th Central Conference, the Personnel Subcommittee and the Politburo also studied, reviewed, considered and proposed to introduce additional comrades to officially join the Central Committee for the first time and some comrades to officially join the Central Committee for the 12th tenure in "special" cases for re-election for the 13th tenure and some comrades to officially join the Central Committee for the first time in "special" cases. We request that comrades carefully study the Politburo's Submission and related documents, discuss and contribute opinions to complete the Report of the 12th Central Committee on the personnel work of the 13th Central Committee; at the same time, consider and nominate personnel for 4 key leadership positions for the 13th tenure.

2.At this Conference, based on the Party Charter, the Politburo submitted to the Central Committee a draft list of the Presidium, Secretariat and Qualification Examination Board of the 13th National Party Congress. It is requested that the Central Committee give its opinion and approve it to submit to the 13th National Party Congress for consideration and decision.

Dear comrades,

With the above Program content, this Central Conference will not last long, but it is of special importance. We are discussing and deciding on the remaining tasks to continue preparing and successfully organizing the 13th National Congress of the Party. We request that Central Committee comrades continue to uphold the sense of responsibility before the Party, the people, and the country, inherit and promote the results of recent Central Conferences, focus on research, discussion, and giving opinions to successfully complete the proposed content and program.

In that spirit, I hereby declare open.The 15th Conference of the 12th Central Executive Committee.
