General Secretary and President Nguyen Phu Trong chairs the National Cadre Conference

Also attending the conference were Prime Minister Nguyen Xuan Phuc, National Assembly Chairwoman Nguyen Thi Kim Ngan, Standing member of the Secretariat Tran Quoc Vuong, members of the Politburo, the Secretariat, members of the 12th Party Central Committee, members of the Central Inspection Committee, secretaries of provincial and municipal Party Committees, chairmen of National Assembly committees, political commissars of military regions, the Capital Command and representatives of the National Steering Committee for Covid-19 Prevention and Control.

Reporting to the Central Committee on the situation and impact of the Covid-19 pandemic, tasks and solutions to prevent and control the pandemic and stabilize the socio-economy in the coming time, Prime Minister Nguyen Xuan Phuc emphasized that in response to the call of General Secretary and President Nguyen Phu Trong, compatriots and soldiers nationwide and our compatriots abroad have joined hands and determined to prevent and fight the pandemic.

Up to now, we have basically controlled the epidemic, prevented the spread in the community, and carried out the "dual task" of ensuring the safety of people's lives and health while maintaining production, business and ensuring social security. International organizations such as the United Nations, WHO, many countries, and many reputable media agencies have assessed Vietnam as a reasonable, effective, low-cost anti-epidemic model that is widely supported by the people.

In recent times, ministries, branches and localities have also changed their working style, performing well the tasks of ensuring macroeconomic stability, controlling inflation, maintaining major economic balances, and ensuring the smooth operation of the entire economic and social system.

Prime Minister Nguyen Xuan Phuc affirmed that all of these things demonstrate the superiority of the socialist regime in our country under the leadership of the Party. In the most difficult and thorny times, it is an opportunity for every Vietnamese person to express their national identity and spirit, the spirit of "Unity, unity, great unity; success, success, great success" to further enhance the precious tradition of the Party and the nation, the will and character of the Vietnamese people.

Discussing at the conference, many opinions and important experiences drawn from the recent epidemic prevention process were that from the beginning, the Party and the State had forecasted the situation very early, not being surprised by the situation, preparing strategies and all solutions to respond to the Covid-19 epidemic. Especially the very quick and proactive participation of ministries, branches, localities, military and police forces, or in other words, the very early participation of the entire political system.

Some opinions suggested that the Government continue to have many solutions focusing on removing difficulties, facilitating access to capital, credit, taxes, cutting administrative procedures to support businesses and the economy to continue to develop sustainably, ensure social security and prepare for the acceleration phase after the pandemic.

Speaking at the conference, General Secretary and President Nguyen Phu Trong emphasized the importance of this national cadre conference to disseminate information to the Central Committee and key leaders, ministries, departments, branches and localities on a number of necessary issues for the Central Committee to comment on and prepare for the implementation of many important contents in the coming time.

Assessing the work of preventing and fighting the Covid-19 epidemic, on behalf of the Party and State leaders, General Secretary and President Nguyen Phu Trong respectfully thanked the people of the whole country, as well as our compatriots abroad, for their great affection and support for the Party and State in the work of preventing and fighting the epidemic; At the same time, commended the tireless efforts of Party committees, authorities, ministries, branches, the National Steering Committee on preventing and fighting the Covid-19 epidemic, especially the medical staff, soldiers of the armed forces, diplomatic staff, information and propaganda, and mass organizations who have demonstrated the true spirit: soldiers fighting the epidemic like fighting the enemy.

Emphasizing the United Nations' assessment, the Covid-19 pandemic is the biggest test, shaking the world, causing an unprecedented serious crisis in all aspects of economic and social life, with consequences that will take many years to fully see. Therefore, in the coming time, the entire Party and people need to continue to monitor and grasp the developments of the situation, conduct in-depth research, forecast the possibilities and impacts of the Covid-19 pandemic on our country and prepare response scenarios to avoid collapse.

“Recently, we have seen a completely different image of Vietnam and its position in the world, especially the people's trust in the Party. That is the purpose and requirement of the conference. Therefore, comrades need to disseminate and propagate locally, summarize this work to see if there is anything to learn from, as the Central Committee did, and conduct the Congress well, with the spirit of fighting the epidemic but developing so that the economy is not blocked.”

Regarding the personnel preparation for the 13th National Party Congress, General Secretary and President Nguyen Phu Trong stated that the Congress has very important content, which is to decide on the leadership guidelines and policies of the Party and State for the next 5 and 10 years, especially in the new situation, the Draft Congress Documents must be supplemented and further evaluated to raise the position of the country, stimulate and deepen the entire Party and people, so that our nation has a new spirit to bring the country to continue to develop sustainably.

Assessing the decisive significance of personnel preparation work for the success of the 13th National Party Congress, General Secretary and President Nguyen Phu Trong emphasized: “Regarding personnel work, there are four issues: first, it is necessary to determine the position, significance, and importance of the personnel preparation work for the congress; second, what are the new requirements for the personnel work of the 13th congress; third, what are the content, methods, and ways of implementation; fourth, the responsibility of the Central Committee, the Politburo, the Secretariat, and Party Congresses at all levels. If they are good, then the National Party Congress will be good and must be comprehensive and comprehensive.”

According to the General Secretary and President, in any revolutionary stage, in any field or locality, cadres always play a decisive role. Cadre work is not only a key step in Party building but also an important link in all Party activities, and is the decisive factor in the success or failure of the revolution.

Recalling Lenin's saying: Give me an organization of revolutionaries, I will turn Russia upside down, Lenin then set about building the Party, carrying out the earth-shaking October Revolution in Russia, changing the whole world. As for our Uncle Ho, it was not by chance that he affirmed that cadres are the root of all work, success or failure depends on good or bad cadres and training cadres is the root work of the Party.

“Throughout the entire process of leading the revolution, our Party has always affirmed that cadre work is subject to the provisions of political guidelines to serve political guidelines, and cadres make political guidelines that have such a dialectical relationship. If cadres make wrong political guidelines, they are wrong from the very beginning, so it is extremely important,” General Secretary and President Nguyen Phu Trong commented.

Emphasizing the requirements for personnel work at the 13th National Party Congress, the General Secretary and President stated that the Congress is a very important political event, a time when the country has undergone 35 years of carrying out the renovation process, 30 years of implementing the Platform for national construction in the transitional period, that is the Platform of 1991, including 10 years of implementing the 2011 supplemented and developed Platform; 10 years of implementing the 2011-2020 Socio-Economic Development Strategy, towards the 100th anniversary of the Party's founding in 2030 and the 100th anniversary of the country's founding in 2045.

The Congress is also a very important and meaningful milestone, orienting the future, encouraging and motivating the entire Party, the entire people and the entire army to continue to comprehensively and synchronously promote the innovation process, bringing the country to rapid and sustainable development. Therefore, the most important issue is to correctly identify the requirements for building the core Central Executive Committee, which is the Politburo, the Secretariat, and key leaders of the Party and State in the coming period.

“Regarding the criteria, should we emphasize comprehensiveness, having moral qualities, intelligence, foresight, strategic thinking, leadership methods that are absolutely loyal to the Fatherland, to the people, to the Party, to our cause, having intelligence, vision, strategic thinking and relatively comprehensive knowledge to participate in planning the Party's guidelines and policies, the State's policies and especially leading organizations to successfully carry out work. Why in the story Kieu by the great poet Nguyen Du said that one word of mind is worth three words of talent, having talent but not relying on talent, the word talent next to the word disaster rhymes very well, this can be a very good summary, this is where we can handle this relationship. General Secretary and President Nguyen Phu Trong said that personnel preparation for the 13th Party Congress is not only the task of the Personnel Subcommittee, the Politburo, the Secretariat, and the Central Executive Committee, but also an important task of the entire political system, of Party committees at all levels, Party organizations of agencies and units.

Therefore, localities must do a good job of personnel work from the Party Congresses at all levels to contribute to preparing personnel well for the 13th Congress. Because if the bottom is solid, the top will be solid, especially the leaders and in places where there are cadres participating in planning, strategic cadres introduced to join the 13th Central Executive Committee must be responsible to the Personnel Subcommittee, the Politburo and the Central Executive Committee for the personnel they propose and introduce.

The General Secretary and President requested that each agency, locality, and each cadre directly involved in personnel preparation work should fully and deeply understand their responsibilities, wholeheartedly and wholeheartedly take care of the common work, and must put the interests of the Party, the country, and the people above all else. In addition, it is important to focus on summarizing and drawing lessons from previous terms, pointing out the advantages, results, shortcomings, and limitations of previous terms to have more basis for setting out directions and requirements for the tasks of building the cadre team for the 13th term.

“The work of cadres in general and the work of the Congress personnel in particular are of special importance but also extremely complicated and difficult because they are related to people, as the Russian writer Maxim Gorky said, the two words “human” resound so proudly, “human” is very noble. In this spirit, General Secretary and President Nguyen Phu Trong stated that personnel work at the upcoming 13th National Party Congress must be conducted according to a strict, scientific, and consistent process, ensuring impartiality, fairness, transparency, and objectivity. In particular, there must be a discerning eye in introducing, evaluating, and selecting candidates based on political qualities, ethics, lifestyle, and especially work efficiency and personal and family prestige as the main measurement; We must use the standards of political qualities, ethics, lifestyle, effectiveness, and prestige of our own work, family, and children as a measure, not to be fooled by fake moves that easily exaggerate, hide shortcomings, and show off achievements, but must be based on clearly defining standards and criteria to properly evaluate cadres, select the right people, arrange the right work, and assign them to the right places to create a collective of the Central Executive Committee, the Politburo, and the Secretariat that is truly compatible, united, unified, and has the strength to continue to bring the country to sustainable development in the coming time./.
