That was the affirmation of General Secretary and President Nguyen Phu Trong at the opening session of the 11th Conference of the Party Central Committee (12th tenure).

Dear Central Committee comrades,
Dear Conference attendees,
Today, the 12th Central Executive Committee began its 11th meeting to discuss and give opinions on draft documents to be submitted to the 13th National Party Congress; the report on the socio-economic situation and the State budget in 2019, the projected socio-economic development plan and the State budget in 2020; and a number of other important issues.
On behalf of the Politburo and the Secretariat, I warmly welcome the comrades of the Central Executive Committee and all the delegates attending the conference; I would like to send you my best wishes. Next, I would like to express some opinions, which are suggestive in nature, raising issues for you to think, study and discuss.
1. On the draft Political Report and Report on 10 years of implementing the 2011 Platform to be submitted to the 13th National Party Congress.
As you know, recently, the Politburo has directed the Sub-committees to thoroughly grasp the Conclusion of the 10th Central Conference (May 2019) and develop draft documents to submit to the 13th National Party Congress for this Central Conference to review, comment on and complete one step, and send them to Party Congresses at all levels for comments.
The Document Subcommittee has urgently and seriously absorbed the Central Committee's opinions, completed the detailed Outline, drafted the Political Report and the Report on 10 years of implementing the 2011 Platform to submit to the Politburo for comments and completion and submit to the Central Committee today.
The Political Report is the central document of the Congress, and the basic basis for the development of other documents. Cadres, Party members and people expect the 13th National Party Congress to have a worthy Political Report, proposing correct policies and decisions to lead the entire Party, people and army to continue to comprehensively and synchronously promote the cause of innovation for a prosperous, strong, democratic, equitable and civilized Vietnam in the coming term and the following years.
The draft Political Report has been developed and gradually completed and improved, on the basis of absorbing and distilling the results of research summarizing a number of theoretical and practical issues over 10 years of implementing the 2011 Platform and the results of implementing the Resolution of the 12th National Party Congress; surveying practices and working with 34 localities, departments, ministries and branches; organizing many seminars and discussions to collect opinions from experts, scientists and managers; especially the opinions of former Party and State leaders on September 27.
We request that Central comrades carefully study, discuss and give opinions on the draft Report; focusing on major issues related to the content stated in the Submission such as: Assessment of the results of implementing the Resolution of the 12th Party Congress and the country's appearance after 35 years of renovation, 30 years of implementing the Platform, focusing on the last 10 years; development goals until 2025, vision to 2030 (100 years of the Party's founding) and to 2045 (100 years of the country's founding); orientation to continue to innovate and develop key areas; key tasks and strategic breakthroughs; awareness and resolution of major relationships in the development process...
In particular, pay attention to major issues, important contents on viewpoints, guiding thoughts, important policies, innovative measures, strategic significance, breakthroughs, high feasibility and issues with different opinions. For each issue, it is necessary to deeply analyze and evaluate the implementation of the Resolution of the 12th Congress and the Central Resolutions; clearly indicate which policies of the Party have been thoroughly grasped, concretized, institutionalized and well organized for implementation, achieving practical results; which policies are still slow or have not yet entered life, have not yet brought into play their effects; why? Because the policies are not close to reality or because of limitations and weaknesses in implementation? Regarding the causes, it is necessary to pay attention to pointing out subjective causes, especially those related to awareness and thinking; and the capacity to concretize, institutionalize and organize implementation. From there, it is necessary to inherit, supplement, and develop the goals, viewpoints, guidelines, policies, directions, and tasks to continue to comprehensively and synchronously innovate, in accordance with domestic and international realities, in order to continue to build a clean and strong Party and political system; to build, protect, and develop our country faster and more sustainably in the coming time.
The 10-year report on the implementation of the 2011 Platform is one of the important bases for building a political report in a methodical, systematic and far-reaching manner, throughout 35 years of renovation, 30 years of implementing the 1991 Platform and orientations for Party building, national construction, protection and development in the next 5-10 years, with a vision to 2045.

The Draft Report has mentioned and analyzed the context of implementing the 2011 Platform; commented and evaluated the achievements in developing the Party's theoretical awareness; the results, limitations and issues arising in the 10-year implementation of the 2011 Platform for each area of social life; made a general assessment of the significance and value of the Platform. At the same time, it proposed and recommended many contents related to forecasting the international and domestic context in the coming time; continued to supplement and develop theoretical awareness of socialism and the path to socialism in our country; major orientations and solutions for building and developing the country until 2030, with a vision to 2045...
I request that comrades take the time to study and give opinions on the above issues, pay attention to new issues and different opinions so that the Politburo can study, absorb, and continue to direct the completion of the Report, make it into research documents, and serve the preparation and conduct of Party Congresses at all levels and the 13th National Congress of the Party.
2. On the draft Socio-Economic Report to be submitted to the 13th National Party Congress.
In the past time, the Socio-Economic Subcommittee has closely followed the Outline commented by the 10th Central Conference, actively developing the draft Summary Report of 10 years of implementing the Strategy (2011 - 2020) and 5 years of implementing the Socio-Economic Development Plan (2016 - 2020). On that basis, the draft Socio-Economic Development Strategy 2021 - 2030, vision to 2045 and the Orientation and tasks of Socio-Economic Development 2021 - 2025 (hereinafter referred to as the Socio-Economic Report) was developed.
This is a very important report, delving into the fundamental areas and central tasks of the renovation process. The draft report was developed based on the organization of research in 42 thematic groups; mobilizing the wide and active participation of domestic and foreign agencies and units; organizing 7 conferences with representatives of leaders of 63 provinces and centrally-run cities; exchanging opinions with former leaders of the Party, State, Vietnam Fatherland Front and experts, scientists...
It is recommended that the Central Committee, based on the country's reality since the beginning of the term and the 5-year plan and 10-year strategy for socio-economic development, focus on discussing and evaluating objectively and scientifically the implementation of the goals and tasks of socio-economic development for the 5 years 2016-2020 and the 10 years 2011-2020 set out at the two Party Congresses; clearly and correctly determine the position, driving force, resources of the country, and the strength of the nation before entering the new 5-year plan and 10-year strategy for socio-economic development. Point out the subjective and objective causes of the limitations and weaknesses and the lessons learned. Is it true that: Growth must be rapid but sustainable, based on the foundation of macroeconomic stability; economic development must be associated with cultural, social, human development, and environmental protection in a proportionate and harmonious manner; It is necessary to focus on prioritizing the construction, completion, and strict and effective implementation of the legal system and policies.
On the basis of correctly assessing the current socio-economic situation of our country, taking into account new opportunities and advantages that have emerged and anticipating difficulties and challenges that must be overcome in the context of the rapidly evolving, complex and unpredictable world and regional situation and the fourth industrial revolution's strong and multi-dimensional impact on all countries and ethnic groups, the Socio-Economic Report needs to determine the direction, viewpoints, goals, strategic breakthroughs, tasks and solutions for socio-economic development in the 5-year period (2021 - 2025) and 10-year period (2021 - 2030) so that they are accurate and close to the actual situation of the country and the international and regional context. Pay attention to specific goals, tasks, new breakthrough and highly feasible mechanisms, policies and measures that practically contribute to promoting and effectively using all domestic and foreign resources to solve emerging socio-economic issues and strategic, long-term issues that directly affect the rapid and sustainable development of the country; improve and enhance the material and spiritual life of the people.
3. On the draft Summary Report on 5 years of Party building work and implementation of the Party Charter for the 12th term.
This is also a very important thematic report of each Congress, related to the implementation of the Party's key tasks. The Draft Report has been carefully and seriously prepared by the Party Charter Subcommittee on the basis of research, synthesis, analysis, and refinement of summary reports of 68/68 provincial Party Committees, city Party Committees, Party Committees and 70 Party delegations and Party executive committees directly under the Central Committee; 35 thematic reports; research and survey results in 16 localities, agencies and units; 8 seminars of representatives of Party committees and Party organizations directly under the Central Committee; and direct consultation with a number of leaders, former leaders of the Party, State and experts and scientists.
The Summary Report and the Report of the Politburo sent to the Central Committee have presented quite fully the contents of the summary and assessment of the implementation of the tasks and solutions on Party building set out by the 12th Congress. The Draft Report has pointed out the outstanding and quite comprehensive results that have been achieved; proposed directions and 10 tasks and solutions to continue to innovate and improve the quality and effectiveness of Party building work during the 13th term, in which 3 key tasks and 3 breakthroughs are clearly identified. At the same time, it summarizes the implementation of the Party Charter; synthesizes proposals to supplement and amend the Party Charter of Party committees and organizations at all levels and the opinions of the Politburo and recommendations to the Central Committee on this issue.
I request that Central Committee members discuss and give their opinions on the results achieved; the limitations and difficulties in Party building and implementation of the Party Charter; the proposals on directions, tasks and solutions for Party building in the 13th term; the recommendations of Party committees and organizations on supplementing and amending the Party Charter. Pay attention to analyzing and clearly pointing out whether the proposed tasks and solutions are close to reality, feasible, focused and key or not; which tasks and solutions need to be prioritized; which limitations and difficulties are due to poor implementation and unclear guidance; which limitations and difficulties are due to the provisions of the Party Charter, to what extent, is it necessary to supplement and amend the Charter, or just need to adjust by regulations and guidance of the Central Committee, the Politburo, the Secretariat?...
4. On socio-economic and state budget in 2019 - 2020
The Central Committee's consideration and comments on the above contents took place in the context of: Global economic and trade growth being lower than in 2018 and forecast to continue to decline in 2020; strategic competition and trade conflicts between major countries becoming increasingly complex and unpredictable; international financial and monetary markets experiencing many fluctuations, causing concerns about the risk of a global economic recession...

We request that Central comrades carefully review and analyze the actual situation of sectors, fields and localities to discuss and objectively and comprehensively assess the socio-economic development situation and state budget in the first 9 months of the year, and forecast for the whole year of 2019. Point out the outstanding results and achievements that have been achieved, the remaining limitations and weaknesses and their causes. Pay attention to comparing with the set goals, tasks and solutions, especially the goals, tasks and solutions to stabilize the macro-economy, growth at 6.6 - 6.8%; develop culture - society, care for people's lives, ensure social security; maintain a peaceful environment, protect national independence, sovereignty, political security and social order and safety; expand and improve the effectiveness of foreign affairs activities, enhance the national position and prestige...
At the same time, analyze and forecast with scientific basis the world and domestic situation, especially the situation in the East Sea; clearly point out the possibilities that may occur in the coming time, anticipate the opportunities and advantages that need to be grasped, the difficulties and challenges that need to be overcome. From there, closely determine the general goals, plan the main, basic and most important targets for 2020 and appropriate and highly feasible policies and measures, especially breakthrough policies and measures to adapt to new developments and impacts of the world and regional situation on our country's socio-economy in 2020. Pay attention to policies and measures to overcome existing limitations and weaknesses, especially in disbursing public investment capital and implementing the construction of important infrastructure projects; innovate, rearrange and improve the efficiency of state-owned enterprises; State management of culture, society, arts, religion, beliefs, information, and communications; ensuring social order and security; administrative reform; protecting environmental resources, managing and using land and public assets...
Dear comrades,
2020 is the final year of the 12th term and the year when Party Congresses at all levels will take place leading up to the 13th National Congress of the Party. Therefore, the content of this Central Conference's program is very important for leading and directing the successful completion of the tasks of 2019-2020 as well as the entire term and successfully organizing Party Congresses at all levels leading up to the 13th National Congress of the Party.
We request that Central Committee members and conference attendees promote a high sense of responsibility to the Party, the people and the country, focus their intelligence on research, discuss thoroughly, and give opinions to continue perfecting the draft reports and consider and decide on other important issues in the meeting's agenda.
