What standards must the General Secretary, President and Prime Minister meet?

Members of the Politburo and Secretariat must have held key leadership positions at the provincial or ministerial level.

General Secretary Nguyen Phu Trong has just signed to promulgate standards for titles and criteria for evaluating officials under the management of the Central Executive Committee, Politburo, and Secretariat.

Accordingly, in addition to the general standards, members of the Politburo and the Secretariat must ensure that they have experienced and successfully completed their tasks in key leadership positions at the provincial level (secretary of the provincial or municipal Party Committee; chairman of the People's Council, chairman of the provincial or municipal People's Committee) or heads of departments, ministries, branches, the Vietnam Fatherland Front, and socio-political organizations at the central level.

In case a member of the Politburo or Secretariat works in the Army, he/she must have chaired a Military Region level.

Title of General Secretarymust fully ensure the general standards of a member of the Politburo and Secretariat, and at the same time need to have qualities and capacities such as: High prestige in the Central Committee, Politburo and the whole Party; be the center of solidarity, promote the combined strength of the entire political system...

Other criteria for the General Secretary are having political courage, capacity, researching, discovering, proposing, developing new ideas and large, long-term strategies; being decisive and resolute in deciding difficult, complicated issues related to the fate of the Party, the nation, and the people; having the capacity to lead and operate the Central Executive Committee, the Politburo, and the Secretariat; having the capacity to direct the preparation and building of a team of strategic-level cadres, especially the successor.

The General Secretary must also be someone who has experienced and successfully completed his duties as a provincial or municipal Party Secretary or head of a central department, ministry or branch; and has participated in the Politburo for a full term or more (in special cases, the Central Executive Committee will decide).

Presidentis defined as a person with outstanding and comprehensive capacity in all aspects of work, especially in the fields of domestic and foreign affairs, security and national defense; has deep and broad knowledge of judicial work; is the center of solidarity of social forces and ethnic communities at home and abroad; is resolute in leadership and management according to assigned functions, tasks and powers...

Prime Minister titleThe specific criteria are: Having high prestige, being a core of solidarity in the Central Committee, the Politburo and the whole Party. Having outstanding capacity in strategic planning; being decisive, resolute and timely in deciding difficult and complicated issues related to the executive sector.

The Prime Minister must also have a deep and broad understanding of the national administration, the country's socio-economics; world economics and politics and international integration. He must have comprehensive capacity in organizing, managing, directing and operating state administrative agencies...

Among the standards oftitle of President of the National Assembly, has the requirement of outstanding and comprehensive capacity in all areas of work, especially in directing the institutionalization of the Party's guidelines, policies, and resolutions on law-making, supervising law enforcement, and deciding on important issues of the country...; has the ability to deeply understand the legal system of Vietnam, international law and practices; has the capacity to manage the quality and effectiveness of the sessions of the National Assembly, the National Assembly Standing Committee...

Minister must ensure "not be dominated by vested interests"

The above regulation also sets out specific standards for each position such as: Standing member of the Secretariat, Head of the Party Committee, Chairman of the Central Inspection Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, Chairman of the Ethnic Council, Chairmen of the National Assembly's committees...

For the title of minister and equivalent, the regulation clearly states the criteria: Having experience in leadership, management and decisiveness, resoluteness, and timely decision-making on difficult and complicated issues in the sector and field of responsibility.

The Minister must also ensure that the standards are not influenced by group interests; have experienced and excellently completed the tasks of leadership and management positions at the deputy minister level or deputy head of a central department, branch, or organization or key provincial leader.

According to Mr. Nguyen Thanh Binh - Deputy Head of the Standing Committee of the Central Organization Committee, the public promulgation of the above standards demonstrates the determination of the Party, the Politburo, and the Secretariat to fight uncompromisingly against moral degradation, corruption, and group interests among a number of leaders and managers; at the same time, it is a tool for Party members and people to monitor Party committees, Party organizations, and Party officials in the use of assigned power.

"This is one of the ways to implement a mechanism to control the power of leaders and managers at all levels," he said.

According to this regulation, in 2019, the Central Committee, the Politburo, Party committees and organizations at all levels will conduct a comprehensive assessment of cadres for the entire 2015-2020 term - this is the first time the Party has conducted a comprehensive assessment of cadres for the entire term according to the criteria.
