General Secretary and President: The Central Committee has introduced personnel to participate in the new Executive Committee.

After 5 days of urgent and serious work, this morning (October 9), at the Party Central Committee Headquarters, the 13th Conference,Central Executive CommitteeThe 12th tenure held its closing session. In his closing speech, General Secretary and President Nguyen Phu Trong affirmed that the Central Committee members and the comrades attending the Conference demonstrated a high sense of responsibility, discussed democratically and frankly, and contributed many intellectual and accurate opinions to the reports and projects, such as the socio-economic situation in 2020-2021; continued to complete documents to send for comments to the 14th National Assembly deputies, the Vietnam Fatherland Front, political organizations and the people.

In particular, the Conference voted to introduce re-elected Central Committee personnel for the 12th tenure and new personnel expected to participate in the 13th Central Committee for the first time and personnel for the 13th Central Inspection Commission.

Emphasizing the importance of the 13th Central Committee Conference discussing very fundamental and important issues,General Secretary, President Nguyen Phu Trong highly appreciated the sense of responsibility and the discussion and contributions of the Central Committee. Regarding the socio-economic development situation in 2020, the Central Committee unanimously assessed: In the first 9 months of the year, the Covid-19 pandemic situation in the world in general and in our country in particular has developed rapidly, complicatedly and unpredictably. The global economy fell into a severe recession, negative growth; world trade declined seriously; the financial market fluctuated abnormally, posing many potential risks. Our country's socio-economy was greatly affected, making it difficult to complete all the main goals and targets set for 2020 and 5 years (2016 - 2020), although there were 4 consecutive years before that, always completing and exceeding the set plan, each year was better than the previous year.

However, thanks to the great and persistent efforts and contributions of the entire Party, people and army, Vietnam is still highly appreciated by international friends and considered a bright spot in disease prevention and control and socio-economic development. Under the leadership of the Party and the management of the State, the entire political system and compatriots and soldiers nationwide have taken synchronous and drastic actions, basically controlled the epidemic, gradually and effectively overcame the damage caused by the epidemic, and consolidated and strengthened people's trust in the Party, the State and the socialist regime. At the same time, Party congresses at all levels have been urgently and seriously held towards the 13th National Party Congress according to the set plan.

Many correct policies and measures have been issued promptly and well implemented to maintain production and business activities at the highest level, create jobs and income for workers, support people and businesses affected by the epidemic, and ensure social security and welfare.

Results: The economy still grew positively, reaching over 2% in the first 9 months of the year, expected to grow from 2 to 3% in 2020 (regarded as one of the 16 most successful emerging economies in the context of the pandemic, the world economy and many major countries are expected to have negative growth)...

Culture and society continue to progress; social security, social welfare and people's lives are guaranteed; poverty reduction, preferential policies for people with meritorious services and people in difficult circumstances; and people's health care are actively implemented. The fight against corruption, waste, and thrift practice continue to be focused on and directed resolutely and effectively...

Foreign affairs and international integration activities in the context of the pandemic continued to be maintained, achieving many important results, contributing to enhancing the country's prestige and position in the international arena. National defense and security were strengthened; national sovereignty, a peaceful, stable and favorable environment for national development were maintained. Thanks to that, people's trust in the Party, the State and the socialist regime was constantly consolidated and enhanced. Thus, 2020 was also a successful year for our country with more special results and achievements than previous years.

The implementation of a number of policies and measures to ensure social security and support production and business has not achieved the set goals and requirements. Therefore, it is necessary to review and evaluate objectively and comprehensively the implementation results and have appropriate adjustment plans to ensure major balances, especially the budget balance of 2020, so that it is feasible and most consistent with the actual situation from the beginning of the year until now and the forecast for the remaining 3 months of the year.

Regarding the socio-economic development plan for 2021, the General Secretary and President said that, based on the results, achievements and lessons learned in 2020, it is necessary to continue to heighten vigilance, effectively implement disease prevention and control work; at the same time, focus on prioritizing the implementation of policies and measures to restore and develop production and business, regain economic growth momentum and create a foundation for rapid and sustainable development.

Support industries, sectors, businesses and workers severely affected by the Covid-19 pandemic. Encourage and facilitate businesses and people to develop production, business and domestic markets, promote start-ups and innovation. Resolutely, proactively and actively handle bad debts and weak commercial banks, improve the safety and reliability of the credit institution system; at the same time, improve the governance capacity and operational efficiency of state-owned enterprises...

Vote to introduce Central Executive Committee personnel

Referring to the continued completion of draft documents to be submitted to the 13th National Party Congress so that after this Conference, they can be sent to National Assembly deputies, the Vietnam Fatherland Front; political and social organizations and the people for comments, the General Secretary and President emphasized that the Conference focused on lively and in-depth discussions, with many specific and accurate contributions and high consensus on the contents that need to be supplemented and revised in the draft documents to be submitted to the 13th National Party Congress.

In particular, regarding viewpoints and guiding thoughts, this draft Political Report devotes a separate section to 5 guiding viewpoints, supplementing and clarifying some important contents of the viewpoints and guiding thoughts that our Party has proposed and gradually perfected through the Congresses.

In particular, it has emphasized not only "steadfastly and creatively applying" but also creatively developing Marxism-Leninism and Ho Chi Minh Thought. It is necessary to consider socio-economic development as the center; Party building as the key; cultural development as the spiritual foundation of society; ensuring national defense and security as an important and regular task. It is necessary to: "Strongly arouse patriotism, national self-reliance..., the aspiration to develop a prosperous and happy country, the combined strength of the entire political system and of Vietnamese culture and people...; attract and make good use of talents, promote innovation, strongly apply science and technology, especially the achievements of the Fourth Industrial Revolution, creating new momentum for national development; combine national strength with the strength of the times...; highly promote internal strength, take advantage of external strength, in which internal resources, especially human resources, are the most important".

Not only "Strengthening Party building and rectification, improving the Party's leadership capacity, governing capacity and fighting strength" but also "... building a clean, strong, streamlined State and political system that operates effectively and efficiently; building a contingent of cadres and Party members, especially a contingent of cadres at the strategic level, with sufficient qualities, capacity and prestige, equal to the task, closely attached to the people are factors that are decisive for the success of the cause of building, developing the country and defending the Fatherland".

An important content at this Central Conference is personnel work. The Central Executive Committee highly appreciates the Politburo and the Personnel Subcommittee, since the 12th Central Conference (May 2020), which have closely followed the Personnel Work Direction of the 13th Congress approved by the Central Committee, meticulously, scientifically, methodically and thoroughly prepared reports on personnel work of the 13th Central Executive Committee. The Central Committee also commends Party committees at all levels, Party organizations, agencies and units under the Central Committee for carefully and thoroughly preparing the quality of personnel for their congresses, and at the same time seriously organizing with a high sense of responsibility the voting for nominations of personnel for the Central Executive Committee, basically ensuring progress, following the procedures and instructions of the Personnel Subcommittee.

The General Secretary and President affirmed that based on the direction and process of personnel work and the results of personnel introduction, the Central Committee has democratically discussed, objectively, impartially and comprehensively considered the expected list of re-elected personnel and personnel introduced for the first time to participate in the 13th Central Executive Committee and Central Inspection Commission and the selection options; at the same time, analyzed, evaluated, contributed many profound and dedicated opinions, and supplemented the reports and personnel options.

According to the Conference's Working Program, the Central Committee voted to introduce the Central Committee's personnel for the 12th tenure to be re-elected and new personnel expected to be introduced for the first time to join the Central Executive Committee of the 13th tenure (both official and alternate Central Committee members); at the same time, the Central Committee voted to introduce the Central Inspection Committee's personnel for the 12th tenure to be re-elected for the 13th tenure and introduce new personnel to join the Central Inspection Committee of the 13th tenure for the first time.

Also at this Conference, according to the Working Regulations, the Central Executive Committee reviewed the Politburo's Proposal and recorded the personnel recommendation ballot before the Politburo decided to recommend it to the Government to submit to the National Assembly for consideration and approval of the appointment of the positions of Minister of Science and Technology and Minister of Health.

Affirming the success of the Conference, General Secretary and President Nguyen Phu Trong suggested that it is necessary to well implement the Resolution of this Central Conference to successfully complete the socio-economic development tasks in 2020, associated with disease prevention and control, building and implementing the socio-economic development plan for 2021; continue to perfect the draft documents to be submitted to the 13th National Party Congress; do a good job of personnel work for the 13th Central Executive Committee, contributing to ensuring the success of the 13th National Party Congress./.
