On the morning of June 17, General Secretary Nguyen Phu Trong and National Assembly deputies of Hanoi met with voters of Thanh Xuan and Ha Dong districts to report on the results of the 5th session of the 14th National Assembly.

Subjects distorting the truth, inciting patriotism
Discussing with voters about the Law on Special Economic Administrative Units (Special Economic Zones Law) and the Law on Cyber Security, in which protests occurred and saboteurs took advantage of people's patriotism to incite disorder, General Secretary Nguyen Phu Trong said that the authorities are focusing on rectifying, overcoming the consequences and strictly handling the leaders of the opposition who incited disorder.
Regarding the Law on Special Economic Zones, the General Secretary said that there has been a policy of building special economic zones for a long time, since the 90s of the last century, with the spirit of learning from experiences from many countries around the world, attracting foreign investment, piloting new mechanisms...
But this is a difficult, new, sensitive issue, so we must be very careful, how to do it effectively, related to national defense - security, social order and safety, promoting domestic and foreign strength while maintaining national independence and sovereignty.That is a consistent policy, but the specific design is different in each country and each region.
The National Assembly and the Government have been very careful in considering and passing the draft law, but there have been some comments, the National Assembly has accepted them, democratically and decided to stop, listen to more comments to complete it. However, the Special Economic Zone Law was decided to stop from June 8, but on June 10, there were still protests against the Law, which proves that there are other intentions.
According to the General Secretary, in the Law on Special Economic Zones, there are many concerns about the land lease term of up to 99 years. Current law stipulates that the land lease term shall not exceed 70 years. Since this is a special economic zone, the original plan was not to exceed 99 years, but it still has to go through many procedures and be approved by the Prime Minister before it can be done.
According to the General Secretary, the underlying nature is that these subjects have distorted the truth, incited the people's genuine patriotism to plot evil deeds, including the hands of saboteurs, not excluding foreign elements.
"I hope that you, comrades, will remain alert, calm and have absolute trust in the leadership of the Party, State and Government. We work for the country and the people, with no other purpose, and no one would be foolish enough to hand over land to foreigners so that they can come here and cause trouble for us," the General Secretary emphasized.
Talking to voters about the Cyber Security Law, the head of our Party said that many countries in the world have issued this Law. In the context of the 4.0 revolution, science and technology have developed, through the network many subjects have propagated and incited protests and disturbances to overthrow the government. Therefore, a Law is needed to protect the regime, protect cyber security, and protect rights.
"The National Assembly wisely passed the bill with a rate of 86.86%. You, comrades, need to be extremely alert and not fall for the trick," the General Secretary said, adding that our nation has always been alert, intelligent, and vigilant. If we have internal shortcomings, we will correct them, not indulge in negativity or hide it. Any law that is perfect and beneficial will be passed, and there is no foolishness in stirring up peaceful matters to further complicate the situation.

Regarding issues that voters are concerned about such as environmental pollution, construction planning, population and urban management, traffic congestion... The General Secretary affirmed that these are the negative aspects of development, and at the same time hoped that the City would pay close attention to this issue.
Voters petition many "hot" issues
Previously, at the beginning of the meeting, voter Pham Van Binh (Thanh Xuan Bac ward, Thanh Xuan) highly appreciated the 5th session, which continued to affirm the responsibility, efforts, and high determination of the National Assembly and the Government in the preparation work to have many practical, creative innovations.
Government agencies, the National Assembly, especially the National Assembly Standing Committee, have promoted a sense of responsibility and directed each issue through each project.
“The National Assembly changed the way of questioning Ministers to a direct dialogue, the questions of the National Assembly deputies reflected the thoughts and aspirations of voters, and the answers of the Ministers were also very concise, went straight to the point, and resolved many issues that voters were concerned about,” said voter Binh, expressing his absolute trust in the leadership of the National Assembly and the Government.
Voter Pham Van Binh also raised concerns about the situation of old apartment buildings, crowded population, no parking space, and many shared facilities showing signs of damage that do not ensure safety for users.
To ensure the safety of people and speed up the renovation of old apartments, voter Binh recommends that the National Assembly and the Government recommend that ministries and branches soon study and report to propose a decision to assign the provincial People's Council to develop a special mechanism like Hanoi, Ho Chi Minh City... allowing compensation coefficients, encouraging investors with financial capacity to study and plan, and set specific renovation times for apartments that have reached the end of their lifespan to speed up the progress.
Following the 5th session as well as the announcement of the National Assembly delegates on the results of the session, voter Tran Lan Huong (Thanh Xuan district) was excited that the session was a great success, with innovations in the question and answer session, the delegates debated and discussed frankly, responsibly and intelligently. The delegates also listened to and accepted the opinions of voters and people in giving their opinions on the draft Laws.
Regarding the Cat Linh - Ha Dong railway project's slow progress, voter Bui Van Cuong (Duong Noi ward, Ha Dong) asked the General Secretary and National Assembly deputies about the time the project will be completed and put into use, as well as the actual socio-economic benefits of this project.
At the meeting, voters also raised their opinions on many "hot" issues in society such as fire prevention and fighting, especially in high-rise apartment buildings; traffic congestion.../.
