General Secretary Nguyen Phu Trong requested that the Hanoi government and people absolutely must not be subjective, must proactively develop plans to prevent and fight the epidemic but still focus on economic development.

November 26,General Secretary Nguyen Phu Trongtogether with members of the National Assembly Delegation of Hanoi City, constituency No. 1, met with voters of Ba Dinh, Dong Da, and Hai Ba Trung districts to report on the results of the 2nd Session of the 15th National Assembly and listen to voters' opinions and recommendations.

Member of the Politburo, Secretary of the Hanoi Party Committee Dinh Tien Dung also attended.

The conference was held in a combination of direct and online formats from the headquarters of the People's Council - People's Committee of Hai Ba Trung district to Dong Da district, Ba Dinh district and 56 wards of 3 districts with 1,225 voters representing voters of Ba Dinh, Dong Da, Hai Ba Trung districts at the bridge points.

Democratic, responsible, innovative parliament

The Hanoi City National Assembly Delegation announced the results of the content of the 2nd Session, 15th National Assembly.

After hearing the announcement, the majority of voters highly appreciated the contents discussed and decided at the Second Session of the 15th National Assembly, demonstrating democracy, responsibility, enthusiasm and popular support.

Supreme supervision activities through questioning and answering questions have been improved, with many innovations in questioning activities such as choosing the right issues, asking questions quickly and answering concisely, showing the inheritance and promotion of results and experiences in previous sessions.

Voters said that the working atmosphere of the National Assembly was lively, and that the National Assembly deputies had upheld their sense of responsibility and contributed many intellectual and constructive opinions to the contents of the Session's agenda. Voters emphasized that the success of this Session continued to affirm important steps forward in building a National Assembly that was "Proactive, Intelligent, Solidarity, Innovation and Responsibility", an increasingly democratic, open, transparent, and closely connected to voters and people; clearly demonstrating that National Assembly deputies are representatives of the people, closely connected to the people, and closely monitored by voters and people.

Voters highly appreciated the correct directions, policies and decisions of the entire political system from the central to grassroots levels, the concentrated engagement to resolve difficulties, remove obstacles, overcome challenges and achieve many important results in all fields.

In recent times, the work of preventing and fighting the COVID-19 epidemic has initially achieved positive results, especially the vaccination work has been deployed quickly and widely covered in all localities.

Voters recommended that it is necessary to strengthen public awareness of the epidemic situation; ensure the implementation of the dual goal of economic development; increase investment in grassroots health care and preventive medicine; establish and unify a common technology platform for the whole country in disease prevention and control. The State continues to pay attention to further promoting the COVID-19 vaccination program, prioritizing people at high risk, speeding up the progress of domestic vaccine production, and researching plans to receive and transfer technology to produce treatment drugs to achieve community immunity.

To continue solving social security, labor, employment and people's lives, voters said it is necessary to build a reserve budget for social security, implement policies to help people returning from epidemic areas to have jobs and stabilize their lives; continue to have preferential policies for doctors and those directly involved in preventing and fighting the COVID-19 epidemic.

Regarding economic recovery and development, voters proposed to issue a comprehensive program on economic recovery and development, first of all the socio-economic development plan for 2022 and the economic restructuring plan for the period 2021-2025 that the National Assembly has just approved, promptly decide on financial support packages to promote businesses and people to invest in economic development, not to break supply chains, product consumption and have policies to ensure labor resources for businesses; improve the business investment environment, limit the dissolution of businesses and continue to have appropriate solutions to control inflation, ensuring the recovery and development of the socio-economy.

Voters expressed their confidence in the Party and State's work in preventing and combating corruption and negativity in recent times, which has been determined and resolute in fighting, preventing and repelling corruption and negativity, with no forbidden areas, thereby consolidating and maintaining people's trust.

Voters recommend that the National Assembly needs to have a monitoring and management mechanism to combat corruption and negativity, to eradicate it at its root, and to strictly handle violators; to improve the quality of monitoring the implementation of the National Assembly's Resolutions and especially to monitor the activities of agencies to prevent corruption and negativity in investment, procurement, budget collection and expenditure, and to resolutely and strictly handle violations, detect and prevent negative incidents before they occur.

Be proactive in plans, do not be passive in preventing and fighting COVID-19

As a member of the Hanoi National Assembly Delegation, General Secretary Nguyen Phu Trong respectfully accepts voters' profound, concise, to-the-point, practical, specific but strategic and responsible opinions, contributing to improving the quality of the National Assembly's activities.

General Secretary Nguyen Phu Trong emphasized that with the spirit of urgent, democratic and serious work, the National Assembly has completed the entire proposed program and achieved great success. The second session of the 15th National Assembly took place over 16.5 days, divided into 2 phases, combining online meetings and in-person meetings.

With the motto of flexibility, creativity, innovation, efficiency, practicality and adaptability to all conditions and circumstances, a number of proposals to innovate the way of organizing meetings online have been applied and achieved good results.

To put the National Assembly's Resolutions into practice, the General Secretary stated that agencies in the State apparatus from the central to local levels, National Assembly delegations and National Assembly deputies must urgently organize and implement the laws and resolutions that have just been passed; continue to innovate, improve the quality and efficiency of operations, and focus on monitoring and evaluation to promote positive aspects and overcome shortcomings and limitations.

Talking to voters about the issues discussed at the National Cultural Conference to implement the Resolution of the 13th National Party Congress recently organized by the Politburo and the Secretariat, General Secretary Nguyen Phu Trong affirmed that the National Cultural Conference is one of the major conferences held to develop a program and plan for the 5 years of implementing the Resolution of the 13th National Party Congress.

With the spirit of "First support, then support", "One call, all respond", "Unanimity from top to bottom", "Consistency across the board", under the comprehensive and absolute direct leadership of the Party, the Conference marked a new milestone on the path of reviving and developing Vietnamese culture in the new era, bringing the country to strong and sustainable development.

Regarding the work of preventing and combating corruption and negativity, General Secretary Nguyen Phu Trong stated that in the past, the words corruption and waste were used, but waste was too narrow and preventing and combating corruption was too much. Therefore, the new point is to have the words prevention and combating corruption and negativity. Negativity has a very broad meaning, but the focus here is mainly on the degradation of qualities, political ideology, morality, and lifestyle, which is the root, it leads to corruption, if there is no degradation, why would there be corruption, if morality is good, why would there be corruption.

Faced with the complicated developments of the COVID-19 pandemic, General Secretary Nguyen Phu Trong requested that the Hanoi government and people absolutely must not be subjective, must proactively develop plans, not be passive, both prevent and fight the pandemic but still focus on economic development, and maintain political and social stability.
