Many voters agree with the policy of merging communes and hamlets. Hung Xuan and Hung Lam are two communes in the district that are merging commune-level administrative units. After the merger, some problems need to be resolved soon, such as: the number of redundant officials and civil servants; some hamlets after the merger lack communal cultural houses.

Voter Nguyen Huu Phuc, hamlet 5, Hung Xuan commune expressed his petition that the policies for meritorious people are still inadequate and unfair, as some people enjoy 3 to 4 policies, while others only enjoy 1 policy, so when adjusting subsidies and allowances, they will suffer many disadvantages. In addition, the martyr worship regime for relatives is still low (500,000 VND/year), not suitable to reality. He requested the Ministry of Labor, War Invalids and Social Affairs to consider adjusting the policies for meritorious people.
Voter Nguyen Dinh Chau, Hamlet 6 (Hung Lam) mentioned the bureaucratic situation in the professional activities of officials, not thoroughly resolving the recommendations and aspirations of the people, causing the situation of people filing lawsuits beyond the level of authority to remain high. Meanwhile, the bridging role of organizations has not been promoted. It is recommended that all levels and sectors should organize many delegations to monitor and inspect local activities to grasp the reality and go deeper into the lives of the people.
