Vinh City adjusts urgent solutions to fight the epidemic, stops shippers, and grocery cards are no longer valid.
(Baonghean.vn) - On August 22, 2021, Vinh City People's Committee issued Plan No. 189/KH-UBND on the implementation of Decision No. 3090/QD-UBND dated August 22, 2021 of Nghe An Provincial People's Committee on the implementation of Directive 16/CT-TTg dated March 31, 2020 of the Prime Minister and continued to supplement a number of urgent measures to prevent and control the Covid-19 epidemic in Vinh City. Now, the City People's Committee amends some contents of Plan 189/KH-UBND as follows:
1. For the operation of factories, enterprises, and production facilities (including in industrial parks and industrial clusters)
Requires the implementation of “3 on-site”, in case the Enterprise cannot implement “3 on-site”, the Enterprise is required to rent a hotel or accommodation facility in the inner city to concentrate on workers’ meals and rest on-site. At the same time, arrange cars to pick up and drop off workers from the concentrated accommodation to the production facility. It is strictly forbidden to use personal vehicles to travel to the workplace.
2. For the use of the Shopping Card
The grocery card is not valid for shopping at supermarkets, mini supermarkets, retail stores, and agricultural and food product chains in the City (in section 3, part I, appendix II).Plan No. 189/KH-UBND dated August 22, 2021) and points of sale organized by the City People's Committee (in section 2.5, part III of Plan No. 190/PA-UBND dated August 23, 2021) until further notice.

Suspend operations for all shippers in the area, including shippers belonging to freight transport service enterprises licensed by competent state management agencies (in Section 4, Part I, Appendix II of Plan No. 189/KH-UBND dated August 22, 2021).
4. For supermarkets, mini supermarkets, retail stores, and agricultural and food product business chains in the City
- Only allowed to sell directly to Enterprises and units in the City that have organized collective kitchens. Enterprises and units are required to have a written request to the People's Committees of wards and communes where there are collective kitchens to be confirmed, as a basis for purchasing goods.
- Coordinate with the City Steering Committee for Covid-19 Prevention and Control, People's Committees of wards and communes and other forces to organize the supply of essential goods according to the City People's Committee's Plan (there will be a separate Plan).
5. Adjust the list of types of production, business and construction works allowed to operate as follows:
Adjust item 1, appendix I, Plan 189/KH-UBND dated August 22, 2021 as follows:
- For stores selling gasoline, oil, gas, and fuel: Allowed to operate with no more than 5 employees. Stores belonging to Nghe An Petroleum Company are allowed to sell additional gas and fuel products to serve the people.
- Temporarily suspend operations of all Gas retail stores in the City until further notice.
- Abolish the content: "For positions that have direct contact with customers, when going to work, the following documents must be present: Negative test result notice (rapid test or PCR) within 72 hours of test results, travel permit according to the form attached to this Plan; employee card of the unit, identification documents (ID card or CCCD)".

Canceling Plan No. 190/PA-UBND dated August 23, 2021, the City People's Committee will develop a specific plan for supplying essential goods depending on the actual situation.
7. Assign to the City Center for Culture, Sports and Communications, People's Committees of wards and communes
Strengthen information and propaganda work, notify factories, enterprises, production facilities, supermarkets, mini supermarkets, retail stores, agricultural and food business chains and local people to know and implement the above contents.
