People in Hung Dung commune said that this year, hundreds of hectares of land for two-crop rice production in the area are often flooded. There are areas that cannot produce rice or have been planted but are damaged. Verification at Hung Dung Agricultural Cooperative and the actual fields show this situation. According to the officials of Hung Dung Agricultural Cooperative, the flooding was caused by rain since March 2017 and by wastewater and domestic water from Ben Thuy, Truong Thi and Hung Dung wards pouring down, accumulating and stagnating. According to officials of Hung Dung Agricultural Cooperative, some people reacted negatively to the flooding of their fields by building dams to prevent wastewater and domestic water from flowing into irrigation canals. It is known that for a long time, the drainage of water in Hung Dung fields has depended on the Rao Dung River. However, since the implementation of the Regulating Lake project, a section of the Rao Dung River has been located in the lake; while the embankment and road surrounding the lake have blocked the entire drainage system in Hung Dung fields. Paradoxically, the bottom of the Regulating Lake is designed to be higher than the surrounding fields. Therefore, the Regulating Lake cannot meet the functions of the Rao Dung River. This is the main cause of flooding in the fields in Hung Dung. Photo by Nhat Lan. |

Recently, Mr. Ha Thanh Tinh - Vice Chairman of Vinh City People's Committee chaired a meeting to resolve some issues arising related to the regulating lake. The city has come up with a plan to support people and handle flooding such as building a system of canals, pumping stations, etc. However, these measures require time and money, while... the rainy season is approaching.
