Vinh City: Traffic congestion due to not giving way to vehicles allowed to turn right

Recently, at some intersections such as: three-way intersections, four-way intersections, roundabouts, People's CommitteesVinh Cityhas carried out painting yellow stripes to guide right turns at places where right turns are allowed at red lights.
Specifically, at locations such as: Roundabouts at the intersection of Le Hong Phong, Nguyen Thi Minh Khai, Kim Dong, Hong Bang streets; intersection of Le Hong Phong street with Nguyen Duc Canh street; intersection of Le Hong Phong street with Nguyen Van Cu street; roundabouts at the intersection of Nguyen Phong Sac, Vo Nguyen Hien, Truong Thi, Le Hong Phong and Le Nin Avenue; intersection of Nguyen Sy Sach street with Le Nin Avenue; intersection of Nguyen Sy Sach street with Nguyen Van Cu, Ha Huy Tap streets, the right turn permitted side has been marked with a yellow line about 70m - 80m long.
These lines are wide enough for cars and motorbikes to move through. This is defined as a no-stopping and parking area to help vehicles turning right to move smoothly when encountering a red light.

However, in reality, many people when participating in traffic do not comply with the right-of-way for vehicles turning right at these yellow lines. At some points such as intersectionsNorth Canal BridgeAt the intersection of Nguyen Sy Sach Street, Nguyen Van Cu Street and Ha Huy Tap Street, during rush hour from 6am-7am and 4:30pm-6pm, when the light is red, many vehicles park on the yellow line, making it impossible for many vehicles to turn right.
Mr. Ha Trong Van (residing in Ha Huy Tap ward), who often passes through the Kenh Bac bridge intersection, said that recently, although there is a yellow line, he rarely sees a red light and the vehicles in front give way. Because the yellow line is pressed and encroached, while the waiting time here is more than 70 seconds, it makes the traffic jam even more serious.

Mr. Nguyen Viet Duc - Head of the Department of Traffic Management of Vinh City said that, implementing the direction of the Provincial People's Committee on implementing solutions to combat traffic congestion in the city, since the beginning of 2021, the City People's Committee has assigned specialized units to install signs, draw lines, and divide traffic. The area with painted lines is the area where vehicles are not allowed to stop or park. However, due to low traffic awareness of the people, even though the lines have been painted, many people still do not comply.
The yellow painted area is the traffic zone for vehicles turning right at red lights. Other vehicles are not allowed to stop or park.

Mr. Duc also added that on February 25, 2021, the Traffic Management Department advised the City People's Committee to issue Document No. 1039/UBND-QLDT on implementing solutions to combat traffic congestion in the city, sent to Vinh City Police and related units.
In particular, Vinh City Police are required to strengthen inspection and handling of vehicles that stop and park in the wrong places, causing traffic congestion, especially at intersections that allow right turns on red lights and have been painted with dotted lines.
