(Baonghean.vn) - Households in the resettlement area of ​​Thong Thu commune, Que Phong district reported slow issuance of land use right certificates.

Reply:

According to the report of Que Phong District People's Committee:

a) Regarding residential land:Total number of resettled households in Thong Thu commune: 395 households,Specifically on the issuance of Land Use Right Certificates as follows:

- Na Luom Village: Currently, 80/96 Land Use Right Certificates have been issued. The remaining 16 households have not been issued Land Use Right Certificates because they have not received the land plot allocated by the project or have drawn lots but do not live in the drawn lot location.

- Ban Loc: Currently, 57/82 Land Use Right Certificates have been issued, but 25 households have not been issued Land Use Right Certificates because they have been revoked to implement the project of relocating 33 households out of the area at risk of flash floods and landslides in Thong Thu commune according to Decision No. 2905/QD-UBND dated July 31, 2019 of Nghe An Provincial People's Committee.

- Ang Dua Village (Huoi Dua resettlement site): Currently, Land Use Right Certificates have been issued to 77/78 households, but 1 household has not been issued a Land Use Right Certificate because this household did not agree to sign the confirmation of the declaration file and issue the Land Use Right Certificate.

- Na Hum Village (Na Hum resettlement site): Up to now, land use right certificates have been granted to 55/55 resettled households.

- Muong Cat Village (Huoi Sai resettlement site): Currently, 82/84 households have been granted land use right certificates, but 2 households have not been granted land use right certificates because: 2 households are in dispute over the land plot. When the consulting unit submitted the documents to Thong Thu Commune People's Committee for confirmation, the Commune People's Committee has not signed the confirmation because the land plot dispute has not been resolved.

b) For agricultural land:

- Paddy land: Total number of resettled households in Thong Thu commune: 395 households. As of May 2022, Land Use Right Certificates have been issued to 72/359 households that have received production land. The remaining 287/359 dossiers are being completed by the consulting unit and have not yet been transferred to the Branch of the Land Registration Office for inspection and appraisal. In addition, there are 36 resettled households in Pu Sai Cang, Thong Thu commune that have not yet received the project's rice fields.

- For agricultural land for growing other annual crops: Currently, the Land Use Right Certificate has not been issued due to the problem of 251.89 hectares of agricultural land allocated to resettled people but not being reclaimed for production due to the current status of natural forests that must be retained according to Directive No. 13/CT/TW dated January 12, 2017 of the Secretariat on strengthening the Party's leadership in forest management, protection and development.

On July 19, 2022, the Provincial People's Committee issued Official Dispatch No. 5372/UBND-CN assigning Hua Na Hydropower Joint Stock Company to coordinate with Que Phong District People's Committee to provide complete records and related documents to the Department of Agriculture and Rural Development to request guidance from the General Department of Forestry on the handling plan for the area of ​​natural forest that has been permitted by the Provincial People's Committee to change the purpose of forest use.

- Forestry land: At 6 resettlement sites in Thong Thu commune, the land allocation consultancy unit has completed the allocation of land to 430 households (including 395 resettled households and 35 local households). Currently, the consultancy unit and the commune People's Committee have transferred the District Land Registration Office Branch to appraise, print and submit to the District People's Committee to sign 331 Land Use Right Certificates for 331 resettled households.

The remaining 99 files are being edited and supplemented by the consulting unit and have not been sent to the district Land Registration Office branch for appraisal.

In the coming time, the Provincial People's Committee will continue to direct the Department of Natural Resources and Environment to monitor, urge, and guide the People's Committee of Que Phong district to promptly inspect and appraise documents according to regulations and monitor the implementation progress./.
