Reply:Pursuant to Article 69 of the 2024 Land Law, the responsibility for organizing the preparation of land use planning and plans is stipulated as follows:
- The Government organizes the establishment of national land use planning and plans.
The Ministry of Natural Resources and Environment is responsible for assisting the Government in formulating national land use plans and schemes.
- The People's Committee at the provincial level organizes the preparation of provincial-level land use planning and plans.
The provincial-level land management authority is responsible for assisting the provincial People's Committee in formulating provincial-level land use plans and planning.
- The People's Committee at district level organizes the preparation of district-level land use planning and annual district-level land use plans.
The competent land management agency at the district level is responsible for presiding over and assisting the People's Committee at the district level in establishing district-level land use planning and annual district-level land use plans.
- Land use planning is approved in the first year of the planning period.
- Land use planning and plans of coastal localities are established to include reclaimed areas.
Thus, Article 69 of the 2024 Land Law clearly stipulates the responsibility of organizing the preparation of land use planning and plans, affirming the important role of State agencies in the management and sustainable development of land resources. These regulations not only aim to ensure the rationality in land allocation but also create the basis for strategic decisions on socio-economic development.
