On the morning of October 11, the Provincial People's Committee held a conference to review 5 years of implementing Decision No. 673/QD-TTg, dated May 10, 2011 of the Prime Minister on the Vietnam Farmers' Union directly implementing and coordinating the implementation of a number of programs and projects on rural economic, cultural and social development, period 2011 - 2020. |
During the 5 years of implementing Decision No. 673/QD-TTg and Official Dispatch No. 485 dated August 10, 2011 of the Provincial Party Standing Committee "on directing the implementation of Conclusion No. 61/KL-TW of the Secretariat and Decision No. 673/QD-TTg of the Prime Minister",The Provincial People's Committee, provincial and district-level departments, branches and sectors have actively implemented many coordination programs with Farmers' Associations at all levels, associated with the issuance of many mechanisms and policies in the fields of agriculture and rural areas; encouraging businesses to invest in the fields of agriculture and rural areas in the province.
In addition, all levels and sectors are also interested in working with the Farmers' Association to develop and implement the project to innovate and improve the operational efficiency of the Farmers' Support Fund.
Up to now, the Provincial Farmers Support Fund and 20 District, City and Town Farmers Support Funds have been established. The province and districts have paid attention to allocating budget for the fund and from this fund, it has supported 1,663 farming households to invest in building and replicating 120 economic development models.

In recent times, Farmers' Associations at all levels have directly implemented and coordinated the construction and replication of more than 600 economic models, including a number of safe agricultural production models.
Farmers' Associations at all levels also actively mobilized farmers to participate in new rural construction, with a contribution rate of 28.5% of the province's total resources, equivalent to more than 7,648 billion VND.
At the conference, many opinions were concerned about finding directions for sustainable agricultural and rural development in the coming time.
Pointing out some challenges in current agricultural production, Mr. Nguyen Tien Lam - Deputy Director of the Department of Agriculture and Rural Development, said that in the coming time, Farmers' Associations at all levels need to coordinate with the agricultural sector to promote the transfer of advanced agricultural production to farmers, not only stopping at transferring technology but also transferring ways of making goods, accessing the market, ensuring sustainable poverty reduction.
Along with that, Farmers' Associations at all levels need to propose competent authorities to issue a system of mechanisms and policies for agricultural and rural development suitable for commodity production, avoiding fragmentation as at present.
Meanwhile, Mr. Dang Cao Thang - Deputy Director of the Department of Labor, War Invalids and Social Affairs emphasized that it is necessary to pay attention to propagating policies and strategies for sustainable poverty reduction for rural workers; at the same time, strengthen and create conditions for rural workers to learn and receive vocational training, associated with job creation for rural workers, especially ethnic minorities, remote and isolated areas, contributing to sustainable poverty reduction.
Referring to other fields, Mr. Tran Van Huong - Vice Chairman of the Provincial Farmers' Association, said that in order to continue effectively implementing Decision No. 673/QD-TTg, Farmers' Associations at all levels need to strive to meet the requirements of the task.

Speaking at the conference, in addition to appreciating the role of the Farmers' Association, the active participation and coordination of departments and branches as well as some limitations and shortcomings, Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee requested all levels and branches to continue to propagate and raise awareness in implementing Decision No. 673 of the Prime Minister to well implement the set targets and tasks.
The Vice Chairman of the Provincial People's Committee also requested People's Committees at all levels to develop specific and practical plans to coordinate with the Farmers' Association to promote the core role of the Farmers' Association in movements to develop agriculture, rural areas, farmers and build new rural areas.
"It is necessary to pay attention to supplementing the budget for the Farmers' Support Fund at all levels to operate effectively, actively coordinate and direct Farmers' Associations at all levels to implement the most practical socio-economic development programs and projects," Mr. Dinh Viet Hong noted.
