(Baonghean.vn) - The Law on Implementing Democracy at the Grassroots Level was issued by the National Assembly and will take effect from July 1, 2023. This is an important legal basis to continue to develop democracy at the grassroots level in a better, more substantial and effective manner; contributing to creating social consensus and promoting the overall development of the province.
People know, people discuss, people do, people check, people monitor, people benefit.
Block 2, Thu Thuy Ward (Cua Lo Town) is one of the first localities to implement and be recognized as a model residential area. To achieve this result, according to the Deputy Secretary of the Party Cell, Block Leader Hoang Minh Tan: The key is that the Party Committee and the Block Management Board have well implemented the grassroots democracy regulations; from policies, criteria to directions on how to do things, implementation processes... are all publicly communicated to cadres, party members and the people. Each organization in the political system is clearly assigned specific responsibilities, closely following the area, guiding and removing difficulties and obstacles in the implementation process.
On that basis, people discuss and decide for themselves how to do it, the level of contribution and which work and project to do first. People also elect a person to take on the role of “treasurer”, a community monitoring board to directly inspect and supervise all activities to complete the criteria of a model residential area, especially mobilizing resources, checking the quality of construction of concrete roads, drainage ditches, lighting systems, expanding and upgrading cultural houses and sports fields; installing sanitary garbage bins, etc.
From promoting democracy and proactively "empowering" people, up to this point, out of a total of 77 model residential area criteria, block 2 has completed more than 92% of the total volume, of which 71 criteria are 100% complete.
Experience and effectiveness in promoting the ownership of people in block 2, according to comrade Le Kim Anh - Vice Chairman of Thu Thuy Ward People's Committee, is also the motto implemented in the process of building model residential areas in the remaining 3 blocks in the ward, with results reaching more than 60-83% of the total 77 criteria for model residential areas.
In Tay Ho 1 block, Quang Tien ward (Thai Hoa town), imbued with President Ho Chi Minh's thought: "It is a hundred times easier to endure without the people, and a thousand times harder to complete with the people's help"; the Party Committee and the executive committee of the block promote the people's strength through the good implementation of the grassroots democracy regulations with the motto "People know, people discuss, people do, people inspect, supervise, people benefit" to build a residential area that meets civilized urban standards.
Tay Ho Block 1 has become a bright spot in implementing democratic regulations, mobilizing people's strength, and promoting the high sense of responsibility of the people. This is a bright spot in building urban civilization in Thai Hoa town.
Many solutions to promote democracy
In Nam Dan district, up to now, 9 communes have met the advanced new rural standards and 5 communes have been recognized as model new rural communes; the district has completed 35/42 criteria for a model new rural district in the direction of developing culture associated with tourism according to Decision No. 17, dated January 4, 2019 of the Prime Minister.
According to the affirmation of comrade Nguyen Duy Thao - Head of the District Party Committee's Mass Mobilization Committee, Chairman of the Nam Dan District Fatherland Front Committee: The leadership role of the Party Committee and the administration from the district to the grassroots level have closely followed and well implemented the Party and State's policies and guidelines on practicing democracy; people have received full information and participated in all stages of the policies, plans and tasks deployed by the Party Committee and the government.

In addition, Nam Dan district also promotes the role of supervision and criticism in the practice of democracy at the grassroots level of the Fatherland Front and socio-political organizations; focuses on dialogue activities, promptly resolves legitimate proposals of the people. At the same time, creates conditions for the people to inspect and supervise the leadership process of the Party Committee and the administration; ensures that democracy is promoted to the highest and most effective level.
The implementation of grassroots democracy regulations has been focused on by Party committees and authorities at all levels in the province with many important solutions. Thereby, promoting intelligence, creativity, sense of responsibility, consensus among cadres and people, ensuring the completion of political tasks at each level. For key economic zones such as Hoang Mai town, investment attraction is focused with 44 projects implemented, requiring a large amount of site clearance work.
Regarding the experience in site clearance in Hoang Mai Town, according to comrade Pham Van Hao - Vice Chairman of the Town People's Committee, in addition to the drastic mobilization of the entire political system, the propaganda and publicity of the project's policy as well as compensation and site clearance policies were done methodically, smoothly, promptly and consistently.
Along with that, focusing on mass mobilization, persuasion, and creating consensus among the people; for arising problems that are beyond the level of authority and difficult to handle, the Party Committee and the town government persistently make recommendations to the province and the Central Government to resolve them, ensuring the legitimate rights of the people.
Bringing the Law on Grassroots Democracy into Life
On November 10, 2022, the National Assembly issued the Law on Implementing Democracy at the Grassroots Level (effective from July 1, 2023), stipulating the content and methods of implementing democracy at the grassroots level; the rights and obligations of citizens in implementing democracy at the grassroots level and the responsibilities of agencies, units, organizations and individuals in ensuring the implementation of democracy at the grassroots level.
This is an important legal basis for democracy at the grassroots level to continue to be implemented more seriously, substantially and effectively; contributing to promoting the combined strength, social consensus, promoting the development of each level, locality, agency, unit and the whole province.
On July 15, 2023, the People's Committee of Nghe An province issued a plan to implement the Law on Grassroots Democracy in the province. Accordingly, the dissemination and popularization of the Law is being carried out by all levels, sectors, and localities.Agencies, units and localities in the province should strengthen; create conditions to improve people's understanding of laws and regulations; grasp their rights and obligations to exercise their mastery rights, the right to participate in state management and social management, and gradually improve awareness and capacity to practice democracy among cadres, civil servants and people.
Combine the implementation of grassroots democracy regulations with promoting administrative reform, simplifying administrative procedures, strengthening inspection and supervision, strictly and promptly handling violations of democratic principles...
At the same time, it is necessary to review current legal documents related to the implementation of democracy at the grassroots level; propose amendments, supplements, replacements, and repeal of regulations that are no longer suitable or have expired, or issue new legal documents to ensure consistency and synchronization with the Law.
