(Baonghean.vn) - The Law on Implementing Democracy at the Grassroots Level, enacted by the National Assembly, came into effect on July 1, 2023. This is an important legal basis for further promoting democracy at the grassroots level in a better, more substantive, and effective manner; contributing to social consensus and promoting the overall development of the province.

The people know, the people discuss, the people act, the people inspect and supervise, and the people benefit.
Block 2, Thu Thuy Ward (Cua Lo Town) is one of the first areas to implement and be recognized as a model residential area. According to the Deputy Secretary of the Party Branch and Block Head, Hoang Minh Tan, the key to achieving this result is that the Party Committee and the block management board have effectively implemented grassroots democracy regulations; from policies and criteria to guidelines, implementation procedures, etc., everything has been publicly communicated to cadres, Party members, and the people. Each organization within the political system has been assigned specific responsibilities, closely monitoring the area, providing guidance, and resolving difficulties and obstacles during implementation.
Based on this, the people discuss and decide for themselves how to do it, the level of contribution, and which tasks and projects to undertake first. The people also elect individuals to act as "keepers of the keys" and a community oversight committee to directly inspect and supervise all activities aimed at fulfilling the criteria for a model residential area, especially mobilizing resources, checking the quality of construction of concrete roads, drainage ditches, lighting systems, expanding and upgrading the cultural center and sports fields; installing hygienic waste bins, etc.

By promoting democracy and empowering the people, Block 2 has now completed over 92% of the 77 criteria for model residential areas, with 71 criteria achieving 100% completion.
According to Ms. Le Kim Anh, Vice Chairman of the Thu Thuy Ward People's Committee, the experience and effectiveness in promoting the people's ownership in Block 2 is also the guiding principle in the process of building model residential areas in the remaining 3 blocks in the ward, with results achieving over 60-83% of the total 77 criteria for model residential areas.

In Tay Ho 1 block, Quang Tien ward (Thai Hoa town), imbued with President Ho Chi Minh's ideology: "A hundred times easier, but without the people's support, nothing can be achieved; a thousand times harder, but with the people's support, everything can be accomplished"; the Party committee and block leadership promote the strength of the people through the effective implementation of grassroots democracy regulations with the motto "The people know, the people discuss, the people do, the people inspect and supervise, and the people benefit" to build a residential area that meets the standards of a civilized urban area.
The Tay Ho 1 block has become a shining example in implementing democratic regulations, mobilizing public support, and promoting a high sense of responsibility among the people. This is a bright spot in building urban civilization in Thai Hoa town.
Many solutions to promote democracy.
In Nam Dan district, to date, 9 communes have achieved advanced new rural standards and 5 communes have been recognized as model new rural communes; the district has completed 35 out of 42 criteria for a model new rural district in the direction of cultural development linked with tourism according to Decision No. 17, dated January 4, 2019, of the Prime Minister.
According to Comrade Nguyen Duy Thao, Head of the District Party Committee's Mass Mobilization Department and Chairman of the Nam Dan District Fatherland Front Committee: The leadership role of the Party committees and the administration from the district to the grassroots level have closely followed and effectively implemented the Party and State's guidelines and policies on practicing democracy; the people have received full information and participated in all stages of the guidelines, plans, and tasks implemented by the Party committees and the government.

Furthermore, Nam Dan district also promotes the supervisory and critical role of the Fatherland Front and political and social organizations in practicing democracy at the grassroots level; focusing on dialogue and promptly resolving legitimate proposals from the people. At the same time, it creates conditions for the people to inspect and supervise the leadership of the Party committee and the administration of the government; ensuring that democracy is promoted to the highest and most effective level.
Implementing grassroots democracy regulations has been a priority for Party committees and authorities at all levels in the province, with many important solutions. This has fostered intelligence, creativity, a sense of responsibility, and consensus among officials and the people, ensuring the completion of political tasks at each level. For key economic areas like Hoang Mai town, attracting investment has been a focus, with 44 projects underway, posing a significant challenge in land clearance.

Regarding the experience in land clearance in Hoang Mai town, according to Comrade Pham Van Hao - Vice Chairman of the People's Committee of the town, in addition to the decisive mobilization of the entire political system, the process of disseminating information about the project's policies and compensation and land clearance policies has been done systematically, smoothly, promptly, and consistently.
In addition, emphasis is placed on mass mobilization work, persuasion, and creating consensus among the people; for emerging issues that are beyond the local level or difficult to handle, the Party Committee and the town government persistently petition the province and the central government to resolve them and ensure the legitimate rights of the people.

Putting the Law on Implementing Democracy at the Grassroots Level into Practice
On November 10, 2022, the National Assembly enacted the Law on the Implementation of Democracy at the Grassroots Level (effective from July 1, 2023), which stipulates the content and methods of implementing democracy at the grassroots level; the rights and obligations of citizens in implementing democracy at the grassroots level; and the responsibilities of agencies, units, organizations, and individuals in ensuring the implementation of democracy at the grassroots level.
This is an important legal basis for grassroots democracy to continue to be implemented seriously, substantively, and more effectively; contributing to the promotion of combined strength, social consensus, and development at each level, locality, agency, unit, and the entire province.

On July 15, 2023, the People's Committee of Nghe An province issued a plan for implementing the Law on Grassroots Democracy in the province. Accordingly, the organization of dissemination, promotion, and popularization of the Law is being carried out by all levels and sectors.Agencies, units, and localities in the province should strengthen and create conditions to improve people's understanding of laws and regulations; grasp their rights and obligations in exercising their right to self-governance and participation in state and social management, and gradually improve awareness and capacity for practicing democracy among officials, civil servants, and the people.
Combining the implementation of grassroots democracy regulations with promoting administrative reform, simplifying administrative procedures, strengthening inspection and supervision, and strictly and promptly handling violations of democratic principles and regulations…
Simultaneously, the organization will review current legal documents related to the implementation of grassroots democracy; propose amendments, additions, replacements, or repeal of regulations that are no longer appropriate, have expired, or issue new legal documents to ensure consistency and uniformity with the Law.
