Implementing the Action Program to implement the Resolution of the Politburo on the North Central and Central Coast regions

Morning of February 5, in Quy Nhon city, Binh Dinh province, The Ministry of Planning and Investment coordinated with ministries, branches and localities to organize a Conference to announce the Government's Action Program to implement Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo on socio-economic development orientations and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045 with the theme "Linkage - Breakthrough from marine economy - Fast and sustainable development".

Comrade Pham Minh Chinh - Member of the Politburo, Prime Minister chaired. Also attending were Comrade Tran Hong Ha - Member of the Party Central Committee, Deputy Prime Minister, Minister of Natural Resources and Environment, leaders of ministries, branches, localities, business associations, domestic and foreign investors with 800 delegates.

The Politburo issued Resolution No. 26-NQ/TW, with the goal that by 2030, the North Central and Central Coast regions will become dynamic, fast-growing, sustainable regions with strong maritime economy; have synchronous and modern socio-economic infrastructure, be highly resilient to natural disasters, epidemics, and effectively adapt to climate change; have a number of large industrial, service, and international cooperation centers in the country with coastal economic zones and coastal urban systems that meet national and regional standards; be the gateway to the sea of the Central Highlands and neighboring Laos; be a place where cultural, historical values and marine, island, and forest ecosystems are preserved and promoted; the material and spiritual life of the people is constantly improved; national defense, security, and sovereignty over seas and islands are firmly guaranteed; party organizations and political systems are strong; and the great national unity bloc is strengthened.

By 2045, the North Central and Central Coast regions will be fast-growing and sustainable regions; with a number of large industrial, service, and international cooperation centers on par with the Asian region, with modern coastal economic zones, a smart, sustainable coastal urban system with its own identity, and environmentally friendly.
The Government has promptly issued Resolution No. 168/NQ-CP dated December 29, 2022 on the Government's Action Program to implement Resolution No. 26-NQ/TW according to the principle of closely following the viewpoints and objectives, while concretizing the tasks and solutions stated in Resolution No. 26-NQ/TW, clearly identifying the main tasks and specific solutions associated with the organization plan according to a suitable roadmap to achieve the objectives of the Resolution.

In addition, the Action Program also aims to demonstrate the Government's direction in the spirit of accompanying the provinces of the North Central and Central Coast regions; at the same time, clearly defining the main roles and tasks for the Government, the Prime Minister, ministries, ministerial-level agencies, Government agencies and People's Committees of provinces and cities in the region to ensure the construction and development of the North Central and Central Coast regions to achieve the set goals.
To implement Resolution No. 26-NQ/TW, the Government has proposed 8 groups of key tasks and solutions, including: Dissemination, propaganda, and consensus building in the development and implementation of programs and action plans to implement Resolution No. 26-NQ/TW of the Politburo; Perfecting institutions and policies and promoting regional linkage development; Shifting regional economic structure, promoting marine economic development; Strongly developing the urban system, especially the coastal urban system; promoting investment in regional socio-economic infrastructure, especially transport infrastructure; Effectively managing and using resources, especially marine, island and forest resources; protecting the environment, especially the marine environment; improving the ability to respond to natural disasters and adapt to climate change; Comprehensively developing regional culture and society; Ensuring national defense and security, improving the effectiveness of foreign affairs; Strengthening the building and rectification of the Party and the political system; improve the effectiveness and efficiency of government management at all levels; strengthen the great solidarity bloc of the people in the region.

The Government's Action Program also set out 34 specific tasks and 11 investment projects in connecting transport infrastructure and assigned them to ministries and branches for implementation, with a specific time schedule.
The Government's Action Program has introduced many new and breakthrough points in the development of the Region, especially in terms of development orientation, specific goals, clear solutions, and specific tasks; associated with a number of major policies on building specific policy mechanisms that will be the basis and opportunities for the North Central and Central Coast regions to develop in the 2021-2030 period, with a vision to 2045.
Concluding the Conference, Prime Minister Pham Minh Chinh emphasized the determination to turn this land into a rich land, rich in cultural identity and with more breakthroughs. Accordingly, it is necessary to seriously grasp, resolutely and effectively implement the tasks and solutions for regional development in the spirit of the resolutions and conclusions of the Party, the National Assembly, the Government; and the strategies, planning and plans issued by the Prime Minister.
In particular, thoroughly grasp and seriously implement the 5 viewpoints on the development of the North Central and Central Coastal regions according to Resolution No. 26 of the Politburo. "Must correctly perceive and properly resolve the relationship between regional development and the overall development of the whole country: The whole country for the region and the region for the whole country" as directed by General Secretary Nguyen Phu Trong.
The Prime Minister requested ministries, branches and 14 localities in the Region to urgently develop Programs and Action Plans to seriously and effectively implement Resolution 26-NQ/TW of the Politburo and the Government's Action Program.

Along with that, focus on perfecting institutions, regional planning and regional linkage policies; shifting economic structure, promoting marine economic development, focusing on 3 growth drivers: Investment, consumption and export; strongly developing the urban system, promoting investment in regional socio-economic infrastructure, especially transport infrastructure.
Effectively manage and use resources, especially marine, island, land and forest resources; comprehensively develop culture and society, including the need to effectively implement social security and social welfare policies; focus on production development, hunger eradication and poverty reduction quickly and sustainably; review and focus on effectively implementing the three national target programs. Ensure national defense and security, and improve the effectiveness of foreign affairs.
Regarding Party building and rectification and the political system, the Prime Minister requested building a team of cadres, civil servants and public employees with political courage, high professionalism, integrity, dedication, dynamism, creativity, innovative thinking and strategic vision, especially the leadership and management teams at all levels.
The Prime Minister hopes that businesses and investors, with the spirit of "if you say you must do it. If you commit, you must do it effectively", will use their capacity, intelligence and experience to transform the potentials and advantages of the North Central and Central Coast regions into specific products and projects with specific and measurable values, creating development momentum.
Vietnam will create the best conditions for a favorable, safe, and transparent environment for foreign investors to confidently invest long-term in the spirit of equality, mutual development, mutual benefit, and responsibility to society, workers, and environmental protection; harmonious benefits and shared risks among the State, enterprises, and people.
