The Working Regulations of the 12th Central Inspection Commission and the Regulations on the implementation of Chapters 7 and 8 of the Party Charter on the inspection, supervision and discipline work of the Party are built on the basis of the Party Charter, Resolution of the 12th National Party Congress, Resolutions and Directives of the Central Executive Committee, Politburo, and Secretariat on the inspection, supervision and discipline work of the Party, on the basis of evaluating the performance of the 11th Central Inspection Commission and the inspection, supervision and discipline work of the Party in the past term.
The contents of Regulation 30 and Decision 26 basically inherit the contents of Instruction 46 and the Working Regulations of the Central Inspection Commission, term XI, only amending and supplementing the missing, unclear, and newly arising points that are clear, principled, procedural, competent or specifying some additional contents according to the Resolution of the 12th National Party Congress.
Speaking at the Conference, Mr. Tran Quoc Vuong emphasized that these are two very important and fundamental documents for the activities of the Inspection Sector and the work of inspection, supervision and Party discipline. Therefore, the correct and complete understanding and good implementation of these two documents will contribute to improving the quality and effectiveness of inspection and supervision work, innovating the Party's leadership methods, strengthening solidarity and unity, and enhancing the Party's fighting capacity in the new situation.
Mr. Tran Quoc Vuong also said that the Central Inspection Commission has been focusing on directing the research and concretization of some contents in Decision 26 and Regulation 30 into detailed instructions and regulations, submitted to the Politburo for consideration and decision, including: Instructions on some issues in Regulation No. 30; regulations on the statute of limitations for party discipline; inspection and supervision of asset and income declarations for party members who are cadres under the management of the same-level Party Committee; apologizing to party members who were unjustly disciplined; amending and supplementing Regulation 181 on handling and disciplining party members who violate the law and Decision No. 77 of the 11th Politburo on the functions, tasks, powers and organizational structure of the Central Inspection Commission.
In these documents, there are documents that are only revised and supplemented, but there are also documents with new and difficult content that require adequate time to study.
In the process of drafting documents, the Central Inspection Commission will proactively seek opinions from Party committees, Party organizations, and Inspection Commissions at all levels to participate, contribute ideas, and complete documents to ensure that when issued, the documents are suitable to reality and highly feasible.
In this spirit, Mr. Tran Quoc Vuong suggested that delegates promote a high sense of responsibility, seriously study, learn, discuss, increase exchanges, fully and deeply understand the Central Committee's documents on inspection, supervision, and enforcement of party discipline, and effectively implement them at their level./.
