After a period of active surveillance, Department 4 of the Criminal Police Department reported the activities of this gambling ring to Major General Tran Ngoc Ha - Director of the Criminal Police Department and Colonel Le Ngoc Phuong - Deputy Director of the Criminal Police Department to ask for advice on how to destroy it.
