Looking back at 15 years of implementing the Resolution

After Resolution No. 25-NQ/TW, dated July 25, 2008 of the 10th Party Central Committee on "Strengthening the Party's leadership over youth work in the period of accelerating industrialization and modernization", the Nghe An Provincial Party Committee developed Action Program No. 20-CTr/TU, dated October 31, 2008 on implementing Resolution No. 25-NQ/TW.

After 15 years of implementing Resolution No. 25-NQ/TW in Nghe An, many outstanding results have been achieved. In particular, the Party's leadership and direction towards youth has been significantly strengthened, many mechanisms and policies have been introduced. All levels, sectors and authorities have created a number of favorable mechanisms for youth in education, career, employment, and development of young talents, especially the activities of the Youth Union.

Attention has been paid to educating youth on ideals, revolutionary ethics, cultural lifestyle, and civic awareness, with more than 3,000 dialogue forums with the theme "Youth with the Party, Party with Youth" organized by Party committees at all levels.

JobPromote studying and following Ho Chi Minh's ideology, morality and lifestyleimplemented synchronously. From 2010 to now, the Youth Union at all levels has had 1,186 young people honored for following Uncle Ho's teachings, more than 50 typical examples of winning the Ly Tu Trong award at the provincial and central levels, and 250 typical children as "Good Children of Uncle Ho".

The environment and opportunities for young people to study are being implemented synchronously. The whole province has mobilized and helped tens of thousands of disadvantaged young people to continue going to school and achieve high academic results.

Coordinated support for students to borrow study loans with a total amount of: 235 billion 377 million VND; organized the awarding of 18,495 scholarships with a total value of 5,548 billion VND. Supported poor students to overcome difficulties with a total value of over 10 billion VND; the whole province donated over 100 billion VND to the program "Helping students go to school".

The core role of the Union in building the Youth Union and the Ho Chi Minh Young Pioneers Team has been promoted. The whole province has 3 member organizations, 21 district-level Youth Union Committees, 460 commune-level Union Committees, 3,815 branches, 175 clubs, teams, groups with 531,644 members.

The rate of youth gathering in the organization reached 74.2%. The whole province has trained and introduced 214,362 outstanding union members for the Party to consider admission, of which 55,921 have been admitted to the Party.

Youth movement for economic development and entrepreneurshiphas been promoted through many programs, models, and effective methods. Up to now, the whole province has built more than 1,000 youth economic development models, creating jobs for more than 4,200 workers; developed 21 district-level youth economic development clubs with more than 300 members, 13 cooperative models, and 75 youth cooperative models.

Strengthening and improving the quality of grassroots youth union branches and grassroots youth unions: The Provincial Youth Union Standing Committee has continued to promote the implementation of Resolution 02 of the Central Youth Union Secretariat on "Improving the quality of grassroots youth union organizations" through various forms and measures. The number of promising young cadres in the planning area has been increasing.

At the working session, members of the monitoring delegation and Nghe An delegates together clarified more information about the contents raised by the monitoring delegation such as: Youth ideological orientation work; mechanism for building cultural institutions; mechanism for supporting vocational training, employment, and study; mechanism for coordinating with sectors in implementing policies related to youth, especially youth in ethnic minority areas.

Continue to strengthen the Party's leadership over youth work

Speaking at the working session, Mr. Nguyen Van Thong, Standing Deputy Secretary of the Provincial Party Committee, accepted the quality comments from the working delegation. These are important orientations in continuing to effectively implement the Resolution in the coming time.

At the same time, two recommendations were made: first, Nghe An is a province with large mountainous, remote and isolated areas, accounting for 11/21 districts and towns of the whole province. In this area, the life of the people in general, and the union members and youth in particular, is extremely difficult.

In particular, in mountainous areas, there are very few establishments that attract jobs, forcing young people to choose the path of leaving their hometown to work far away. Therefore, in the coming time, Nghe An hopes that the Central Youth Union will pay attention to strengthening vocational training programs and projects, creating stable jobs for union members and young people in a sustainable way.

Second, regarding the issue of Youth Union cadre work, there are still some shortcomings in the arrangement of positions for Youth Union cadres, especially those who are over the age of majority. That requires new and effective policies to solve this problem.

Concluding the working session, Comrade Nguyen Ngoc Luong, Secretary of the Central Executive Committee of the Youth Union, highly appreciated the timeliness and methodicalness of the Nghe An Provincial Party Committee in implementing Resolution No. 25-NQ/TW. The Action Programs and Plans have been fully and comprehensively implemented. Thanks to that, the work of the Youth Union, youth and children in the province has had remarkable development, the solidarity and gathering of youth has been expanded, and the number of young people who have become members of the Youth Union has increased.

Regarding the two recommendations of Nghe An Provincial Party Committee, the Central Youth Union has acknowledged and will have appropriate implementation solutions in the coming time.

To implement Resolution 25-NQ/TW in the next phase, he hopes Nghe An will pay attention to the requirements set forth in the new situation for the youth force to build and support this core force to meet the increasing demands of the times.
