Vinh University announces the recruitment of civil servants and labor contracts in 2024 as follows:
1. Job position, number of vacancies
The total number of employees and workers needed in 2024 is 56 people. Specifically as follows:
1.1. Recruitment of civil servants
The school recruits 30 staff members, with the following structure:
+ Lecturers: 28 people.
+ High school teachers teaching specialized subjects: 2 people.
1.2. Recruiting lecturers according to attraction policy
The school recruits 7 lecturers according to the attraction policy, specifically the benefits and policies are as follows:
- When working at the school, the school pays the attraction fee for Associate Professors: 150 million VND/person; PhDs: 100 million VND/person;
- Priority given to use 1 room(if required)in the area of the School's dormitory and housing;
- Supported with internet usage, stationery and professional documents, and fixed travel expenses for Associate Professors: 4 million VND/month; PhDs: 2 million VND/month;
- Provided with a laptop for work(can be converted into cash at the rate of 20 million VND);
- Enjoy other regular benefits according to the attraction policy prescribed by the School.
1.3. Recruitment of labor contracts
The school is recruiting 19 labor contracts, with the following structure:
+ Teachers: 5 people (3 preschool teachers and 2 general education teachers).
+ Specialists: 14 people.

2. Recruitment form and content
The school organizes recruitment in the form of examination and reception of civil servants, content and form according to the provisions of law and Regulations on recruitment, use, management of civil servants and employees of Vinh University, specifically in 2 rounds of examination as follows:
2.1. Round 1:Check the application conditions in the Application Form according to the requirements of the job position to be recruited. If they meet the requirements, the candidate will be allowed to participate in round 2. No later than 5 working days after the end of the examination of the conditions and standards of the candidate in round 1, the School will notify the candidate to participate in round 2.
2.2. Round 2:Practice and interview to test knowledge and professional skills of candidates according to the requirements of the job position to be recruited.
- Content: Based on the tasks, standards of professional competence and expertise of the civil servant job title and in accordance with the requirements of the job position to be recruited.
- For candidates applying for teaching/teaching assistant positions, the exam format is teaching/teaching assistant practice and professional expertise according to the requirements of the job position.
+ Candidates prepare 5 teaching periods in advance of the subjects/courses related to the teaching position to be recruited, in which candidates are encouraged to prepare subjects and teaching periods in the form of project-based teaching.
+ The candidate randomly draws 1 of the 5 lessons of the job position that has been prepared and delivers the lesson drawn. Then, continue to directly answer the questions of the Examination Board about the lesson, the duties of the lecturer, the candidate's scientific research ability, the ability to apply information technology, the ability to use foreign languages and other professional and technical skills required of a lecturer.
+ Time: Practical exam within one class period is 50 minutes(Before the practical exam, candidates have no more than 15 minutes to prepare).
- For the remaining positions, the exam format is a direct interview.
+ Candidates prepare in advance the content of 5 professional tasks to meet the job position to be recruited.
+ Candidates randomly draw 1 of the 5 tasks of the prepared job position and answer the drawn content. Then, candidates continue to directly answer the questions of the Examination Board.
+ Time: 30 minute interview(Before the interview, candidates have no more than 15 minutes to prepare, not included in the exam time).
- Score: 100 points.
- No review of round 2 results.
3. Registration standards and conditionsattendrecruitment
3.1. General standards and conditions
a) Applicants must meet all the conditions and standards specified in Clause 1, Article 5, Decree No. 115/2020/ND-CP and the practical requirements of Vinh University, specifically as follows:
People who meet the following conditions regardless of ethnicity, religion, belief, gender, or social status are eligible to apply:
- Be a Vietnamese citizen, have a permanent address in Vietnam;
- Have good moral qualities;
- 18 years of age or older, with full civil capacity;
- Good health;
- Have clear application documents;
At the same time, meet the standards of training, fostering and professional and technical competence of the job title as prescribed.(specified in the Regulations on recruitment, use, and management of civil servants and employees of Vinh University issued together with Resolution No. 07/NQ-HDT dated March 27, 2023 of the University Council)and the specific conditions and standards of each job position to be recruited.(details in the appendix).
b) Applicants must commit in the Application Form to the conditions and standards according to current regulations that have been publicly announced and be legally responsible for copies of diplomas, certificates and other relevant documents when submitting in the application.
c) Subjects not allowed to register for the exam:
- Loss of civil capacity or limited civil capacity;
- Being prosecuted for criminal liability; serving a criminal sentence or decision of the Court; being subject to administrative measures of being sent to a medical facility or educational facility.
- Being disciplined from warning level or higher in other units.
3.2. Specific conditions for applying for the position of lecturer
a) Have a master's degree or higher in the correct field or a field suitable for the required field(priority given to those with a master's degree in the field being recruited).
b) Ability to apply information technology and use foreign languages in performing the tasks of a lecturer.
c) Have pedagogical capacity and scientific research ability.
d) Have good health to meet the requirements of the job position.

3.3. Specific conditions for applying for the position of teaching assistant
a) Have a bachelor's degree or higher appropriate to the job position, industry or teaching major.
b) Have foreign language skills and information technology application skills to meet job requirements.
c) Have good health to meet the requirements of the job position.
d) Meet specific standards for each recruitment position(details in the appendix).
3.4. Specific conditions for applying for the specialist position
a) Have a bachelor's degree or higher in a field or major appropriate to the industry or field of work.
b) Have good health to meet the requirements of the job position.

3.5. Cases considered for admission to civil service
Based on the conditions for registering for civil servant recruitment and the requirements of the job position to be recruited, Vinh University considers and decides to accept civil servant positions for cases that meet the standards and conditions of the job position, specifically as follows:
a) A person with 5 years or more of work experience, currently doing professional work suitable for the job in the expected job position at an agency, organization or unit established in accordance with the provisions of law.
b) A person who used to be a cadre, civil servant or public employee, and was then transferred by a competent authority to work at another agency, organization or unit, but still does work suitable for the expected job position.
c) People with a doctorate degree or higher (recognized by a competent authority as prescribed) currently working at educational training and scientific research institutions abroad or at foreign educational training and scientific research institutions with headquarters or branches established in Vietnam, with a training major suitable for the job position to be recruited and with at least 3 years of work experience in professional and technical work suitable for the job in the expected job position.

- A self-written CV certified by a competent authority within 06 months from the date of application submission;
- Notarized copies of diplomas and transcripts as required for the position applied for; In case diplomas and transcripts are issued by foreign training institutions, they must be notarized and translated into Vietnamese and recognized by the Ministry of Education and Training;
- Notarized copies of foreign language and computer certificates issued by competent training institutions(if any);
- Health certificate issued by a competent medical facility at district level or higher within 6 months;
- Copy of Birth Certificate; Notarized copy of citizen identification card or identity card;
- Notarized copies of certificates of merit, certificates of merit and certificates of policy enjoyment, certificates of priority(if any);
- 4 photos 4 x 6cm(taken within the last 6 months).
4.2. Application fee
Recruitment expenses are implemented according to the provisions of Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Ministry of Finance stipulating the collection rates, collection, payment, management and use of recruitment fees, examination fees for promotion and rank promotion of civil servants and public employees.
The application fee for candidates is 500,000 VND/candidate.
5. Time and place for receiving documents
- Application submission period: From September 27, 2024 to October 27, 2024.
