The police have just transferred the case file, requesting the People's Procuracy to prosecute Coc Thi Hoi and two accomplices for the crime of 'child trafficking'.

On December 4, Quang Ninh Provincial Police said that the unit had just completed the Investigation Conclusion and transferred it to the People's Procuracy at the same level to prosecute the defendants Coc Thi Hoi (born in 1997), Luong Van Soi (born in 1988, both in Ky Son district, Nghe An province) and Dang Thi Kim Tho (born in 1982, in Tam Binh district, Vinh Long province) for the crime of "Buying and selling children".

10 children who are victims of cross-border child trafficking are being raised at the Center for Protection of Children in Special Circumstances in Quang Ninh Province.

According to the police records, around the end of June 2016, Ms. Moong Thi Van (born in 1987, in Bao Nam commune, Ky Son district, Nghe An province), gave birth to a baby girl (her fourth child) at the district General Hospital. After giving birth, due to economic difficulties and not being able to raise the child, and also because of fear of being fined for unplanned childbirth, Ms. Van discussed with her husband, Ven Van La (born in 1985), to find someone to give the child up for adoption.

Mr. La searched and asked Luong Van Soi to find someone to sell the baby. Soi immediately agreed because she had the idea of finding someone who could take the baby to China to sell it for a good price. Then Soi remembered that Coc Thi Hoi had just returned from China to visit her parents (Hoi got married and lived in China), so she called Hoi to tell him that Mr. La and his wife were looking for someone to take their baby to China to sell. Seeing that she could make a profit from this deal, Hoi accepted.

Then Soi went to Mr. La's house where Mr. La agreed to let his daughter be adopted but on the condition that he had to give the couple 50 million VND for a blessing. After receiving Hoi's consent, Soi agreed to Mr. La's conditions. At the same time, she gave Mr. La Hoi's phone number so that the two sides could contact each other.

On June 10, Mr. La and his wife brought their newborn daughter to Muong Xen town to meet Hoi. To be safe, Hoi asked Mr. La and his wife to take a bus to Vinh city, where Hoi received the baby and then took a bus straight to Mong Cai city right after.

On June 12, Hoi arrived in Mong Cai and rented a room at Thien Huong motel (in Ka Long ward). However, because he had not found a place to sell the baby and had run out of money, Hoi asked for help from Dang Thi Kim Tho (who lived near Hoi's house in China). Because she was returning to Vietnam to visit her family, Tho told Hoi to wait for her to arrive and then take her to sell the baby.

In the early morning of June 13, Tho arrived in Mong Cai, where Tho discussed with Hoi about taking the baby to China to sell for about 40,000 NDT. True to their word, at 7am the same day, the two of them took the baby and took a motorbike taxi to Vang Lay wharf (Mong Cai City) to illegally cross the border to China, but were arrested by Mong Cai City Police. Afterwards, both of them were prosecuted and detained.

On August 2, Soi turned herself in. At the police station, Soi also confessed that because Hoi promised her that when the job was done, he would give her 20 million VND, she was eager to participate.
