From 0:00 on July 19, Vinh City applies Directive 19 of the Prime Minister.

On July 18, the Provincial People's Committee issued Decision No. 2487/QD-UBND on stopping social distancing according to Directive No. 15/CT-TTg dated March 27, 2020 of the Prime Minister on drastically implementing the peak period of Covid-19 prevention and control, switching to implementing measures to prevent and control Covid-19 according to Directive No. 19/CT-TTg dated April 24, 2020 of the Prime Minister on continuing to implement measures to prevent and control Covid-19 in the new situation for Vinh city, Nghe An province.

In addition, continue to temporarily suspend some non-essential services according to regulations in Official Dispatch No. 2732/UBND-VX dated May 6, 2021 of the Provincial People's Committee.

Authorization of the Chairman of Vinh City People's Committee: Pursuant to Decision No. 2686/QD-BCĐ dated May 31, 2021 of the National Steering Committee for Covid-19 Prevention and Control on promulgating Regulations on assessing the level of risk and corresponding administrative measures in the prevention and control of Covid-19 epidemic to propose additional solutions suitable to the actual situation in the area.

Previously, on July 17, Vinh City People's Committee sent Document No. 4688/TTr-UBND to the Provincial People's Committee requesting to stop implementing Directive 15 and switch to implementing Directive 19 of the Prime Minister in the city.

Vinh City People's Committee said that up to now, the Covid-19 epidemic in the city has been basically controlled. Since July 5, the city has not recorded any new infections in the community.

The move to implement Directive 19 to gradually loosen business and service activities, achieving the "dual goal" of both preventing and fighting the epidemic and developing the socio-economy; especially gradually stabilizing jobs, income, and life for the people and production, business, and service activities of establishments and enterprises.

During the implementation of Directive 19, Vinh City will continue to apply and deploy strong measures to prevent and combat the Covid-19 epidemic in the area. In addition, the city also issued a list of types of temporary suspension of operations and businesses, but must include conditions when implementing Directive 19, in accordance with the characteristics of the city.

The most important measure that Vinh city focuses on implementing is to strictly manage and control citizens from other provinces when they come to and return to Vinh city. Directing a general review, statistics, and verification of households in the area with relatives currently living, working, and studying abroad and in other provinces, especially localities with complicated epidemic developments, to monitor and supervise their health when they return to reside in the city.

Continue to maintain the operation of epidemic prevention and control checkpoints at Ben Thuy 1 Bridge, Vinh Station, Vinh Airport to strictly control people from other provinces returning to reside in the city.

Direct the strict implementation of epidemic prevention measures according to Directive 19/CT-TTg. Strengthen inspection activities and strictly handle people and organizations that do not strictly comply with the provisions of Directive 19/CT-TTg.

Organize inspection and strict control of industrial clusters, industrial zones and markets in the city at high risk, especially Vinh market and Wholesale market.

Continue to implement measures to isolate, trace, and quarantine Covid-19 cases, determined not to have new infections in the community, and strictly control the disease to prevent it from spreading in the area.

Focus on directing wards, communes, agencies, organizations, units, blocks, hamlets, and residential groups to build a "self-management" model for epidemic prevention and control, implementing the "4 on-site" motto; Launch a movement for the whole population to participate in epidemic prevention and control; put the community Covid Team system into strong, practical, and effective operation.

Strengthen patrol and inspection activities to promptly detect and strictly handle violations of regulations on Covid-19 prevention and control.
