From August 15, temporary residents are also allowed to register vehicles.
According to Circular 24/2023/TT-BCA, people will officially be able to register their vehicles at their temporary residence from August 15, 2023.

Currently, according to Article 3 of Circular 58/2020/TT-BCA (amended by Circular 15/2022/TT-BCA), vehicle owners are only allowed to register their vehicles at their place of permanent residence.
According to Clause 2, Article 3 of Circular 24/2023/TT-BCA (effective from August 15, 2023), vehicle owners who are organizations or individuals with headquarters and residence (permanent or temporary residence) in a locality must register their vehicles at the vehicle registration agency in that locality; except for the case specified in Clause 14, Article 3 of this Circular.
Thus, people can officially register vehicles at their temporary residence from August 15, 2023.
On the other hand, also according to Clause 1, Article 11 of the 2020 Law on Residence, a citizen's place of residence includes permanent residence and temporary residence.
Article 4 of Circular 24/2023/TT-BCA stipulates the vehicle registration authority as follows:
(i) The Traffic Police Department registers vehicles of the Ministry of Public Security; cars of agencies and organizations specified in Appendix No. 01 issued with this Circular; cars of diplomatic missions, representative agencies of international organizations in Vietnam and cars of foreigners working in such agencies.
(ii) The Traffic Police Department registers the following types of vehicles (except for the types of vehicles in i):
- Automobiles, tractors, trailers, semi-trailers and vehicles with similar structures to automobiles (hereinafter referred to as automobiles) of organizations and individuals with headquarters or residence in districts or cities under centrally run cities; cities, counties and towns under provinces where the Traffic Police Department is headquartered;
- Automobiles registered with license plates winning at auction; first-time vehicle registration for vehicles confiscated according to the provisions of law and motorbikes with a cylinder capacity of 175 cm3 or more of local organizations and individuals;
- Automobiles; motorbikes, scooters (including electric motorbikes) and vehicles with similar structures to motorbikes (hereinafter referred to as motorbikes) of foreign organizations and individuals, including local consular agencies.
(iii) The police of districts, towns, cities under provinces and centrally run cities (hereinafter referred to as district-level police) registers the following types of vehicles: automobiles; motorbikes of domestic organizations and individuals with headquarters and residence in the locality (except for the types of vehicles specified in i, ii, iv).
(iv) Commune, ward and town police (hereinafter referred to as commune-level police) shall carry out vehicle registration (except for cases i and ii) as follows:
- Commune-level police of districts and towns of centrally-run cities register motorbikes of domestic organizations and individuals with headquarters and residence in the locality;
- Commune-level police of districts, towns and cities under the province (except for commune-level police where the Traffic Police Department, District, Town and City Police are headquartered) with the number of new registrations of 150 vehicles/year or more (average in the last 3 years) carry out registration of motorbikes of domestic organizations and individuals with headquarters and residence in the locality.
(v) For special areas, based on the actual situation of the number of registered vehicles, the nature of the area, and geographical distance, the Director of the Provincial Police Department shall agree with the Traffic Police Department to decide on vehicle registration organization as follows:
- For communes with less than 150 newly registered motorbikes per year, the commune-level police will directly register the vehicles or assign the district, town, city police or commune-level police that have been assigned to register vehicles to organize vehicle registration in clusters;
- For communes with a number of vehicles exceeding the registration capacity of the commune-level police, in addition to the commune-level police directly registering vehicles, the district, town, city police, and adjacent commune-level police that have been assigned to register vehicles can be assigned to support the organization of vehicle registration in clusters for domestic organizations and individuals with headquarters and residence in the area.
(vi) The vehicle registration authority is responsible for ensuring facilities and arranging convenient locations to receive and process vehicle registration records and procedures, and giving priority to receiving and processing vehicle registration procedures on the public service portal.
The vehicle registration location must have a map, a schedule for receiving people, a name plate of the vehicle registration officer, seats, parking space, a suggestion box, and publicly post regulations on vehicle registration procedures, vehicle registration fees, violations, and penalties for violations of vehicle registration regulations.
