In any era, without excellent leaders, especially high-ranking officials, a country will find it difficult to survive and develop.
In any organization, field, locality and level, if there is a talented leader who is trusted by everyone, the work is guaranteed to be 60-70% successful. To be fair, those leaders must really be outstanding leaders and managers of the country, locality, industry and field.
Saying this is to show that in principle, a position is something that society assigns to one to do work, to serve society. Those who meet the standards will sit down to work, those who do not will step aside. Those who sit down and cannot do the job will resign, those who are corrupt will be dismissed.
Former Secretary of Hoi An City Party Committee Nguyen Su said: "Position is not a private property" which is really reasonable. And he asked for early retirement to make room for young cadres.
Because he believes: “The future of the country lies in the hands of the young. Society needs a mechanism to promote and use them. But the young must rise on their own two feet. Do not use corrupt policies to arrange your relatives and children into the apparatus. If you put incompetent people into the apparatus, in the future they will destroy this country.”

However, the work of selecting and arranging young cadres in some places makes people worried. Position has become a privilege, a benefit, a privilege for many people. It is not without reason that people try to lobby and bribe to get promoted. The two words "position is not a property" are true. But position, especially high positions, important positions in some "colorful" fields, will give birth to "property".

Having just graduated from university a few years ago and worked in a government agency for a few years, let's ask your children what they have studied, worked, and achieved to climb so high and quickly to the rank of department director, to head or deputy head of this or that department.
A 5-month provincial party secretary in the Central region voluntarily withdrew before the congress to put his 5-month-old son, a deputy director, in the director's chair. Then there was a minister who used his transfer strategy to turn a weak official, who ran a business with losses of thousands of billions of dong, into a talented person, introduced him to the local party committee, climbed to the position of provincial vice chairman and almost became a congressman...
That minister had an “unsafe landing”, had to receive Party discipline, was severely criticized by the National Assembly in a resolution before the entire people, and had his former ministerial status revoked by the Government. That is the price to pay for those who disregard discipline, corrupt policies, and consider their positions as their property and privileges.
People and party members know all about these types of transfers, appointments, and promotions of children and factions under the guise of valuing talent and rejuvenating officials. Only those who try to get away with it pretend not to know.
