On December 20, Binh Thanh District Police issued a decision to suspend Lieutenant Pham Thai Vinh - a police officer of Ward 17, Binh Thanh District (recently transferred from Nghe An Provincial Police to Ward 17 Police, Binh Thanh District, Ho Chi Minh City about a year ago) for extorting property from Mr. CHĐ (from An Giang) in Binh Thanh District. On the same afternoon, the Director of Ho Chi Minh City Police also signed a disciplinary decision to strip Lieutenant Pham Thai Vinh of his People's Police title.
On December 21, the Ho Chi Minh City Police Investigation Agency issued decisions to prosecute the case, prosecute the accused and execute temporary detention orders against Pham Thai Vinh and Nguyen Hoang Minh (residential cadres managed by the Police of Ward 17, Binh Thanh District) for the act of "extortion of property". Previously, Mr. CHĐ, a student studying at the Ho Chi Minh City Tourism School, asked the press for help about the incident of being asked for money by some police officers of Ward 17, Binh Thanh District. After investigation, Ho Chi Minh City Police determined that on the evening of December 17, Đ was driving a motorbike on Xo Viet Nghe Tinh Street, from Binh Thanh District to the center of District 1, when 6 people forced him to ride and took him to the police station. After checking, Đ found a knife in his bag. Đ explained that the knife was for his culinary studies, but the people in the working group kept threatening him, threatening to put him in jail and threatening to fine him 10 to 15 million VND for possessing weapons.
Fearing that his family would find out, D tried to arrange for the money but did not have enough cash. Then, D was asked to leave his motorbike and return at noon on December 18 to pay the money. Not stopping there, two of these people asked him to write a paper to sell the motorbike to a person named Nguyen Hoang Minh. Fearing that D had written a paper to sell his motorbike for 15 million VND. And before leaving, the group said that if he did not bring the money on time, he would lose his motorbike. On the morning of December 18, when D contacted to ask for his motorbike back, the person working there, Lieutenant Pham Thai Vinh, told him that he had to pay the full 10 million VND.
This incident was reported by the press, then the Ho Chi Minh City Police Inspectorate stepped in to clarify. On the afternoon of December 18, when D contacted, Lieutenant Vinh made an appointment to meet at the Hang Xanh roundabout to hand over the money and get the car back. However, Vinh then told the neighborhood guard Nguyen Hoang Minh to bring the car to the meeting point and get the money, but was arrested by the Ho Chi Minh City Police working group.
