Mr. Chvarkov said Moscow sees information and communication technologies as tools used by the West in its campaign against Russia's sovereignty, political independence and territorial integrity.
He emphasized:
"An open information war is being waged against Russia. Influencing the population, especially the youth, with information that undermines historical traditions, spirit and patriotism on the front of defending the Fatherland are the main military threats."
Earlier in December 2015, Kremlin spokesman Dmitry Peskov confirmed that the global information war "has been going on for a long time."
Russian Foreign Minister Sergei Lavrov also warned the United Nations Security Council in February 2015 that escalating information warfare "has seriously poisoned" the international environment by taking advantage of mass media, the Internet and social networks./.
