Nghe An Provincial People's Committee has just issued a document on overcoming shortcomings and limitations in the work.administrative reform(CCHC) first quarter of 2022.

The document clearly stated that, with the attention and direction of the Provincial Party Committee, the active participation of all levels, sectors and units in the province, the administrative reform (AR) work in the first quarter of 2022 of our province has achieved some outstanding results such as: Timely issuance of documents directing the work (AR) deployed to agencies and units; the activities of the Provincial Public Administration Service Center, the One-Stop-Shop at district and commune levels have been put into order, the quality of service has been increasingly improved to meet the requirements of handling administrative procedures (AP) of organizations and individuals; sectors and localities continue to review and arrange the organizational apparatus according to regulations; The document management and administration system of Nghe An province VNPT-Ioffice operates stably and creates favorable conditions for the circulation and processing of documents to serve work management more promptly and effectively; Level 3 and 4 online public services are gradually being exploited and used more effectively; the rate of records received and processed online is increasing...

However, in addition to the achieved results, administrative reform work in the first quarter of 2022 still has some shortcomings and limitations that need to be promptly overcome, such as: The issuance of legal documents at the People's Council and People's Committee at the district level still has errors in terms of format and authority; The public disclosure of administrative procedures at some units is incomplete and not in accordance with regulations; The review and cleaning of data on handling administrative procedure records on the Provincial Administrative Procedure Information System has not been paid attention to by agencies and units, leading to a large number of reports on the status of handling late administrative procedure records on the System;

Some agencies and units have not apologized to organizations and individuals as prescribed for cases of late processing of documents; Some agencies and units have not focused on leading and directing digital transformation, have not paid due attention to the use of the official email system, and have not updated news and information on the Portal/Website. The organizational structure of some agencies and units is not really streamlined and the arrangement is not really reasonable.

The initiative, work efficiency, sense of responsibility, administrative discipline, and public ethics of a number of cadres, civil servants, and public employees are still not good. There are still cases of civil servants and public employees violating the law to the extent that they have to initiate cases, be temporarily detained, investigated, and tried. The implementation of the autonomy mechanism of a number of agencies and units is still confusing, the application of information technology is not synchronous, high-level public services are not effective, and the progress of digital transformation in state agencies in a number of units has not met the requirements.

To overcome the above limitations and continue to effectively carry out the key task in 2022: Focusing on digital transformation in state agencies of Nghe An province, the Provincial People's Committee requests:

1. Provincial Departments, branches and sectors; People's Committees of districts, towns and cities:

- Heads of agencies and units continue to closely direct and synchronously organize the implementation of solutions to detect, handle and prevent harassment and inconvenience in handling work within the scope of assigned state management; strengthen the direction, inspection and urging of administrative reform implementation in agencies, units and localities under their management; ensure that plans/tasks are deployed promptly and on schedule.

- Proactively and actively review institutional shortcomings and problems. Improve the quality of consultation on the promulgation of legal documents to ensure constitutionality, legality, and correct procedures for promulgating legal documents, and overcome errors in the format and authority to promulgate legal documents, especially at the district level.

- Regularly review, update, publicly post, fully and in accordance with regulations, the announced administrative procedures at the Provincial Public Administration Service Center and at the One-Stop Departments at all levels to create favorable conditions for organizations and individuals in transactions, handling administrative procedures and monitoring implementation.

- Focus on directing the implementation of handling backlogs and slow-to-process files currently on the Provincial Administrative Procedure Information System. Resolve files and administrative procedures for organizations and individuals as quickly as possible, ensuring the requirements of "fast, correct, and effective". Strictly implement the regulations on apologizing to organizations and individuals for files that are overdue for processing, and publicly post the apology on the Portal/Website of agencies, units, and localities.

- Promote the application of information technology to improve the effectiveness of administrative reform; direct relevant departments to clean up and completely handle inaccurate data of sectors and units on the Provincial Administrative Procedure Information. Increase the use of the official email system, regularly provide and update documents on the Portal/Website of units and localities.

- Continue to implement the objectives, contents and tasks identified in Decision No. 942/QD-TTg dated June 15, 2021 of the Prime Minister approving the Strategy for e-Government Development towards Digital Government for the 2021-2025 period, with a vision to 2030; Review and supplement the legal framework for building digital governments at all levels (if necessary). Strongly implement digital transformation, focus on developing information technology infrastructure, network environment, sharing provincial data, ensuring good network safety and security, building and developing specific systems of units and localities. Implement and effectively exploit the Nghe An Provincial Reporting Information System. Step by step build and develop the Smart Urban System, in which priority is given to developing services to solve urgent social problems in urban areas, especially in Vinh City and key towns and regions.

2. Provincial People's Committee Office:

Direct the Provincial Electronic Information Portal to take the lead in guiding departments, branches and localities to review and promptly handle inaccurate data information on the Provincial Administrative Procedure Information System. To be completed before May 25, 2022.

Requesting Directors of Departments; Heads of provincial-level Departments and branches; Chairmen of People's Committees of districts, cities and towns and Heads of relevant agencies and units to seriously implement the above contents, report the implementation results to the Provincial People's Committee (through the Department of Home Affairs for synthesis) in the periodic administrative reform report for consideration, adjustment and direction of implementation in the coming time./.
