Nghe An Provincial People's Committee solicits comments on regulations on support levels for the Trade Promotion Program

On the afternoon of November 9, under the chairmanship of comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Nghe An Provincial People's Committee held a meeting to listen to and give opinions on the draft decision to replace Decision 34/2016/QD-UBND dated April 21, 2016 of the Provincial People's Committee promulgating regulations on the content, support level and management and use of funds to implement trade promotion programs in the province.

Decision 34/2016/QD-UBND dated April 21, 2016 of the Provincial People's Committee promulgating regulations on the content, support levels, management and use of funds to implement trade promotion programs has been implemented, creating a legal basis for the management and use of trade promotion funds in the area.

However, recently the Government and the Prime Minister have issued legal documents with many new contents related to the field.trade promotionneed to be done locally.

Therefore, the provisions on the procedures for developing, appraising, granting and managing funds to support trade promotion programs as stipulated in Decision No. 34 are no longer suitable. Their replacement is necessary and in accordance with current legal regulations.

Accordingly, the Draft Decision regulating the content, support level and management and use of trade promotion funds in Nghe An province has 3 chapters and 14 articles. The program implementing units include:Department of Industry and Trade, Center for Investment, Trade and Tourism Promotion of Nghe An province.

Proposed support activities include: Organizing and participating in trade fairs and exhibitions abroad; Organizing fairs and exhibitions in Nghe An for export products; Organizing trade delegations abroad; Hiring domestic and foreign experts for consultation.Product Development, improve product quality, develop foreign trade, penetrate foreign markets.

The draft also proposes support amounts for organizations operating, specifically classified and detailed according to the corresponding levels in the list of activities when the trade promotion program takes place.

After listening to comments from departments, branches and localities, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh said that the drafting agency, the Department of Industry and Trade, needs to absorb and re-present the layout, avoid duplication and confusion; review to combine articles with corresponding content, and the viewpoint is that it must be detailed, concise and easy to understand.

The Standing Vice Chairman of the Provincial People's Committee also suggested that the Department of Industry and Trade should separate the subjects and not make general regulations, because each subject will have different activities, the environment and promotion locations cannot be the same. Most importantly, the development of a plan to support the Program to promote trade must closely follow the Resolution of the 19th Provincial Party Congress, so it is necessary to study and present the draft again.
