(Baonghean.vn) - Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that in order to ensure the attractiveness when attracting investors to invest in industrial parks in the Southeast Economic Zone, adjusting land rental prices is extremely necessary and suitable to the practical situation of many provinces and cities across the country.

On the afternoon of November 11, continuing the thematic meeting, the Provincial People's Committee listened to and commented on 11 draft Resolutions before submitting them to the Provincial People's Council for consideration and approval.

ISSUANCE OF INDUSTRIAL LAND PRICE LIST

The Provincial People's Committee listened to the Department of Natural Resources and Environment report on the draft Resolution of the Provincial People's Council amending and supplementingLand price list in Nghe An provinceperiod from January 1, 2020 to December 31, 2024 (land price of industrial parks in the Southeast Economic Zone).

For the land price of industrial parks in the Southeast Economic Zone in the period of 2020 - 2024, including: Nam Cam, Dong Hoi, Hoang Mai 1, VSIP and WHA, it has been approved by the Provincial People's Council in Resolution No. 19/2019/NQ-HDND dated December 12, 2019. The land price list is issued according to the location of roads in the industrial park or adjacent to the industrial park.

However, this method of calculating land prices has the limitation of not ensuring fairness in rental prices among investors in the same industrial park and is not convenient for looking up and applying when investors want to find out land rental prices.

To overcome the above limitations, to facilitate the implementation of investment attraction in the coming period, the construction, amendment and supplementation of the industrial park land price list inSoutheast Economic Zone2020 - 2024 period in the direction of regulating the average price for industrial parks in the Southeast Economic Zone.

The amendment and supplement of the industrial park land price list aims to encourage and facilitate domestic and foreign enterprises to invest in projects in industrial parks in the Southeast Economic Zone. Overcoming limitations and inheriting advantages in the process of organizing and implementing the land price list in the previous period.

According to Chairman of the Provincial People's Committee Nguyen Duc Trung, in order to ensure the attractiveness when attracting investors to invest in industrial parks in the Southeast Economic Zone, adjusting land rental prices is extremely necessary and suitable to the practical situation of many provinces and cities in the country.

This price is considered based on many reference factors, so that investors can offset infrastructure investment costs. And thereby, help industrial park infrastructure investors such as VSIP, WHA, Hoang Thinh Dat... to attract more projects.

In addition, after calculating this price adjustment, comparing the expected reduction in land rental revenue with investment attraction, the province benefits a lot. This price has also been calculated to compensate for the costs that the province must pay for compensation for site clearance. For now, only the adjustment of industrial park land rental prices in the Southeast Economic Zone will be applied.

REWARDS FOR DISTRICTS AND COMMUNES THAT MEET NTM STANDARDS

At the meeting, the Provincial People's Committee also listened to the Department of Agriculture and Rural Development present a draft Resolution regulating a number of support policies innew rural constructioni in Nghe An province, period 2021-2025.

According to the draft, the province will support district-level units that register and commit to completing tasks/meeting new rural standards with 5,000 tons of PCB40 cement/unit. District-level units that register and commit to completing tasks/meeting advanced new rural standards will be supported with 7,000 tons of PCB40 cement/unit.

For communes in 10 mountainous districts, including: Ky Son, Tuong Duong, Con Cuong, Que Phong, Quy Chau, Quy Hop, Tan Ky, Anh Son, Thanh Chuong and Nghia Dan that register and commit to meeting new rural standards will be supported with 2,800 tons of PCB40 cement/commune. Communes in the remaining districts will be supported with 2,000 tons of PCB40 cement/commune. Communes that register and commit to meeting new rural standards will be supported with 2,800 tons of PCB40 cement/commune.advanced new rural standardswill be supported with 1,000 tons of PCB40 cement/commune.

For villages/hamlets in mountainous communes in Region III and villages/hamlets in 27 border communes that have registered and committed to participating in building villages/hamlets that meet new rural standards with a support level of 150 tons of PCB40 cement/hamlet (no support for villages/hamlets in communes that have registered to meet new rural standards).

According to the draft, district-level units that meet the New Rural standards will be rewarded 2 billion VND/district. Towns that complete the task of building New Rural areas will be rewarded 1.5 billion VND/town.

District-level units that complete tasks/meet advanced new rural standards will be rewarded 3,000 million VND/unit. District-level units that complete tasks/meet model new rural standards will be rewarded 4,000 million VND/unit.

For commune level, when reaching new rural standards, the reward is 500 million VND/commune; when reaching advanced new rural standards, the reward is 600 million VND/commune; when reaching model new rural standards, the reward is 700 million VND/commune.

After the Provincial People's Committee approved the draft Resolutions, Comrade Nguyen Duc Trung - Chairman of the Provincial People's Committee requested the departments and branches to absorb the opinions of the Provincial People's Committee members, complete the draft Resolutions to submit to the Provincial People's Council for consideration and approval in the next session.

Also at the meeting, the Provincial People's Committee listened to and approved the drafts, including: Draft Resolution of the Provincial People's Council on changing the purpose of using rice-growing land, protective forest land, and special-use forest land; Draft Resolution of the Provincial People's Council approving the list of projects in the province that need land recovery as prescribed in Clause 3, Article 62 of the Land Law; Draft Resolution of the Provincial People's Council on policies to support the implementation of the One Commune One Product (OCOP) Program; Draft Resolution of the Provincial People's Council on solutions to eliminate poverty for poor households with members who are policy beneficiaries of people with meritorious services to the revolution in Nghe An province; Draft Resolution of the Provincial People's Council on assigning the Provincial People's Committee to decide on investment policies for a number of group C projects; Draft Resolution of the Provincial People's Council on naming streets in Thanh Chuong town, Thanh Chuong district, Nghe An province; Draft Resolution of the Provincial People's Council on naming streets in Tan Ky town, Tan Ky district, Nghe An province; Draft Resolution of the Provincial People's Council on a number of policies to reward cultural titles in the movement "All people unite to build a cultural life" in the province for the period 2021-2025; Draft Resolution of the Provincial People's Council on policies to support the construction of grassroots cultural and sports institutions in the province until 2025.
