The Provincial People's Committee requested to speed up the progress of site clearance for the Quynh Luu-Quy Hop 110 kV transmission line renovation project.

The Quynh Luu - Quy Hop 110 kV transmission line renovation project has a total length of nearly 62 km, passing through 4 localities, including Quynh Luu, Nghia Dan, Quy Hop and Thai Hoa town. The project started on July 20, 2018. According to the report of the Northern Power Corporation, up to now, this project is 1 year behind schedule.
At the meeting, the Northern Power Corporation, a number of relevant departments and branches of the province and a number of localities where the project passes through clarified the difficulties as well as specific responsibilities from both sides, the investors and the localities have not really taken drastic action.

The biggest problem now is that some locations have not yet achieved consensus from the people to conduct land inventory and compensation payments for land clearance, or there are some overlapping areas, and problems in determining the origin of the land...
In addition, although the Provincial People's Council has issued a Resolution on converting forest land area to serve the project; however, up to now, the investor has not yet actively coordinated with relevant departments and branches to complete the procedural documents to submit to the Provincial People's Committee for a decision on converting the purpose of forest land use as a basis for clearing 14 hectares of forest.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa emphasized that the project to renovate the 110 KV Quynh Luu - Quy Hop line aims to improve the quality and safety of the transmission system and improve the quality of the power grid in the province; therefore, the viewpoint of the Provincial People's Committee, departments and branches absolutely support the mechanisms to remove obstacles for the project.
The Vice Chairman of the Provincial People's Committee also directed and assigned responsibilities to each sector and locality. Specifically, the Department of Agriculture and Rural Development needs to guide the investor to complete and submit procedures for the Provincial People's Committee to issue a decision to change the purpose of forest land to implement the project.
For Quynh Luu district, promote the issuance of a decision approving the compensation plan for site clearance, complete the inventory records, and protect the project construction.

For Thai Hoa town, it is necessary to reorganize the Compensation and Site Clearance Board; at the same time, the political system must get involved to propagate, mobilize, and explain to people affected by the project about the policy mechanism so that people support the project; in case of intentional non-compliance, carry out compulsory counting, pay compensation for site clearance, and protect the project construction.
Vice Chairman of the Provincial People's Committee Le Ngoc Hoa also requested the project investor to closely coordinate with the four hydropower companies to ensure a suitable power outage schedule, both ensuring the project's construction progress and not greatly affecting the production and business results of the hydropower plants during the peak water storage period.
In addition, comrade Le Ngoc Hoa also reminded hydropower companies to pay attention to plans to proactively store and release water to ensure safety for downstream areas, especially during the upcoming storm season.
