Accordingly, in Official Dispatch No. 85 dated July 5, 2017 of the Party Committee of the Provincial People's Committee sent to the Standing Committee of the Provincial Party Committee signed by Vice Chairman of the Provincial People's Committee Huynh Thanh Dien, it clearly stated: Currently, the Provincial People's Committee has delegated to the Vinh City People's Committee to implement a number of contents in the fields of planning, construction investment and culture.

Accordingly, in the field of planning and construction investment, the Provincial People's Committee assigned the Vinh City People's Committee to approve the tasks and detailed urban planning projects for: Planning of dividing residential land plots to serve land allocation, land auctions and planning of resettlement areas (residential); Planning of dividing residential land plots for on-site resettlement to resolve old collective housing areas in Vinh City.

Detailed planning for construction of social infrastructure works, technical infrastructure at commune and ward levels located in areas with approved planning at scale of 1/2,000, 1/5,000 or new rural construction planning, including: Offices of Party Committees, People's Councils, People's Committees at commune level and cooperatives; district-level markets, medical stations, junior high schools, primary schools, kindergartens; cultural centers, cultural houses, green sports areas; cemeteries, centralized waste collection points, parking lots, water pumping stations, transformer stations.

Vinh City People's Committee is also authorized to plan construction projects in industrial clusters managed by the City People's Committee whose master plans have been approved by the Provincial People's Committee; Adjust the planning of dividing residential land plots to merge land plots with an area of ​​less than 750m2 after merging.²Ensure that basic planning and architectural parameters comply with construction planning and management regulations according to approved detailed planning projects.

The Provincial People's Committee also delegated authority to the Vinh City People's Committee to issue construction permits for all projects in the city (except for religious projects; historical and cultural relics, monuments, ranked paintings, and construction works of level II or higher).

The Chairman of Vinh City People's Committee is authorized to decide on investment projects using the provincial budget under 15 billion VND for group B and group C projects managed by the provincial level;

Vinh City People's Committee is also responsible for inspecting and managing the quality of construction works in which the City People's Committee is the investor or decides to invest in the area.

In the cultural field, the Provincial People's Committee has delegated authority to the Vinh City People's Committee to grant karaoke operating licenses to karaoke businesses and advertising licenses in the city.

Previously, on October 17, 2016, during the working session of the Provincial Party Standing Committee with the Vinh City Party Standing Committee, the locality proposed to the province on specific mechanisms and decentralization for the city related to planning, construction licensing, urban management; construction project investment management; regular revenue and expenditure; capital mobilization for development; culture - society; personnel work, apparatus organization; Party building work.

At this meeting, Provincial Party Secretary Nguyen Dac Vinh also emphasized the point of view: The contents within the authority of the Provincial People's Committee are requested to be reviewed by the Provincial People's Committee and whatever can be done should be delegated to the city.

Any issues that are within the legal regulations and authority of the Government, if piloted, will be assigned to the pilot city; for issues that are not piloted, Vinh city is requested to gather and make recommendations to the provincial National Assembly delegation to make recommendations to the Central Government./.
