Congestion of goods at the two border crossings of Keng Du and Xieng Tren
(Baonghean.vn) -That is the reality mentioned in the meeting to listen to and give opinions on the results of the survey and assessment of the two border openings Keng Du and Xieng Tren (Ky Son) which took place on the afternoon of September 6.

The Keng Du border opening in Keng Du commune (Ky Son) and the Xieng Tren opening in My Ly commune (Ky Son) were opened according to Decision No. 1736/QD-UBND dated May 18, 2004 of the People's Committee of Nghe An province.
In recent times, the two border openings have created conditions for residents in the Vietnam - Laos border area to promote the exchange of goods, contributing to the development of friendly neighborly relations, promoting economic exchanges, services, trade in rural areas, import and export of goods and strengthening national defense and security in border areas.

However, currently, import and export activities at these two openings still have some problems related to the implementation of administrative procedures, so customs clearance cannot be carried out.
Along with that, some sections of the road from Laos through the two openings were severely damaged by floods and have not been repaired, causing a large backlog of goods for many businesses wanting to import to Vietnam, with the risk of serious damage if the deadline allowed by the Lao Government is exceeded.
Faced with the above situation, Ms. Vo Thi An - Deputy Director of the Department of Industry and Trade proposed to the Provincial People's Committee a number of solutions to facilitate the purchase, sale and exchange of import and export goods of businesses and people of the two provinces of Nghe An - Xieng Khouang.

Specifically, it is recommended that the Provincial People's Committee direct the Border Guard, Provincial Customs, Plant Quarantine Station and relevant units to facilitate the shipments with full procedures that have been cleared by the Lao side. In particular, it is necessary to invest in completing the infrastructure, specifically the goods gathering area, offices for functional forces, and monitoring equipment to serve the trade activities through the opening.
Speaking at the meeting, comrade Le Xuan Dai emphasized the importance of the two border crossings Keng Du and Xieng Tren in the issue of customs clearance of goods between Nghe An and Xieng Khouang provinces.
At the same time, direct the Department of Industry and Trade and the Provincial Border Guard Command to coordinate with relevant agencies and units to remove barriers and create favorable conditions for businesses to import and export goods.

Along with that, it is necessary to urgently build and complete the infrastructure of secondary border gates and openings to maximize efficiency; continue to closely monitor the process of transporting import and export goods from the border deep into the inland and goods from the inland across the border, to prevent smuggling and trade fraud.
Article 4, Clause 4 of Decree 112/2014/ND-CP stipulates: “Border openings (crossing routes to border markets, pairs of border markets; border goods clearance points; temporary crossing routes) are opened for border residents on both sides, vehicles and goods of border residents on both sides to cross and other cases to implement border trade policies according to regulations of the Prime Minister; or are opened in cases of force majeure or special requests of both sides of the border”. |
