Responding to storm No. 3: Vice Chairman of Nghe An Provincial People's Committee Nguyen Van De inspected Ky Son and Tuong Duong districts
Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee requested Ky Son and Tuong Duong districts to ensure safety in construction works during the rainy and stormy season, regulate water in hydroelectric reservoirs reasonably and speed up the construction progress of resettlement sites for people.
On September 6, a working delegation of the Provincial People's Committee led by Mr. Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee directly inspected the work of preventing and fighting storm No. 3 in Ky Son and Tuong Duong districts. Accompanying the delegation were representatives of the Provincial People's Committee Office, leaders of the Department of Agriculture and Rural Development, and branches.

In the districtKy Son, the delegation inspected the construction progress of Nam Mo embankment, section through block 4, block 5, Muong Xen town, Ky Son district. This project aims to ensure the safety of property and life for 393 households in block 4, block 5, Muong Xen town, and protect a number of economic and social infrastructure works such as National Highway 7A, schools, etc.
The total length of the embankment is 2.4 km, of which the right bank embankment is 1.1 km long and the left bank embankment is 1.3 km long; divided into 4 bid packages, with a total construction value of over 87 billion VND. The project is expected to be completed on December 31, 2024.

Currently, the construction units have completed the processing of formwork and steel reinforcement at the material staging area; constructed auxiliary works such as construction roads, embankment embankments, weathering stripping... Completed the construction of 800m of the base slab of the revetment wall and 592m of the 2.4m high revetment wall.
Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee requested units to focus on mobilizing machinery and human resources to ensure construction progress. However, during the construction process, it is necessary to closely monitor the developments of storm No. 3, weather conditions, and flood discharge notices from hydropower plants to have solutions to ensure safety for the project. In particular, the construction must be carried out in a concentrated manner, not spread out. After the peak of floods (after October), the progress must be accelerated to bring the project to the finish line.

Next, the delegation inspected the high-risk landslide area in Xop Phong village, Muong Ai commune and the resettlement area for people affected by flash floods in Ta Ca commune and Muong Xen town in October 2022. In Xop Phong village, there are currently 75 households in the high-risk area, currently applying for a policy to build a resettlement area. Regarding the resettlement area for people affected by flash floods currently in the process of implementation in Son Hoa village, Ta Ca commune, comrade Nguyen Van De requested the unit to ensure the project's construction progress. During stormy days, it is necessary to prepare a plan for evacuation, ensuring the safety of people's lives and property while they are not yet at the resettlement site.
In the districtXiangyangThe working group inspected the operation and regulation of water at Ban Ve and Khe Bo hydropower reservoirs before storm No. 3 made landfall.

According to records, at 2:00 p.m. on September 6, the water level at Ban Ve hydroelectric reservoir was at 193.5m.
Implementing the direction of the Provincial Steering Committee for Disaster Prevention, Search and Rescue, Ban Ve Hydropower Company is operating the Ban Ve Hydropower Reservoir to release water to gradually lower the reservoir water level to 193m as prescribed. The starting time of the order is 8:00 p.m., September 5, 2024. The discharge flow is from 400m3/s to below 1,000m3/s. In the afternoon of September 6, the water is being discharged at a flow rate of 500m3/s through 2 doors. Previously, the company had sent an official dispatch to notify downstream localities and related units for coordination.

For Khe Bo Hydropower Plant, the water level is currently at 63.53m. On the afternoon of September 6, no water was released because Khe Bo Hydropower Plant had proactively lowered the lake water level in advance to prepare for storm No. 3.
Comrade Nguyen Van De requested Ban Ve Hydropower Company and Khe Bo Hydropower Company to closely monitor the developments of storm No. 3, assign forces to be on duty 24/7 to promptly handle situations, operate and regulate water flow with appropriate flow rate according to actual situation, especially the circulation of storm No. 3 which can cause heavy rain, ensuring safety for people in downstream areas.

The delegation also inspected a dangerous landslide site in Tung Huong village, Tam Quang commune. This is a village with steep terrain, soft soil and rocks, and in previous years, during the storm season, there were cases of rocks rolling into people's houses. Currently, there are 70 households in the dangerous area, of which 33 households are in urgent need of relocation. The proposed plan is to build a resettlement area with an area of 5 hectares in Ca Num stream, Tung Huong village to relocate households to a safe place.

Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee directed the local government to proactively prepare a response plan for storm No. 3, and be ready to evacuate high-risk households in Tung Huong village to a safe place. Regarding the proposal to build a resettlement site, Tuong Duong district and relevant agencies will develop a specific plan and plan to submit to the relevant authorities for approval.
