Nghe An highlands prepare response plans for storm No. 3
Due to the impact of super storm No. 3, heavy rain is likely to occur over a large area in Nghe An, especially in the Western region.
Therefore, localities are urgently checking and urging the implementation of response plans to minimize damage.
Staff stick to the area
On the morning of September 5, after attending the opening ceremony at the facility, local officials in Nghe An went to the field to inspect and urge preparations to respond to super typhoon No. 3, internationally known as Yagi.
In Na Ngoi commune, Ky Son district, inspecting weak points in Ka Duoi village, Mr. Tho Ba Re - Vice Chairman of the district People's Committee said that Na Ngoi is one of the communes with high risk of landslides when heavy rain and prolonged rain occur.

In particular, since the flash flood in October 2022, the roads to this border commune have just basically repaired dozens of landslides, so when there is a forecast of rain and floods, the District People's Committee requires the locality not to be negligent or subjective, but to stay close to the area to grasp the situation promptly.
“The Standing Committee and the Party Executive Committee of the district are responsible for various aspects of work according to their assigned tasks. Regarding the response to the risk of floods and storms, according to the assigned areas from the beginning of the term, we all directly go to the communes and villages to grasp the situation and urge the response work. After checking the situation in Na Ngoi commune, I will go to Muong Tip and Muong Ai according to the plan and tasks that have been updated to the staff and party members of the communes and villages,” said Mr. Tho Ba Re.
Mr. Tho Ba Re also added that, according to preliminary statistics, in Ky Son district up to this point, there are 43 landslide points and landslide risks due to the impact of the rains in 2023 and early 2024. Of which, 28 points have been eroded (21 mountain landslide points and 7 riverbank landslide points); there are 15 points at risk of mountain landslides and riverbank landslides.

Not only in Ky Son district, other mountainous districts are also urgently checking and urging villages and hamlets to harvest crops and reinforce weak points before the forecast of heavy rain when storm No. 3 makes landfall.
In Que Phong district, after issuing a telegram "responding to storms near the East Sea", on the afternoon of September 4, leaders of departments and offices of the district People's Committee directly went to communes, villages and hamlets to urge preparations.
In particular, "areas at high risk of landslides are required to closely monitor the storm's developments, direct timely and effective response work according to the "4 on-site" motto. From the afternoon of September 5, the District People's Committee issued a telegram with more specific requirements for communes and forces to deploy storm response plans", said Mr. Phan Trong Dung - Head of the Department of Agriculture and Rural Development of Que Phong district.
Assess the situation and develop a response plan
In Tuong Duong district, statistics from the district People's Committee show that currently, there are many areas at risk of flash floods, landslides, and flooding, especially in locations under hillsides, high mountains, along streams, streams, and inter-commune and inter-village traffic routes in communes and towns. For example, locations where flash floods often occur include: Quang Phuc, Quang Yen, Quang Thinh, Dinh Phong (Tam Dinh commune); Co Phao, Na Khom, Yen Son, Xop Pu, Xieng Nua (Yen Na commune); Pung, Luu Thong, Luu Phong, Xoong Con (Luu Kien commune); Huoi Xa, Huoi To II, Cha Lo (Mai Son commune); Huoi Co, Huoi Pung, Con Phen, Tung Hoc, Xan (Huu Khuong commune) and many other villages in Yen Hoa, Nga My, Xieng My, Luong Minh communes, etc.

Many roads are at risk of landslides, such as: National Highway 7A through Mon village, Thach Giam town; Highway 543C; roads to villages: Na Be, Hop Thanh, Xa Luong commune; along National Highway 7A Khe Kien - Pung village, Luu Kien commune, the route from Tam Thai commune intersection to Tam Hop commune...
In addition to updating and assessing the situation, the People's Committee of Tuong Duong district also directed response plans. In particular, it required agencies and units located in the district and People's Committees of communes and towns to guide and remind people living in areas at risk of being affected to reinforce their houses, store and store food to prevent being isolated.
When heavy rain lasts for many days, the water in streams and creeks begins to rise and the rain is forecast to continue, absolutely do not allow activities on the river such as boats, fish cages; tents, huts outside streams and creeks, move away from areas at risk of landslides, flash floods, and flash floods to a safe place. Control traffic in flooded areas, ferry piers, and underpasses to guide people and vehicles to pass.

Together with localities, armed forces units also urgently directed the implementation of response plans. Colonel Ho Quyet Thang - Deputy Commander of the Provincial Border Guard Command said that Border Guard units were ready to support the government and people in preventing and fighting natural disasters. The Provincial Border Guard Command issued 3 dispatches directing units to deploy response plans for Typhoon Yagi.
Specifically, direct units to strictly maintain duty regimes, ensure personnel, vehicles, communication systems, and be ready to handle possible situations. Advise the Provincial People's Committee to issue a sea ban on September 6 to ensure the safety of fishermen's lives and property.

“For land border units, we request to deploy forces to coordinate with local authorities to inspect and review residential areas along rivers, streams, dykes, lakes, dams, low-lying areas, high risk of flooding, flash floods, landslides to propagate, warn or evacuate people to safe places. Assign forces to coordinate with localities to control and guide safe traffic, especially through culverts, spillways, deep flooded areas, fast-flowing water. Prepare forces and means to help people overcome the consequences of natural disasters. The Provincial Border Guard Command established 2 inspection teams to deploy response work to storm No. 3 at units in the province,” said Colonel Ho Quyet Thang.
