On the afternoon of September 5, Nghe An issued urgent dispatch No. 35, prohibiting all ships and means of transport from going to sea.

According to the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. on September 5, the center of the storm was at approximately 19.1 degrees North latitude; 115.5 degrees East longitude, in the northern sea area of ​​the North East Sea, approximately 490 km east of Hainan Island (China). The strongest wind near the center of the storm was level 16 (184-201 km/h), gusting to level 17, moving westward at a speed of approximately 10 km/h.
Forecast in the next 24 hours, the storm will move in the West Northwest direction, with a speed of about 10-15 km/h, position 19.8N-112.2E, about 120 km east of Hainan Island (China), about 550 km east southeast of Quang Ninh with intensity level 16, gusting above level 17.

To ensure the safety of fishermen and boats, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense requests the Chairman of the Provincial People's Committee - Head of the Steering Committee for Disaster Prevention, Search and Rescue of the districts of Quynh Luu, Dien Chau, Nghi Loc, the towns of Cua Lo, Hoang Mai; the Commander of the Provincial Border Guard Command; the Head of the Department of Fisheries and Fisheries Control and the Heads of relevant units to urgently implement:
All ships and means of transport are prohibited from going to sea from 5:00 a.m. on September 6, 2024. Ships operating at sea must return to shore and anchor to ensure safety before 4:00 p.m. on September 6, 2024.
Use all means and measures to inform ships at sea about the storm's developments, guide and call on ships to return to safe shelters or escape from dangerous areas. Provide guidance on anchoring ships at shelters (including tourist ships and transport ships); organize the relocation and anchoring of aquaculture cages and floating houses to ensure safety.
Regularly report implementation results to the Provincial People's Committee (through the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense).
