In response to the worrying developments of storm No. 3, on the afternoon of September 4, in Hanoi, under the chairmanship of Minister Le Minh Hoan, the Ministry of Agriculture and Rural Development held an online meeting with relevant ministries, branches and localities on storm response.

The storm is forecast to be very strong.

On September 3, storm YAGI entered the northeastern sea of ​​the North East Sea, becoming the third storm in 2024.
At 1:00 p.m. on September 4, the center of storm No. 3 was at approximately 19.1 degrees North latitude; 117.5 degrees East longitude, in the eastern sea of ​​the North East Sea, approximately 710km east of Hainan Island (China).
The strongest wind near the center of storm No. 3 is level 12 (118-133km/h), gusting to level 15, moving in the West Northwest direction, speed 5-10km/h.

It is forecasted that storm No. 3 will continue to strengthen, with the strongest wind at sea possibly reaching level 13, gusting to level 16 in the coming days, moving rapidly towards Hainan Island (China) and the Gulf of Tonkin, with a very high possibility of directly affecting the sea and mainland of the Northern and North Central regions of our country.

This is a storm that is forecast to be very strong. In order to proactively respond to storms and floods caused by storms, the Government has requested sectors and localities in the storm-affected areas to proactively monitor forecast information and developments of storms, rains and floods, promptly direct and deploy response work according to the "four on-site" motto according to assigned tasks and authorities, not to be passive or surprised in order to ensure safety of life and minimize property damage to people. Based on the actual situation and the potential impact of storms and floods in the locality, proactively provide timely information, direct and guide people to respond to storms and floods.

Concluding the meeting after hearing reports on the storm response situation of sectors and localities, in the spirit of ensuring the safety of people's lives and property as the top requirement, Minister Le Minh Hoan requested localities to closely monitor the storm and flood situation, proactively coordinate to ensure the safety of dykes, dams, protect agricultural production and aquaculture, and exploit aquatic and seafood products.

If necessary, issue a ban on sea travel and mass activities to ensure safety. Strengthen communication and dissemination of response measures to the people; promptly exchange information and coordinate between ministries, branches and localities in storm prevention.

It is recommended that localities be proactive and come up with scenarios to deal with each specific situation, especially emergency situations, in order to limit risks to people's lives and property and the State, and protect the traffic and irrigation systems. The Ministry of Agriculture and Rural Development, as a standing agency, will report and propose to the Prime Minister issues beyond its authority, and mobilize support forces when necessary.

Ensuring safety of people, works and agricultural production

According to the report of the Provincial Border Guard Command: Nghe An has 2,833 vehicles/13,638 workers directly fishing for seafood. As of 10:00 a.m. on September 4: The number of boats anchored at the port is 1,926 vehicles/8,573 workers; there are 907 vehicles/5,065 workers operating at sea.

Of which, in Hoang Sa 135 vehicles/523 workers; in Bac Bo Gulf 459 vehicles/3,377 workers; operating along the coast of Nghe An province 296 vehicles/1,025 workers; operating outside the province 17 vehicles/140 workers. There are no fishing boats operating in dangerous areas and no fishing boats that cannot be contacted. All vehicles operating at sea have received notification of the location and direction of the storm.
Nghe An has over 1,061 large and small dams, currently 57 of which are full, 322 with water levels above 70% and 527 with capacities from 40-70%. Large reservoirs managed by irrigation companies have been inspected, tested and are ready for operation according to the procedures approved by the Provincial People's Committee. There are 22 hydroelectric reservoirs in operation, of which 8 are operating according to the Inter-reservoir Operation Procedure on the Ca River Basin, including: Ban Ve, Khe Bo, Chi Khe, Nam Non, Nam Mo, Ban Ang, Nhan Hac A, Chau Thang, Song Quang, Khe Thoi.

Up to now, the whole province has harvested 38,887 ha/total area of ​​76,481 ha of summer-autumn rice. Localities are urgently harvesting with the motto "green house is better than ripe field"; more than 5,000 ha of winter crops have been planted. The total aquaculture area is 20,298 ha; there are 4,040 cages, rafts, and platforms. The Provincial People's Committee has directed that people absolutely must not stay on cages and rafts during storms and floods.
Notably, in the recent past, localized heavy rains have occurred in some mountainous districts in the province, so when heavy rains continue to occur, the risk of landslides in mountainous areas, midlands, and downstream areas of dams is very high; currently, localities have developed scenarios to respond. Nghe An has developed 5 scenarios for evacuating coastal residents to prevent storm surges. Depending on the level of the storm, localities will organize evacuation according to the scenario.
To proactively respond, Nghe An province directed relevant departments and localities to closely monitor forecast information and developments of storms, rains and floods, promptly direct and deploy response work according to the "four on-site" motto according to assigned tasks and authorities, not to be passive or surprised to ensure safety of life and minimize property damage to people.
