Nghe An issues urgent dispatch to respond to storm No. 3
This afternoon, September 4, the Chairman of Nghe An Provincial People's Committee signed urgent dispatch No. 34 directing urgent response to storm No. 3.
Implementing the Prime Minister's Official Dispatch No. 86/CD-TTg dated September 3, 2024 on urgently deploying response to storm No. 3 in 2024, on the afternoon of September 4, the Chairman of Nghe An Provincial People's Committee signed urgent Official Dispatch No. 34 directing the urgent deployment of response to storm No. 3.
On the morning of September 3, 2024, the storm with the international name YAGI passed Luzon Island (Philippines) into the Northeast East Sea, becoming the third storm active in the East Sea in 2024.
It is forecasted that storm No. 3 will continue to strengthen, with the strongest wind at sea possibly reaching level 13, gusting to level 16 in the coming days, moving rapidly towards Hainan Island (China) and the Gulf of Tonkin, with a very high possibility of directly affecting the sea and mainland of the Northern and North Central regions.

This is a storm that is forecast to be very strong. To proactively respond to the storm and floods caused by the storm, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention, Control - Search and Rescue and Civil Defense requests the Provincial Steering Committee for Natural Disaster Prevention, Control - Search and Rescue and Civil Defense; Directors of Departments; Heads of branches, sectors, organizations; Chairmen of People's Committees of districts, cities, towns and related units to deploy response work to storm No. 3 with the most urgent and drastic spirit, focusing on the following specific tasks:
Directors of departments; Heads of provincial-level departments, branches and organizations; Chairmen of People's Committees of districts, cities and towns and related agencies and units:Actively organize to closely monitor forecast information, developments of storms, rains, floods, promptly direct and deploy response work according to the "four on-the-spot" motto according to assigned tasks and authority, not to be passive or surprised to ensure safety of life, minimize property damage to people.
For sea routes:
- Organize inspection, counting, proactively inform and guide vehicles and boats (including fishing boats, transport ships, and tourist boats) still operating at sea to not enter or exit dangerous areas or to safe shelters; take measures to ensure the safety of vessels at anchorage areas. Prepare rescue forces and vehicles to promptly handle situations.
- Review and deploy measures to ensure safety for tourism, aquaculture, and fishing activities at sea, in river mouths, and along the coast; resolutely evacuate people on cages and aquaculture huts to safe places before the storm directly affects them.
For plains and coastal areas
- Proactively organize the evacuation of people from unsafe houses and areas at risk of deep flooding and landslides, especially at river mouths and coastal areas;
- Implement measures to ensure safety, limit damage to houses, warehouses, headquarters, public works, industrial parks, factories, dikes; protect agricultural production, prevent flooding in urban areas and industrial parks;
- Proactively direct the harvesting of rice, crops, and aquaculture areas until harvest time according to the motto "green at home is better than old in the fields";
- Control traffic, organize traffic flow, guide traffic, limit people from going out during storms and heavy rains to ensure safety.
- Deploy shock forces to inspect and review residential areas along rivers, streams, dikes, dams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively organize the relocation and evacuation of people when situations arise; clear the flow and promptly handle construction incidents from the first hour;
- Prepare forces, means, equipment, and necessities according to the "four on-the-spot" motto to be ready to respond to all situations;
- Check and proactively take measures to ensure the safety of reservoirs and downstream areas; arrange permanent forces ready to operate, regulate and handle situations;
- Control and guide safe traffic, especially through culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic axes;
- People are strictly forbidden from collecting firewood, fishing, etc. on rivers, streams, and downstream of dams during floods to avoid human casualties.
The Director of the North Central Region Hydrometeorological Station closely monitors, increases forecasts, warnings, and provides timely information on storm developments, floods, flash floods, and landslide risks so that relevant agencies and people can proactively deploy response measures.
The Director of the Department of Agriculture and Rural Development closely monitors the storm and flood situation, proactively directs and effectively implements the work of ensuring the safety of dikes, dams, protecting agricultural production, aquaculture, and exploitation of aquatic and seafood products.
Commander: Provincial Military Command, Provincial Border Guard Command; Provincial Police Director directs and coordinates with forces stationed in the area to review response plans, proactively organize and deploy appropriate forces, means and equipment to be ready to support localities in responding to storms, floods, evacuating people, and rescuing victims. Provincial Border Guard Command, based on storm developments and forecasts, promptly advises the Provincial People's Committee to issue a sea ban.
The Department of Industry and Trade, according to its state management functions and assigned tasks, proactively directs hydropower reservoir owners to strictly implement regulations on dam safety management and reservoir operation procedures; closely coordinates with local authorities to promptly inform and ensure safety for people, especially in emergency flood discharge situations; inspects the work of ensuring the safety of the power grid system, maintaining supply when rain and floods occur, especially ensuring electricity for flood control and drainage works; ensures the reserve and supply of goods and necessities to serve people's needs.
The Director of the Department of Health directs and guides localities in implementing environmental sanitation and disease prevention and control during and after floods.
The Director of the Department of Tourism directed to keep a close watch on the number of tourists, especially at coastal tourist areas; inform tourism businesses about the storm situation so that they can proactively prepare plans.
Agencies: Provincial Radio and Television Station, Nghe An Newspaper, and press agencies increase the time and report promptly on the developments of storms, floods, and response work so that people know and proactively prevent and avoid them.
Directors of departments, heads of other relevant sectors, branches and organizations, according to their state management functions and assigned tasks, proactively direct and coordinate with localities to promptly and effectively deploy measures to respond to storm No. 3 and floods caused by the storm.
Members of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense, according to their assigned tasks, inspect and urge response work in the assigned localities, especially inspecting evacuation plans and locations.
The Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense organizes a duty team to closely monitor the situation, proactively directs and urges localities to deploy response work in accordance with actual natural disaster developments; promptly synthesizes damage, reports, and proposes the Provincial People's Committee to direct and handle issues beyond its authority.
