This afternoon, September 4th, the Chairman of the People's Committee of Nghe An province signed urgent dispatch No. 34 directing the prompt implementation of measures to respond to typhoon No. 3.

In implementation of Prime Minister's Directive No. 86/CĐ-TTg dated September 3, 2024, on urgently deploying measures to respond to Typhoon No. 3 of 2024, on the afternoon of September 4, the Chairman of the People's Committee of Nghe An province signed urgent directive No. 34 directing the urgent deployment of measures to respond to Typhoon No. 3.

On the morning of September 3, 2024, the storm, internationally named YAGI, crossed Luzon Island (Philippines) into the northeastern part of the South China Sea, becoming the third storm to operate in the South China Sea in 2024.

Forecasts indicate that Typhoon No. 3 will continue to strengthen, with maximum wind speeds at sea potentially reaching level 13, gusting to level 16 in the coming days. It is moving rapidly towards Hainan Island (China) and the Gulf of Tonkin, with a very high probability of directly affecting the sea and land areas of Northern and North Central Vietnam.

This is a predicted storm of very strong intensity. To proactively respond to the storm and the resulting floods, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense requests the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense; Directors of Departments; Heads of agencies, organizations and associations; Chairmen of People's Committees of districts, cities, towns and related units to implement storm response work No. 3 with the utmost urgency and decisiveness, focusing on the following specific tasks:

Proactively organize and closely monitor forecast information and developments regarding storms, rain, and floods, promptly directing and implementing response work according to the "four on-the-spot" principle within assigned tasks and authority, avoiding passivity and surprises to ensure the safety of lives and minimize property damage for the people.
For sea routes:

- Organize the review and counting of vessels, proactively inform and guide vessels (including fishing boats, transport ships, and tourist boats) still operating at sea to avoid entering or leaving dangerous areas, or to seek safe shelter; take measures to ensure the safety of vessels at anchorage areas. Prepare rescue and relief forces and equipment to promptly handle any situations that may arise.
- Review and implement measures to ensure safety for tourism, aquaculture, and fishing activities at sea, estuaries, and along the coast; resolutely evacuate people from aquaculture rafts and watchtowers to safe places before the storm directly impacts them.
For plains and coastal areas
- Proactively organize the evacuation of people from weak, unsafe houses and areas at risk of deep flooding and landslides, especially at river mouths and coastal areas;
- Implement measures to ensure safety and minimize damage to houses, warehouses, offices, public works, industrial zones, factories, and dikes; protect agricultural production and prevent flooding in urban and industrial areas;
- Proactively direct the harvesting of rice, crops, and aquaculture areas that are ready for harvest, following the principle of "better to harvest while the rice is still green than to let it ripen too much in the field";
- Control travel, organize traffic flow, guide traffic, and restrict people from going out during storms and heavy rains to ensure safety.
- Deploy rapid response teams to inspect and survey residential areas along rivers, streams, dikes, dams, and low-lying areas at high risk of flooding, flash floods, and landslides, in order to proactively organize the relocation and evacuation of people when situations arise; clear waterways and promptly address any structural failures from the outset;
- Prepare personnel, vehicles, equipment, and essential supplies according to the "four on-the-spot" principle to be ready to respond to any situation;
- Inspect and proactively implement measures to ensure the safety of reservoirs and downstream areas; deploy permanent forces ready to operate, regulate, and handle any situations;
- Control and guide traffic safely, especially through underpasses, overflows, areas with deep flooding, and areas with strong currents; proactively deploy forces, materials, and equipment to address incidents and ensure smooth traffic flow on major transportation routes;
- People are strictly prohibited from collecting firewood, fishing, etc., in rivers, streams, and downstream of reservoirs and dams during heavy rain and floods to avoid loss of life.
The Director of the North Central Region Meteorological and Hydrological Station is closely monitoring and strengthening forecast and warning bulletins, providing timely information on the development of storms, heavy rains, floods, and the risk of flash floods and landslides so that relevant agencies and people can proactively implement response measures.
The Director of the Department of Agriculture and Rural Development closely monitors the storm and flood situation, proactively directing and effectively implementing measures to ensure the safety of dikes, dams, and reservoirs, protecting agricultural production and aquaculture and fisheries.
The Chief of the Provincial Military Command, the Provincial Border Guard Command, and the Director of the Provincial Police Department shall direct and coordinate with forces stationed in the area to review response plans and proactively organize the deployment of appropriate forces, vehicles, and equipment to be ready to support localities in responding to storms and floods, evacuating people, and conducting rescue operations. The Provincial Border Guard Command, based on the development and forecast of the storm, shall promptly advise the Provincial People's Committee to issue a ban on maritime activities.
The Department of Industry and Trade, in accordance with its state management functions and assigned tasks, proactively directs hydropower reservoir owners to strictly implement regulations on dam safety management and reservoir operation procedures; closely coordinates with local authorities to provide timely information and ensure the safety of the people, especially in situations requiring emergency flood release; inspects the work of ensuring the safety of the power grid system, maintaining supply during rain and floods, especially ensuring electricity for drainage and flood control projects; and ensures the reserve and supply of goods and necessities to meet the needs of the people.
The Director of the Department of Health directed and guided localities in implementing environmental sanitation and disease prevention and control measures during and after floods.
The Director of the Department of Tourism instructed that the number of tourists be accurately tracked, especially in coastal tourist areas; and that information about the storm situation be communicated to tourism businesses so that they can proactively prepare their plans.
The provincial Radio and Television Station, Nghe An Newspaper, and other news agencies should increase airtime and provide timely coverage of the storm, floods, and response efforts so that people are aware and can proactively take preventive measures.
Directors of departments, heads of agencies, and other relevant organizations, according to their functions in state management and assigned tasks, should proactively direct and coordinate with localities to promptly and effectively implement measures to respond to Typhoon No. 3 and the resulting floods.
Members of the Provincial Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense, according to their assigned tasks, inspect and supervise response efforts in the localities under their responsibility, especially checking evacuation plans and locations.
The Provincial Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense organizes duty shifts to closely monitor the situation, proactively direct and urge localities to implement response measures appropriate to the actual developments of natural disasters; promptly compile damage reports, and propose to the Provincial People's Committee for direction and handling of issues beyond its authority.
