(Baonghean.vn) - On the morning of May 5, the survey delegation of the National Assembly's Committee on Science, Technology and Environment, led by Mr. Nguyen Phuong Tuan - Deputy Chairman of the Committee, had a meeting with the Provincial People's Committee to deploy work to serve the review of the draft Law on Telecommunications (amended).

Based on the Law on Telecommunications and the Central Government's guiding documents, Nghe An province manages and implements telecommunications policies on the basis of applying the Central Government's legal documents, and at the same time develops local legal documents to specify the policies.

Regarding the telecommunications market, there are 7 enterprises providing telecommunications services in the province, including: VNPT Nghe An, Viettel Nghe An, Mobifone Nghe An, Vietnamobile, FPT Telecom Nghe An, Nghe An Cable Television and Vietnam Cable Television, North Central Branch.

The development of telecommunications infrastructure in the province is oriented to continue expanding existing technology infrastructure, while gradually deploying new technologies, meeting the requirements of connection, sharing and implementing the province's digital transformation goals.

By the end of 2022, 100% of communes, wards and towns will be covered with fiber optic cables to the central area and neighboring villages and hamlets. Regarding copper cables, currently only the cable TV network of Nghe An Radio and Television Station and Vietnam Cable Television, North Central branch, are using coaxial cables to deploy cable TV and cable TV Internet services.

Currently, mobile information coverage has reached 3,786/3,806 villages/hamlets (currently, 20/96 villages and hamlets do not have electricity, do not have mobile information coverage, or have it but it is unstable).

Up to now, the province has 8,794 BTS stations (including 2,434 2G stations; 3,163 3G stations; 3,197 4G stations) with 3,534 BTS station locations.

Nghe An province has a large area, 2/3 of which is high mountains, so developing information infrastructure in remote areas is difficult, the investment is large, while the public telecommunications resources do not meet the requirements for building and developing infrastructure. People in some places have not agreed on the construction and implementation of mobile information broadcasting stations.

The renovation and undergrounding of telecommunication cables faces many difficulties due to large costs and the involvement of infrastructure in many sectors, etc.

At the meeting, Nghe An province proposed the contents being proposed for adjustment in the draft Law on Telecommunications (amended) such as: There should be transitional regulations on the construction of passive telecommunications infrastructure planning in the locality.

For telecommunications businesses with telecommunications infrastructure, there must be clear regulations on the responsibility for dismantling the infrastructure to ensure safety and clear the site when not in use or when the business stops operating.

The process of technological convergence has created many infrastructure services of telecommunications enterprises and services that are likely to be formed in the future. The Law on Telecommunications (amended) needs to have provisions to effectively manage these services, while opening up new space for these types of services to develop.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Bui Dinh Long commented: In recent times, the development of telecommunications infrastructure has effectively supported the socio-economic development of the locality.

With the aim of concretizing the provisions of the Telecommunications Law in practice, after the 2009 Telecommunications Law was promulgated, Nghe An province issued and deployed a system of legal documents, proactively developed and issued plans, programs, projects, plans, etc. to develop telecommunications at the provincial level. With the attention of local authorities at all levels and the initiative of telecommunications enterprises, the province's telecommunications network infrastructure has been increasingly expanded, modernized and strongly developed.

The Vice Chairman of the Provincial People's Committee said that the implementation of the Telecommunications Law has also revealed some limitations that need to be adjusted to resolve difficulties and problems in the implementation as well as to meet new development trends. Therefore, it is very necessary for the National Assembly to amend the Telecommunications Law, in a unified and synchronous manner with related laws to meet practical needs.

At the meeting, representatives of the leaders of departments, branches and sectors of Nghe An province clarified the contents of the working delegation's concern related to difficulties and obstacles in connecting and sharing telecommunications infrastructure; planning passive telecommunications infrastructure; licensing procedures; results of implementing the population database; turning off 2G network waves; public fund, etc.

Through a field survey and direct work with the Provincial People's Committee, Comrade Nguyen Phuong Tuan - Vice Chairman of the National Assembly's Committee on Science, Technology and Environment highly appreciated the content of the province's implementation of the Telecommunications Law.

The Vice Chairman of the National Assembly's Committee on Science, Technology and Environment proposed that the People's Committee of Nghe An province work with the Ministry of Information and Communications to unify and share information about telecommunications infrastructure in the area. At the same time, the province needs to discuss with the Ministry of Information and Communications how to handle documents that have expired; continue to research and resolve problems with telecommunications infrastructure on public land, etc.

Regarding the additional contents and comments of Nghe An province, the working group will seriously absorb and synthesize them to serve the review of the draft Law on Telecommunications (amended).
