The Central Inspection Commission disciplined a series of central and local officials.
The Central Inspection Commission has just held its 21st meeting and considered disciplining a series of officials in many ministries, branches and localities.
On October 18 and 19, 2022, in Hanoi, the Central Inspection Commission held its 21st meeting. Mr. Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting.

At this Session, the Central Inspection Commission (CIC) reviewed and concluded the following contents:
I- Review the inspection results when there are signs of violations against the Party Executive Committee of the People's Committee of Da Nang city in leading and directing the implementation of Covid-19 epidemic prevention and control work:
The Central Inspection Commission acknowledged and highly appreciated the efforts, determination and drastic measures of the Party Committee, government and people of Da Nang city in the work of preventing and fighting the epidemic, contributing to controlling and repelling the epidemic, recovering, stabilizing and developing the socio-economy.
However, in leadership and direction, the Party Executive Committee of the People's Committee of Da Nang City violated working regulations; lacked responsibility, loosened leadership and direction, allowing the People's Committee of the City and a number of organizations and individuals to violate Party regulations and State laws in the procurement, management and use of biological products, chemicals, medical supplies and equipment; in the management and use of support sources; and allowed the incident to occur at the City's Center for Disease Control (CDC).
The above violations and shortcomings pose a risk of major loss of state budget, causing public outrage and reducing the prestige of the City Party Committee and government.
Responsibility for the above violations and shortcomings belongs to the Party Committee of the Da Nang City People's Committee and Mr. Le Trung Chinh, Deputy Secretary of the City Party Committee, Secretary of the Party Committee, Chairman of the City People's Committee; Huynh Duc Tho, former Deputy Secretary of the City Party Committee, former Secretary of the Party Committee, former Chairman of the City People's Committee; Ho Ky Minh, member of the Standing Committee of the City Party Committee, Deputy Secretary of the Party Committee, Permanent Vice Chairman of the City People's Committee; Ngo Thi Kim Yen, member of the City Party Committee, member of the Party Committee, Vice Chairman of the City People's Committee, former Secretary of the Party Committee, former Director of the Department of Health; Tran Van Mien, former member of the City Party Committee, former member of the Party Committee, former Vice Chairman of the City People's Committee; Nguyen Van Phung, member of the City Party Committee, Secretary of the Party Committee, Director of the Department of Finance, Ton That Thanh, Secretary of the Party Committee, Director of the City CDC. Related to this issue, there is also responsibility of the Standing Committee of the Da Nang City Party Committee and a number of party organizations and party members.
Considering the content, nature, level, consequences, and causes of the violation; based on the Party's regulations, the Central Inspection Commission decided to: Reprimand the Party Executive Committee of the People's Committee of Da Nang City for the terms 2016 - 2021, 2021 - 2026 and Messrs. Le Trung Chinh, Huynh Duc Tho, Ho Ky Minh, Tran Van Mien, Nguyen Van Phung; Warn Ms. Ngo Thi Kim Yen; Expel Mr. Ton That Thanh from the Party.
The Central Inspection Commission requested the Standing Committee of the Da Nang City Party Committee to seriously review and draw profound lessons; focus on leadership and direction to promptly overcome violations and shortcomings that have been pointed out; review, discipline, and consider the responsibilities of related organizations and individuals, and report the results to the Central Inspection Commission.
II- Continuing to review a number of party members related to violations by the Standing Committee of the Party Committee of the Vietnam Academy of Social Sciences, the Central Inspection Committee decided to take disciplinary action:
- Expelled from the Party Mr. Phung Ngoc Tan, former Party Cell Secretary, former Acting Head of the Personnel Organization Department, Vietnam Academy of Social Sciences.
- Warning Mr. Nguyen Quang Thuan, Vice Chairman of the Central Theoretical Council, former Party Secretary, former President of the Vietnam Academy of Social Sciences.
- Reprimand the following officials: Pham Van Duc, former Deputy Secretary of the Party Committee, former Vice President of the Academy, former Director of the Academy of Social Sciences; Vo Quang Trong, former member of the Standing Committee of the Party Committee of the Academy, former Director of the Vietnam Museum of Ethnology; Tran Minh Tuan, former member of the Standing Committee of the Party Committee of the Academy, former Head of the Organization and Personnel Department, former Permanent Deputy Director of the Academy of Social Sciences, Vietnam Academy of Social Sciences.
III- Implementing the conclusion of the Central Inspection Commission at the 19th Session on the Party Executive Committee of the Ministry of Education and Training for the 2016-2021 term; based on the Party's regulations, the Central Inspection Commission decided to take disciplinary action:
- Warning to Mr. Mai Van Trinh, member of the Party Executive Committee of the Ministry, Director of the Department of Facilities, former Director of the Department of Quality Management, Standing Member of the Steering Committee for the National High School Exams in 2018 and 2021; Nguyen Huy Bang, former member of the Party Standing Committee, former Chairman of the Party Inspection Committee of the Ministry, former Chief Inspector of the Ministry; Tran Thanh Khiet, member of the Party Executive Committee of the Ministry, Director of the Project Management Board; Tran Tu Khanh, former member of the Party Executive Committee of the Ministry, former Director of the Department of Financial Planning, Ministry of Education and Training.
- Reprimand Mr. Nguyen Huu Do, member of the Party Executive Committee, Deputy Minister of Education and Training.
The Central Inspection Commission proposed that the Politburo consider and discipline the Party Committee of the Ministry of Education and Training for the 2016-2021 term and Mr. Phung Xuan Nha, Deputy Head of the Central Propaganda Department, former member of the Party Central Committee, former Secretary of the Party Committee, former Minister of Education and Training.
IV- Considering the reports of the Hoa Binh Provincial Party Committee and Khanh Hoa Provincial Party Committee, the Central Inspection Commission found that:
- Mr. Ha Quang Dinh, former member of the Provincial Party Committee, former Secretary of the Party Committee, former Chief Justice of the People's Court of Hoa Binh province, violated regulations on what party members are not allowed to do and the responsibility to set an example, violated the law in litigation activities, causing very serious consequences, loss of money and property of the State, causing bad public opinion in society, reducing the reputation of the Party organization and the People's Court of Hoa Binh province.
- Mr. Nguyen Huu Hao, member of the Provincial Party Committee, member of the Party Delegation, Head of the Economic - Budget Committee, Provincial People's Council, former Secretary of the District Party Committee, former Chairman of the People's Committee of Cam Lam district and Mr. Luong Du, former member of the Provincial Party Committee, former Secretary of the District Party Committee, former Chairman of the People's Council of Cam Lam district, Khanh Hoa province violated the principles, working regulations, regulations on what party members are not allowed to do and the responsibility to set an example; violated the law on land and construction, causing very serious consequences that are difficult to overcome, risking loss of state budget revenue, affecting planning, infrastructure, land management, construction order and local development, causing public outrage, negatively affecting the reputation of the Party organization and local government.
Based on Party regulations, the Central Inspection Committee proposed that the Secretariat discipline Mr. Ha Quang Dinh, Mr. Nguyen Huu Hao and Mr. Luong Du for the above violations.
V- Reviewing the monitoring results, the Central Inspection Commission found that: Besides the advantages, the Standing Committee of the Provincial Party Committee and the Standing Committee members of the Bac Ninh Provincial Party CommitteeThere have been a number of violations and shortcomings in the promulgation and implementation of the Working Regulations; lax leadership and direction, lack of inspection and supervision, allowing a number of organizations and individuals to violate Party regulations and State laws in personnel work; land management and use; implementation of public investment projects and procurement of medical equipment and consumables.
The Central Inspection Commission requests the Standing Committee of the Provincial Party Committee and the Standing Committee members of the Bac Ninh Provincial Party Committee to seriously review and draw profound lessons; focus on leadership and direction to promptly overcome violations and shortcomings that have been pointed out; review and consider the responsibilities of relevant organizations and individuals; direct inspections when there are signs of violations against the Party Committees: Department of Construction, Department of Natural Resources and Environment, and report the results to the Central Inspection Commission.
VI- Also at this session, the Central Inspection Committee reviewed and decided on a number of other important contents.
