The Central Inspection Commission disciplined many Party organizations and Party members.
At this session, the Central Inspection Commission disciplined and proposed to discipline many Party organizations and former leaders of Hanoi and Ho Chi Minh City.
From August 2 to 4, 2021, the Central Inspection Commission held its 5th meeting. Comrade Tran Cam Tu - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting. At this meeting, the Central Inspection Commission (CIC) reviewed and concluded the following contents:

I- On the results of inspection and handling of Party organizations and Party members showing signs of violations in cases and cases under the supervision and direction of the Central Steering Committee on Anti-Corruption according to Conclusion Notice No. 01-TB/BCĐTW, dated March 19, 2021 of the Standing Committee of the Steering Committee.
1. Reviewing the inspection results when there were signs of violations against a number of Party organizations and Party members related to a number of cases occurring in Hanoi City, the Central Inspection Commission found that:
- The Party Executive Committee (CPC) of the City People's Committee, the Party Committee of the Department of Planning and Investment of Hanoi City in the period of 2016-2019 violated the principle of democratic centralism and the Working Regulations, lacked responsibility, loosened leadership and direction, allowing the City People's Committee, the Department of Planning and Investment, a number of organizations, individual cadres and Party members to violate Party regulations and State laws in the management and use of finance and assets, on bidding and implementation of bidding packages, many cadres and Party members were disciplined and criminally prosecuted.
- Former member of the Party Central Committee, former Deputy Secretary of the City Party Committee, former Secretary of the Party Committee, former Chairman of the City People's Committee Nguyen Duc Chung (disciplined and expelled from the Party and criminally prosecuted) bears primary responsibility and responsibility as the head for the violations and shortcomings of the City People's Committee Party Committee, and is directly responsible in the above cases.
- Comrade Nguyen Van Tu - Member of the City Party Committee for the 2015-2020 term, former Party Secretary, former Director of the Department of Planning and Investment, former Chief of the City Party Committee Office is primarily responsible, responsible as the head for the violations and shortcomings of the Party Committee of the Department of Planning and Investment; violating bidding regulations.
- Comrade Nguyen The Hung - former member of the City Party Committee, former member of the Party Committee, former Vice Chairman of the City People's Committee; Comrade Nguyen Doan Toan - Member of the Standing Committee, Head of the City Party Committee's Mass Mobilization Commission, former member of the Party Committee, former Vice Chairman of the City People's Committee; Comrade Nguyen Manh Quyen - Member of the City Party Committee, member of the Party Committee, Vice Chairman of the City People's Committee, former Secretary of the Party Committee, former Director of the Department of Planning and Investment; Comrade Ha Minh Hai - Member of the City Party Committee, member of the Party Committee, Vice Chairman of the City People's Committee, former Secretary of the Party Committee, former Director of the Department of Finance are jointly responsible for the violations and shortcomings of the City People's Committee's Party Committee for the 2016-2021 term and are personally responsible for the performance of assigned duties and tasks.
- Comrade Nguyen An Huy - Member of the City Party Committee for the 2015-2020 term, Chief Inspector of the City is primarily responsible, responsible as the head for violations and shortcomings in the inspection process of purchasing, managing and using Redoxy-3C.
The violations of the above-mentioned groups and individuals have caused serious consequences, damaged the State budget, caused public outrage, and negatively affected the reputation of the Party organization and the city government.
Considering the content, nature, level, and consequences of the violation; based on the Party's regulations on disciplinary action against violating Party organizations and Party members, the Central Inspection Commission decided to: Discipline the Party Committee of the Hanoi Department of Planning and Investment, term 2015-2020 with a warning; warn comrades Nguyen The Hung and Nguyen An Huy; reprimand comrades Nguyen Doan Toan, Nguyen Manh Quyen, and Ha Minh Hai. The Central Inspection Commission proposed that the Secretariat consider and discipline the Party Committee of the Hanoi People's Committee, term 2016-2021 and comrade Nguyen Van Tu.
The Central Inspection Commission requested the Standing Committee of the Hanoi Party Committee to review its responsibilities in the leadership and direction of the City People's Committee's Executive Committee; at the same time, focus on leading and directing the resolute handling of related violations and shortcomings in accordance with Party regulations and State laws. Request the Hanoi Party Committee's Inspection Commission to conduct inspections, review, and handle relevant Party organizations and individuals according to its authority at: Department of Health, Department of Planning and Investment, Department of Finance, Department of Construction, Department of Information and Communications, Inspectorate, Office of the City People's Committee, City Center for Disease Control, Hanoi Drainage Company.
2. Considering the report proposing disciplinary action against Party organizations and Party members involved in four cases occurring in Ho Chi Minh City, the Central Inspection Commission found that:
- The Party Committee of the Ho Chi Minh City Party Committee Office, term 2015-2020, the Party Committee of Tan Thuan Industrial Development Company Limited (IPC), term 2015-2020, the Party Cell of Saigon South Development Joint Stock Company (SADECO), the Party Cell of Tan Thuan Investment and Construction Company Limited (Tan Thuan Company), term 2015-2017 and 2017-2020 violated the principle of democratic centralism and the Working Regulations, lacked responsibility, loosened leadership, direction, lacked inspection and supervision, allowing a number of Party organizations and Party members to violate Party regulations and State laws on land and asset management, anti-corruption and waste, many cadres and Party members were disciplined and criminally prosecuted.
- Comrade Nguyen Thanh Tai, when holding the position of Member of the Standing Committee of the City Party Committee and Permanent Vice Chairman of the City People's Committee, was directly responsible for approving changes in policy, transferring project investment rights without auction to enterprises; signing documents approving land use rights value, construction value on land and determining land rental prices, allocating land with land use fees... illegally.
- Comrade Tran Vinh Tuyen, when holding the position of Member of the Standing Committee of the City Party Committee and Vice Chairman of the City People's Committee, was directly responsible for signing the decision to agree to illegally transfer the project.
- Comrade Tran Trong Tuan, when holding the position of City Party Committee member and Director of the City Department of Construction, was directly responsible for signing the Submission advising Comrade Tran Vinh Tuyen to sign the Decision approving the illegal transfer of the project.
- Comrade Nguyen Hoai Nam - former Secretary of District 2 Party Committee, former Deputy Director of the Department of Natural Resources and Environment is directly responsible for signing the Submission to the Director of the Department of Natural Resources and Environment to advise comrade Nguyen Thanh Tai to sign the Decision on illegal land allocation and land lease.
- Comrade Le Tan Hung, as Party Secretary and General Director, is primarily responsible for the violations of Saigon Agricultural Corporation (SAGRI); directly responsible for directing the completion of procedures and signing documents requesting the Ho Chi Minh City People's Committee to illegally transfer the project; signing fictitious contracts, directing illegal legalization to embezzle VND 13,346 billion of the State's money.
- Comrade Te Tri Dung, as Deputy Secretary of the Party Committee, General Director, member of the Board of Directors of IPC Company, Chairman of the Board of Directors of SADECO Company, is primarily responsible for the violations of IPC Company and SADECO Company; is directly responsible for intentionally issuing shares to strategic shareholders, using SADECO Company's money to travel abroad, approving many illegal payments, and embezzling 1,727 billion VND.
The violations of the above-mentioned groups and individuals have caused very serious consequences, causing great loss and damage to State money and assets, causing social outrage, and negatively affecting the reputation of the Party organization and the city government.
Considering the content, nature, level, and consequences of the violation; based on the Party's regulations on disciplinary action against Party organizations and Party members who violate the law, the Central Inspection Commission decided to: Discipline the Party Committee of IPC Company for the 2015-2020 term; the Party Cell of SADECO Company for the 2015-2017, 2017-2020 terms; the Party Cell of Tan Thuan Company for the 2015-2017, 2017-2020 terms and the Party Committee of the Office of the Ho Chi Minh City Party Committee for the 2015-2020 term; expel from the Party comrades Nguyen Hoai Nam, Le Tan Hung, and Te Tri Dung. The Central Inspection Commission proposed that the Secretariat consider and discipline comrades Nguyen Thanh Tai, Tran Vinh Tuyen, and Tran Trong Tuan.
The Central Inspection Commission requested the Standing Committee of the Ho Chi Minh City Party Committee to direct the inspection and timely and strict handling of Party organizations and Party members showing signs of violations in the above cases.
II- After reviewing the monitoring results, the Central Inspection Commission found that the Standing Committee of the Provincial Party Committee and the Standing Committees of the Provincial Party Committees of Ha Nam and Hau Giang provinces had a number of violations, shortcomings, and limitations in leading, directing the development, promulgation, and implementation of the Working Regulations and Personnel Work; lack of inspection and supervision led to the Party Committee, the Provincial People's Committee, and a number of organizations, agencies, and units having violations and shortcomings in leading, directing, and implementing the management and exploitation of natural resources and minerals (in Ha Nam) and in the management and implementation of the procurement of medical equipment and medicines (in Hau Giang).
The Central Inspection Commission requested the Standing Committee of the Ha Nam Provincial Party Committee, the Standing Committee of the Hau Giang Provincial Party Committee and the party members under supervision to seriously review, learn from experience, and promptly overcome and correct the violations, shortcomings and limitations pointed out.
III- Through the settlement of a Party disciplinary complaint in a case in Lang Son province, the Central Inspection Commission requested consideration, conclusion, and disciplinary action against a number of related Party organizations and Party members.
