The National Assembly Standing Committee will consider many important contents at the 21st session.
Scheduled to take place from March 15-20, the 21st session of the National Assembly Standing Committee will consider many important issues related to law-making and will organize questions and answers on a number of issues related to the courts and prosecution.
Review and comment on many draft laws
Specifically, regarding the law-making work, it is expected that the National Assembly Standing Committee will give opinions on a number of major issues with different opinions in the draft Law on Prices (amended); the draft Law on Bidding (amended). At the same time, it will give opinions on the draft Law on Water Resources (amended); the draft Law on Management and Protection of National Defense Works and Military Zones; the draft Law on Housing (amended); and give opinions on the explanation, acceptance, and revision of the draft Law on Cooperatives (amended).
The National Assembly Standing Committee also gave opinions on the proposal to add to the 2023 Law and Ordinance Development Program the draft Law on Citizen Identification (amended) and the draft Law on Credit Institutions (amended).
Regarding matters under its authority, the National Assembly Standing Committee will consider and approve the Prime Minister's proposal on the appointment and dismissal of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam; give opinions on adjusting the investment policy for the Ka Pet Reservoir project in Ham Thuan Nam district, Binh Thuan province; consider and promulgate the Plan on training and fostering for cadres planned to be full-time National Assembly deputies and positions in the Ethnic Council, National Assembly Committees, the National Assembly Office, and agencies under the National Assembly Standing Committee; consider the National Assembly's report on people's petitions in February 2023.
Question 2 groups of issues
In particular, at this session, on March 20, the National Assembly Standing Committee will organize question and answer activities with 2 groups of issues in the fields of courts and prosecution.
The question-and-answer session will be connected online with 62 delegations of National Assembly deputies from provinces and centrally-run cities. National Assembly Chairman Vuong Dinh Hue will deliver opening and closing remarks.
The first group of issues belongs to the court sector, focusing on the following contents:Firstly, the solution is to continue improving the quality of trials and resolution of all types of cases, especially administrative cases, criminal cases on economics and corruption; and the resolution of petitions for review and retrial.
Second, the work of court staff; solutions to improve the capacity, qualifications, courage, and responsibility of judges and court officials; the prevention and handling of corruption and negativity within the court sector.
Third, the work of summarizing trial practices, guiding the unified application of laws, and developing case law.
Fourth, the implementation of Resolution No. 33/2021/QH15 of the National Assembly on organizing online trials, especially preparing conditions to ensure online trials.
The Chief Justice of the Supreme People's Court is responsible for answering. The Chief Prosecutor of the Supreme People's Procuracy, the Ministers of Public Security, Justice, and the Government Inspector General will also participate in answering questions and explaining related issues.
The second group of issues belongs to the field of prosecution, focusing on the following contents:Firstly, the solution is to continue improving the quality of practicing the right to prosecute and supervise judicial activities in resolving criminal cases, especially economic and corruption cases; not to let criminals escape, wrongly convict innocent people; and to enhance the quality of prosecutors' arguments in court.
Second, the solution is to continue improving the quality of supervision of the settlement of administrative cases and civil cases; supervision of the execution of criminal, civil and administrative judgments; and the settlement of petitions for review and retrial.
Third, the work of the prosecution staff; solutions to improve the capacity, qualifications, courage and responsibility of prosecutors and civil servants of the prosecution; prevention and handling of corruption and negativity within the prosecution sector.
Fourth, the solution is to continue to improve the operational efficiency of the Supreme People's Procuracy's Investigation Agency, especially to increase the rate of crime detection; strengthen screening to promptly resolve denunciations and reports of crimes according to authority.
The responsibility to answer lies with the Chief Prosecutor of the Supreme People's Procuracy. The Chief Justice of the Supreme People's Court, the Ministers of Public Security, Justice, and the Government Inspector General will also participate in answering questions and explaining related issues.
