Mobilizing people to build new rural areas on a voluntary basis

(Baonghean.vn) - On the morning of September 22, the monitoring delegation of the Provincial People's Council Standing Committee led by Mr. Hoang Viet Duong - Member of the Party Committee, Vice Chairman of the Provincial People's Council, came to monitor the implementation of national criteria for new rural construction in Bong Khe commune, Con Cuong district.

Attending the meeting were comrades: Le Hong Vinh - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Economic - Budget Committee, Provincial People's Council; leaders of the Office, a number of Provincial People's Council committees and provincial-level sectors.

Overview of the working session.

According to the plan, Bong Khe is identified as one of 34 communes in the province to reach the new rural area (NTM) target in 2016. However, at present, this locality has only achieved 12 criteria. Except for criterion number 7 which is unplanned rural markets, Bong Khe commune has not met 6 criteria including: transportation, irrigation, cultural facilities, residential housing, culture and environment.

According to the leaders of Bong Khe commune, up to now, this locality has encountered many difficulties in mobilizing resources to implement the remaining criteria. In the first 6 months of the year, Bong Khe commune mobilized more than 1.6 billion VND to build new rural areas, of which the State supported cement worth more than 745 million VND and the people contributed nearly 917 million VND.

At the meeting, to achieve the progress of building new rural areas according to schedule, Chairman of Bong Khe Commune People's Committee Nguyen Manh Thang proposed that Con Cuong district issue a decision to establish a working group, assign tasks to members, and closely follow the grassroots to help the commune; the Provincial People's Committee promptly approve the list of registered projects according to the capital source of government bonds and the capital source for building the commune's office; at the same time, propose to leave 100% of the land auction money to have resources for implementation...

At the working session, members of the monitoring delegation and local leaders discussed, analyzed, and clarified related contents on the implementation of achieved and unachieved criteria in order to find solutions for the coming time in the process of building new rural areas in this mountainous commune in a sustainable manner.

Concluding the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong shared the difficulties of Bong Khe commune, at the same time acknowledged the results achieved in the process of building new rural areas, especially highly appreciating the solidarity of the entire political system.

Regarding the direction and tasks in the coming time, comrade Hoang Viet Duong suggested that the commune should focus on reviewing the overall socio-economic development plan, as well as focusing on directing the development of each sector to ensure the growth rate reaches the province's annual average.

On the other hand, the locality focuses on directing the work of job creation and economic restructuring, including agriculture, forestry, services, and labor export.

“The commune has 1,900 hectares of forest land, so it is necessary to review the land and forest allocation area, take advantage of linkages to develop raw material areas for wood processing factories; at the same time, build combined economic models,” the Vice Chairman of the Provincial People's Council suggested.

Comrade Hoang Viet Duong also asked the commune leaders, including the Secretary and Chairman, to set a policy of striving to make Bong Khe take the lead in building new rural areas in Con Cuong and determined to soon achieve new rural standards and even achieve model new rural standards.

To do so, the commune needs to closely follow Decision 1600 of the Prime Minister approving the National Target Program on New Rural Construction for the 2016-2020 period; at the same time, focus on propaganda work, raising awareness in building new rural areas; mobilize resources well, in which attach importance to mobilizing resources, mobilizing people and businesses to contribute to the locality; effectively exploit land funds...

In particular, comrade Hoang Viet Duong emphasized the motto of propaganda and mobilization so that people can clearly see that in building new rural areas, the people are the direct beneficiaries so that people can contribute resources voluntarily, without coercion.

Regarding the goal of achieving the NTM target by the end of 2016 of Bong Khe commune, based on the analysis of the current situation and implementation resources, Vice Chairman of the Provincial People's Council Hoang Viet Duong emphasized that Bong Khe commune must have extremely high determination. Only with a close forecast can it be achieved.

“The commune must outline a roadmap, plan, progress, and forecast resources to implement the remaining 6 criteria. The new rural commune must maintain stability and have higher development,” concluded comrade Hoang Viet Duong.
