Operation of rest stop on Nghi Son - Dien Chau highway before Tet At Ty
Implementing the direction of the Ministry of Transport on synchronous investment in the North-South expressway, Nghe An is implementing investment procedures to build a rest stop on the Nghi Son - Dien Chau expressway.
According to Nghe An Petroleum Joint Stock Company - the unit assigned by Vietnam National Petroleum Corporation to implement the project, the unit is implementing investment procedures for the Nghi Son - Dien Chau Expressway Rest Stop in the area of Dien Quang and Dien Hanh communes (Dien Chau).
According to the design, the Nghi Son - Dien Chau Expressway Rest Stop consists of 2 sides. Phase 1 has a total area of nearly 3.3 hectares, the site has been cleared along with the construction process of phase 1 of Nghi Son - Dien Chau Expressway. However, after completion, the Ministry of Transport adjusted the design and expanded the Rest Stop area to 8.9 hectares, of which the exit area is 4.3 hectares and the entrance area is 4.55 hectares.

However, because the additional area has not been cleared, the company will immediately implement the construction plan, making a temporary rest stop on the area recovered in phase 1 to serve the people. The temporary rest stop only includes a parking lot, waiting area and free public restroom, there is no gas station.

Nghe An Petroleum Joint Stock Company is implementing investment procedures; at the same time, coordinating with Dien Chau District People's Committee to mobilize land clearance for phase 2 of the new designed rest stop. At the same time, the company also requested Road Management Area II to support the procedures for requesting connection of the temporary rest stop to/from the expressway to the Ministry of Transport.
The rest stop has a total investment of nearly 340 billion VND and is expected to officially operate in January 2026. However, according to the representative of the Investment Department, Nghe An Petroleum Joint Stock Company, during the meetings with the Corporation, the Ministry of Transport continuously urged the construction and delivery enterprises to have the rest stop operational before the Lunar New Year. Therefore, the unit is trying to direct the construction contractors to put the rest stop into operation soon.

In further discussion, Mr. Le Manh Hien - Vice Chairman of Dien Chau District People's Committee also said: The rest stop has 2 phases, in which phase 1 the district has handed over 56,000 m2and phase 2 now needs to reclaim an additional 25,561m2. A total of 56 plots of land were affected (including 52 plots of agricultural land, area 21,310 m2and 4,252m2is land for traffic and irrigation).
On December 26, 2024, the district held a meeting to disseminate the land acquisition policy. Along with approving the measurement of the acquired area in phase 2, the District People's Committee issued a notice of acquisition to households. Accordingly, the compensation and support period for site clearance is from February 11, 2025 to March 10, 2025.

The representative of Dien Chau District People's Committee also shared: this is an auxiliary project that contributes to promoting socio-economic development. In addition to public services such as parking lots and free sanitation services, the Station also has commercial services for food and beverage; an area for introducing and selling goods; a fuel station; an electric charging station; a vehicle maintenance and repair workshop; bedrooms for drivers and passengers staying overnight... Therefore, along with creating jobs for local workers, the rest stop will contribute to introducing and bringing the district and province's products and goods far and wide.
According to the Rest Stop Network Planning on the North-South Expressway in the East approved by the Ministry of Transport, there are 36 rest stops and currently 6 stations have been invested and put into operation, 3 stations are under investment and 27 stations have not been invested. Of these, the largest rest stop is over 13 hectares on each side, the smallest station is 2.5 hectares on each side. Rest stops include public service facilities provided free of charge such as parking lots, resting spaces, temporary rest rooms for drivers, restrooms, and information services.
