(Baonghean.vn) - In Nghi Loc district (Nghe An), there are currently 3 pending non-budget investment projects. Currently, the district People's Committee is urging localities and enterprises to comply with the direction of all levels and sectors.

Among 57 outstanding non-budget investment projects in the areaNghe AnCurrently, Nghi Loc district has 3 projects with problems related to land and site clearance.

Accordingly, the 3 projects include:ProjectNorth Central Vietnam High-tech Forestry Seed Production Center - DKC, invested by Thien Minh Duc Group Joint Stock Company; Nghi Lam Commune's civil and fine art wood production and trading facility investment project of Hong Son Production and Trade Company Limited and Quan Hanh Town Commercial and Service Complex Project.

Through investigation at Nghi Loc District People's Committee, it is known that: Investment project for production and business facilities for fine art and civil woodwork in Nghi Lam commune (Hamlet 4, Nghi Lam commune, Nghi Loc district), area of ​​about 7,361 m2 The proposal to approve the investment policy of the project is mainly agricultural land and intra-field traffic land, managed by Nghi Lam Commune People's Committee (not public land), located in Do Lang industrial cluster.

But in fact, Hong Son Production and Trade Company Limited built a house in 2010 and a high-end handicraft factory in 2011.

In the Inspection Conclusion No. 183/KL.UBND dated August 17, 2018 of the District People's Committee, Nghi Lam Commune People's Committee was assigned to urge the investor to speed up the progress and prepare documents to submit to the Provincial People's Committee for approval of the project investment. However, after reviewing, the Department of Planning and Investment requested the enterprise to lease land according to regulations to carry out the project. But up to now, the enterprise has not completed the land lease procedures.

According to information from the Nghi Loc District Finance Department, in 2022, the District People's Committee requested the Nghi Lam Commune People's Committee to report on the origin, current status of the construction and assets on the land where the project is implemented. However, up to now, the Nghi Lam Commune People's Committee has not yet reported, so the District People's Committee has no basis to report to the Department of Planning and Investment, leading to the project being pending.

Regarding the Project of High-tech Forestry Seed Production Center in North Central Coast - DKC, the People's Committee of Nghe An province has approved the investment policy in Decision No. 104/QD-UBND dated January 10, 2020, on an area of ​​48.57 hectares; completed and put into use in the fourth quarter of 2021.

However, due to problems withland clearanceTherefore, the project has not been implemented according to the approved schedule. According to data from the Nghi Loc District Finance Department, by the end of 2022, the project had only compensated 30/48.57 hectares. Therefore, in December 2022, the Nghi Loc District People's Committee issued Document No. 4951/UBND.TCKH on giving opinions on adjusting the investment policy of this project to complete and put into use in the fourth quarter of 2023.

The reason for the difficulties in compensation and site clearance at this project is that some households do not agree with the transfer of land use rights to the company; some households cannot divide the inheritance documents because the heirs are abroad or working far away... The mobilization of affected households whose land areas are recovered has not yet reached consensus.

As for the Quan Hanh Town Commercial and Service Complex Project of Nghe Tinh Construction and Trade Investment Joint Stock Company, due to not ensuring the criteria for land use planning compared to the approved construction planning of the area. Therefore, on July 11, 2022, the Department of Construction issued Document No. 2450 on handling the dossier on the policy of building the Quan Hanh Town Commercial and Service Complex, Nghi Loc District to the Department of Planning and Investment. Accordingly, the Department of Construction did not agree with the company's project investment proposal.

The document of the Department of Construction clearly states: According to the 1/2000 scale zoning plan of Quan Hanh town, the location of this land belongs to the central area with a construction height of 2-7 floors, a construction density of about 55%. Compared with the investment project proposal of 4 works of this company, the height of 1-3 floors, construction density of 33% is relatively low, not ensuring the land use planning criteria compared to the approved construction planning of the area. Therefore, the Department of Construction does not agree with the investment proposal of Nghe Tinh Construction Trade Investment Joint Stock Company.

Mr. Nguyen Duc Tho - Vice Chairman of Nghi Loc District People's Committee said: Attracting investment projects to the district has been of interest to the locality in recent years. However, the backlog of some non-budgetary capital projects is due to objective and subjective factors. Currently, Nghi Loc District People's Committee continues to urge localities and enterprises to find solutions to speed up site clearance and complete land lease documents according to regulations to promptly resolve the backlog of projects.
